SPECIAL TELECONFERENCE NOTICE Pursuant to Executive Order N-29-20: The Brown Act, Government Code Section 54953, contains special requirements that apply when members of a legislative body participate in a public meeting by telephone. Certain of these requirements have been suspended by Paragraph 3 of Executive Order N-29-20, executed by the Governor of California on March 17, 2020, to mitigate the spread of Coronavirus (COVID-19). BACKGROUND INFORMATION: Lodi Police has numerous teams, collateral duties, and divisions within the department. These teams and duties are assigned to management staff to oversee and/or command. Lieutenant Eric Versteeg is presenting to council an overview presentation focusing on the Traffic Unit. Lieutenant Versteeg will be apprising council on the unit’s statistics, its assorted enforcements, and significant accomplishments. FISCAL IMPACT: Not applicable. Ryan Holz. • Have to attend over a 100 hours of specialized training on the proper way to locate, photograph and collect evidence prior to being able to operate on their own. They then receive over 50 hours of continuous training per year. • Work closely with investigators during the case. • Attend autopsy’s for criminal cases. • Collect evidence from search warrants on major crimes. REVIEW OF THE FIELD EVIDENCE TECHNICIAN’S (FET’S) FOR 2019-2020 • Responded to approximately 20+ crime scenes in 2019 alone. This included two homicides, two MAIT call outs, and numerous other crimes (shootings, sexual assaults). • Through November 2020 for this year they have handled 3 homicides, 3 MAIT callouts, and approximately 11 other crimes requiring FET’s. They also assisted with approximately 6 search warrants on cases. • 2 FET’s were used to assist DOJ with the Officer Involved Shooting in 2019. This one case alone required approximately 40 hours total from the two FET’s. • Were given the department’s Unit Citation Award. This is the first time in the history of our department this unit has won the award. REVIEW OF COMMUNITY LIAISON POSITION FOR 2020 CLO BACKGROUND • Officer Rock took over in July 2020 for Corporal Schiele • Officer Costamagna took over for Officer Rock January 2021 • Works with 2 part time retired annuitants • Helps schedule the Transient Outreach Team to assist him on days or times he is not working. REVIEW OF CLO’S ACCOMPLISHMENTS • 11 individuals placed in sobriety facilities • 9 placed into Salvation Army shelter and programs • Cleaned approximately 24 areas that received multiple complaints with the assistance of city resources or Take Back Lodi. This included the metal trestle at Lodi/Beckman and alleys behind Main Street hotels. • Helped 20 individuals be re-united with family or services in other cities • 16 people who have been referred to Behavioral Health Services or got assistance from them including placement in housing. • Over 130 truckloads of garbage gathered. • Collected 225 shopping carts in 2020
