SPECIAL TELECONFERENCE NOTICE Pursuant to Executive Order N-29-20: The Brown Act, Government Code Section 54953, contains special requirements that apply when members of a legislative body participate in a public meeting by telephone. Llame a Jennifer Cusmir (209) 333-6702.  AGENDA ITEM B-01 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Receive Presentation and Accept Comments Regarding Removal and Replacement of Trees on Lower Sacramento Road Between Lodi Avenue and Turner Road MEETING DATE: September 14, 2021 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: Receive presentation and accept comments regarding removal and replacement of trees on Lower Sacramento Road between Lodi Avenue and Turner Road. BACKGROUND INFORMATION: There are approximately 30 Canary Island Pine Trees planted in the Lower Sacramento Road frontage median between Lodi Avenue and Turner Road. Trees are a benefit to the urban environment. Healthy trees reduce pollution, provide shade and cooling, furnish habitat for wildlife, and provide an important aesthetic value to the landscape. As a result, the City recommends tree removal only when it is in the best interest of the public’s safety or expense. These specific trees have historically caused damage to the City’s existing power lines and pruning techniques have left many of the tress with a sub-par trunk structure increasing the risk for large diameter branches to fall. Staff has consulted with Tree Lodi who has agreed these trees are too large to be planted under high voltage power lines and that removal is the only solution to avoid future damage to the City’s infrastructure. Tree Lodi has agreed to work with the City to develop a tree replacement plan for the impacted areas. This plan will include tree species suitable for planting under power lines and will serve as a demonstration area for customers to obtain information on “power line friendly” trees should they wish to plant similar tree species. Staff requests City Council to consider and provide direction regarding the proposed tree removal and replacement effort. FISCAL IMPACT: Removal and replacement of these trees will mitigate future damage to the City’s electric distribution system, improve public safety and reduce staff, material and equipment costs associated with power outages. East Frontage Rd. and Tejon St – 10 at Lower Sacramento Rd. East Frontage Rd. and Elm St. – 10 at Lower Sacramento Rd. Ease frontage Rd. and Oxford Way. • This Work will consist of the following: – Remove all 30 Trees utilizing a crane, Bucket Truck and Climbing techniques. • Haul all large wood away in transfer trucks • Chip and haul all brush • Grind all stumps 6 To: Tim Combs From: Steve Dutra, Tree Lodi President Date: August 31, 2021 Subject: Lower Sac replant plan Tree Lodi supports the removal of the existing Pine trees primarily due history of limb failure that has caused serious power outages. EUD will likely continue to experience respond to like limb failures and or experience a high level of tree trimming/tree maintenance. Even though we discourage mature tree removals, the Pines in this case are viable candidates for removal. Replanting safely is our primary goal. By using the industrial standard of the Right Tree, Right Place future outages and the high cost of maintenance cost will be drastically reduced if not eliminated. The Right Tree in the Right Place helps select compatible tree species for the right place on the given property. This practice of tree selection considers the mature statue of the selected specie plus the above and below ground utilities located within the trees expected growing space. Tree Lodi recently completed an exhausting exercise of researching and developing a tree species list by small, medium and large stature at maturity. Several of the small and medium species found on this newly produced peer reviewed list could be strong candidates for this project and should be considered as Utility Friendly selections. Tree Lodi is offering volunteer assistance to this project including: Tree selection recommendations Aid in locating recommended species from nursery suppliers Aid in developing the final tree layout for locations involved Aid in a public tree planting demonstration highlighting the new Utility Friendly tree grove. 7  Partnership with Tree Lodi and PW Tree Replacement • The City of Lodi Electric Utility in partnership with Public Works Dept. and Tree Lodi will replant these areas: – Utilizing Utility Friendly trees. • Trees canopy will grow below the power lines and be trimmed as needed at full maturity. – We will be replanting with a variety of tree species.
