TUESDAY, AUGUST 16, 2022
A. Call to Order/Roll Call
The regular meeting was called to order by Chair Metcalf on August 10, 2022 and cancelled due to a lack
of quorum.

The special meeting was called to order on August 16, 2022 by Chair Cathy Metcalf at 4:04 p.m.

B. Minutes
B-1 Motion by Commissioner Mellor to approval of the minutes of the June 8, 2022 meeting. Second by
Commissioner Perrault. Approved 7-0
C. Comments by Public on Non-Agenda Items
JC Strote, former president of the Lodi Community Art Center addressed the commission. She let the
commission know that the art center is closing out their membership show and there are 110 pieces that
have been submitted. There is a call to artists for photographers for their Photography Show in October.
Also, they have received a $13,800 Arts Grant from the State of California. Classes have already started
at the center including water color painting and IPhone photography.
D. Action Items
D-1 Review and Approve Painted Piano Project
Commissioner Mellor let everyone know that there is a potential corporate sponsor for the project.
Chair Metcalf added that one piano has been identified and the placement would be at the Post
Office Plaza. Ms. Winn will follow up with the encroachment permit with Public Works. Funding
would be provided by AiPP funds of $1,200. The pianos will be out for 3 months and maintenance
will be on a case by case bases. Donor will take the piano back after the 3 months.
Commissioner Perrault motioned to approve $1,200 in funds for project and Commissioner Hanes
2nd it. Approved 7-0.
D-2 Review and Approve the Lodi community Art Center Pamphlet, “The Art of LoCa”
JC Strote stated that she needs more text and to fix the format. She said that Tony Segale still
needs to re-due the center map of the pamphlet. She also needs more descriptions of the Traffic
Control Boxes and names of artists. She would like more text regarding the boxes and the history
of the project. She wondered of the statues should be removed and placed on a separate page.
She will discuss with Tony Segale. She also had someone taking pictures of the new murals on
the parking garage and the bowling alley. She felt that it should be put at the bottom of the page
of the pamphlet. Chair Metcalf will update her on wording and Ms. Strote will send updates.
D-3 Discuss and Approve Poet Laureate Program Project
PRCS Directory Jaromay let the commission know that a grant from the Library and Literacy
program was received for the project. The total is $15,000 for 3 years for the entire program. The
commission would partner with the library in selecting the person every year. The commission
would come up with themes. Commissioner Mellor motioned to approved the project,
Commissioner Bhakta 2nd. Approved 7-0.
E. Regular Agenda Items – Discussion Items
E-1 Dedicate the Cycles of Suffrage Mural and Discuss Lodi’s Women’s History Marker Map
Commissioner Mellor stated a date for the dedication of the mural needs to be set. She will chair
the sub-committee and a date will be set at that time. Commissioners Perrault and Hanes have
volunteered for the sub-committee. The Women’s Historical Walking Trail, which will be a
separate project, needs to be put on hold several months and that is to be tabled 90 days until
research is done.
E-2 Discuss Lodi Arts Commission Annual Report for Parks, Recreation and Cultural Services
Director
Chair Metcalf explained that it’s been a long time since the report due to the lockdowns. In the
past the LAC would have a potluck, along with an art project, and power Point Presentation for
the city council, city manager, as well as the Director of the Parks and Rec to show what the LAC
has accomplished over the calendar year. This would accompany a written report. Ms. Winn
explained that the past city clerk had also started requesting a written report instead of the
presentation so that is also why it stopped. Director Jaromay let everyone know that she was just
asked if the presentation was going to be brought back because it was fun. She suggested a
written report for 2021 and plan for a 2022 presentation gathering for next year.
F. Comments by Arts Commission and Staff on Non-Agenda Items
Chair Metcalf asked about the status of the Bike Rack at Hutchins Street Square. Ms. Winn explained that
the monies did not roll over from AiPP into the CiP list of projects so it has to wait until the next year in
2023 for the cement pad that is need to install the rack. She explained that there is a hold put on current
projects until they complete the ones they currently have. Chair Metcalf felt it was a current project and
Director Jeromay explained that these funds did not rollover and have to be re-appropriated and need to
be earmarked. Chair Metcalf has requested that it be on the next agenda as an Action Item.
Ms. Litfin let the commission know that the artist at Cherokee and Lockeford emailed and has stated that
due to college and part time work, she cannot repaint her replaced box. She is mailing back her check.
Chair Metcalf stated that many of those removed boxes are still at Lodi Arts Commissioner Dave Kirsten’s
warehouse and they could be used as some sort of art work in public parks. Chair Metcalf would like this
to be on the Agenda as a discussion item next time. Ms. Litfin will contact Deputy Director Johnston
regarding the Call to Artists for the Traffic Control Boxes.
Commissioner Mellor said that she was contacted by someone wanting to have a wall painted with a
mural, and she wishes not to disclose the location at this time, but she would like it on the Agenda as a
Discussion item next time.
Regarding the Storm Drain Art project, Commissioner Mellor read from the June 2022 minutes: “Charles
Swimley, Director of Public Works in Lodi, addressed the commission. He stated that the Traffic Control
Art project started out small and once it was nailed down it became smoother. He expects that the Storm
Drain Art project would be something similar in nature. The concerns are maintenance and how the paint
would hold up to street sweeping and pressure washing. He said that that activity would have a
substantial wear and tear on the artwork. They interested in looking for at this and would like more
information so it could work. Commissioner Mellor will contact one of the cities that do the Storm Drain Art
and see what kind of paint is used and how that holds up with wear and tear. Ms. Winn asked about
environmental hazards in regards to paint and Mr. Swimley said that he would research that because it
depends on the paint.” Commissioner Mellor stated that she met with Jennifer Winn recently and
explained that she contacted the city of York, Pennsylvania, which is a city of about 45,000 people and
they have implemented the Storm Drain Art Project in their city. They put together a packet for other cities
and Commissioner Mellor presented their packet to the commissioners. It explains the type of paint,
preparation, coating, paint colors, and the type of grit so people won’t slip. She requested it be put on the
next agenda as a discussion item.
Chair Metcalf reminded everyone about Taco Truck Cook-Off on September 10th. It is the only item they
are doing outside of the Art Hops this year. There are now 7 trucks and many sponsors for the event.
They are scheduling judges and Director Jeromay has agreed to be one. Ms. Winn is recording the PSA.
Banners are up, entertainment is booked, the lemonade vendor has confirmed, the churro vendor has not
confirmed as of yet. Spin art bike is back. Commissioners Hanes and Bhakta have volunteered to run the
beer garden. Chair Metcalf will provide the t-shirts for security. There is a taco eating contest this year
and she requested that Ms. Winn check on a city waiver for the participants of the contest. Grant
recipients are required to be there including Lodi Community Art Center.

BACKGROUND INFORMATION:
The Lodi Arts Commission brings art to the public through the Art in Public Places (AiPP) project funded by
development impact mitigation fees. The Traffic Control Box Art Project is one of the current AiPP projects.
Local artists have painted thirty-eight boxes.
Since the project began, three completed traffic control boxes were removed due to reconstruction of the
streets of the respective boxes. The boxes have since been stored at local community business owner and
Lodi arts volunteer, Dave Kristen, at his warehouse on East Kettleman Lane in Lodi. The boxes’ art remains
intact.
At the Lodi Arts Commission Special Meeting held on August 16, 2022, the Commission recommended
relocating the removed traffic control boxes to various Lodi parks to be used as storage and to beautify the
parks.
Through discussion, the Commission shall recommend several park locations they feel would benefit most
from the artwork and storage and recommend their locations to the Parks and Recreation Commission for
approval at a future meeting.
