A. Call to Order/Roll Call
The regular meeting was called to order by Chair Cathy Metcalf at 12:07 p.m.

B. Minutes
B-1 Motion by Commissioner Mellor to approve of the minutes of the August 16, 2022 meeting. Second
by Commissioner Hanes. Approved 6-0
C. Comments by Public on Non-Agenda Items
Patti Kennedy, president of the Lodi Community Art Center let the commission know that KVIE Art
Auction is featuring artwork from the Lodi Community Art Center. The event is planned for October 1st.
Former LCAC President, JC Strote is still working on the Art Brochure. There will be a presence of the
LCAC at the Sandhill Crane Festival this year. They are also working on children’s pumpkin painting this
October and are accepting entries for the October Photography show.
JC Strote, Chair of the Brochure Committee, updated the commission that the brochure has been resized
to a 9X8 page which made it unprintable. She is hoping this Sunday to get it straightened out. Chair
Metcalf stated that she felt the sidewalk mosaics should not be included due to damage and wear and
tear of the pieces. Cathy would like to put it for discussion on next month’s agenda.
Artist Jerrod Mays explained to the commission that the artwork that he completed in front of the library
was defaced with graffiti and he said that he could fix it if the commission wanted. Chair Metcalf
suggested dropping of an invoice to Ms. Litfin and the commission can take a look at it. Chair Metcalf
would like it to be put on the agenda.

E. Regular Agenda Items
E-1 Discuss Relocating Removed Pained Traffic Control Boxes to Several Lodi Parks for Parks and
Recreation Commission Approval
Chair Metcalf asked if the boxes that are in storage be placed in Lodi parks. She emphasized that
they have asked for over a year now and wanted to know if it has to go before the Parks and Rec
Commission. Ms. Johnston asked if they had a preference and Ms. Metcalf explained that she
thought the PRCS were the only ones that could choose. Chair Metcalf suggested Henry Glaves
Park for one. Commissioner Mellor stated that she thought the PRCS should choose where they
should go since they would know what the needs are. One is being used for storage and Director
Jeromay asked about that one and Chair Metcalf stated that it was located in Kofu Park. The
original traffic control boxes were located at Hutchins and Harney, and Turner and Lower Sac.
Directory Jeromay stated that she will put that on the next agenda for the Parks and Rec
Commission meeting October 4th.
F. Comments by Arts Commission and Staff on Non-Agenda Items
Commission Mellor read from Section F Paragraph 4 in the minutes from the August 16th meeting. The
minutes stated that the Storm Drain project was requested to be put on the next agenda as a discussion
item. She asked for help from the LAC regarding the project that she first presented in January. She
stressed that she has done everything that was asked of her regarding this venture and wanted to know
what she could’ve done differently and if it was enough. She said so far this project has gone no where
and wanted to know if she failed to understand that this is how projects that are not wanted in Lodi by the
LAC gets stopped? She feels it is getting nowhere. Deputy Directory Johnston explained that the money
has been approved and set aside for this particular project and Commissioner Mellor stated that so far
where the project has stopped is that Public Works Director Swimley has not responded to Jennifer Winn
to set up a meeting. Director Jaromay let the commission know that she had spoken with him and he is
still looking over the material for the project and she stated that at the next meeting this will be put on the
agenda and that Public Works Director Swimley will be present to discuss moving forward with the
project.
Chair Metcalf explained that the change in the agenda has been difficult. She would like to have more
items added. Ms. Johnston explained that she is allowed to have items up for discussion and that it
shouldn’t be the same items over and over again.
Chair Metcalf asked about the painted pianos and the Encroachment Permit and Commissioner Mellor
said that a Painted Piano has been up for about two or three weeks and the permit had already been
taken care of. Sayla Music presented the permit. She stated that the Lodi Arts Foundation has approved
another piano with a possible sponsor. Chair Metcalf said that that needs to be placed on the next
agenda.
Commissioner Mellor let the commission know that two other people were interested in painting a mural in
the city of Lodi and she wanted to know how the artists would go about presenting their ideas. Ms.
Johnston let Commissioner Mellor know that she can present the idea to the commission and if it is
agreed upon, a Call to Artists can go out after that. Ms. Johnston said she will talk with Cm. Mellor about
the details and it will be put on the next agenda.
Chair Metcalf has asked a few times but would like the whole total of the AiPP funds. Ms. Johnston said
she would email that to all the commissioners.
Ms. Litfin reminded the commission that grants have been submitted and a subcommittee needs to meet.
The subcommittee is Chair Metcalf, Commissioners Mellor, and Perrault. Ms. Litfin will send the PDFs of
the submissions to the subcommittee. This is to be placed on the next agenda.
Cm. Mellor suggested moving the LAC meeting date and or time. This is due to some parents not able to
make the Wednesday 12:00 PM meeting since on some of those days Lodi Unified School district has
half-days and kids are let out early. Chair Metcalf added the Bylaws would need to be changed. This is to
be placed on the next agenda.
Deputy Director Johnston informed the commission that the HSS Bike Rack has funds set aside but due
to the increasing cost, they will have to find funds to cover. This is to be sent to council. This is to be on
the agenda for discussion.
Ms. Johnston updated that the Poet Laureate program’s Call to Artists has gone out. It has gone out to
the arts community. School districts, libraries, and artists have been contacted. The call is on the internet
and it has been sent to California Arts Council. There has already been interest in the program.
Ms. Johnston let the commission know that there is Cultural Arts webpage within the Parks and Rec
Department. It features current arts projects and Calls to Artists.
Directory Jeromay gave thanks to everyone for the Taco Truck Cook-Off and gave kudos to Cm. Hanes
and his stepping up as MC during the taco eating contest. She thanked Chair Metcalf for the 2021 Report.
She also received an email for the Cycles of Suffrage dedication. Cm. Mellor said that the dedication was
turned over to the Lodi Arts Foundation and the date has been set for October 1st just before the Art Hop.

BACKGROUND INFORMATION:
In accordance with the Lodi Arts Commission Restated Bylaws, the members elect the Chairperson and Vice
Chairperson thereof by a majority vote of all the members. The term of office of the Chairperson and Vice
Chairperson shall be one year and until the election of his or her successor.
The terms of office for all members of the Commission shall be deemed to run from July 1 of each year. The
Commission shall elect its Chairperson and Vice Chairperson to serve through June 30, 2023.

BACKGROUND INFORMATION:
Each year, City Council allocates funding to support the arts. In Fiscal Year 2022/23, Council allocated
$39,060 for Arts Grants. The Arts Commission is tasked with soliciting applicants for arts grants, reviewing
grant applications and recommending applicants for funding.
The Arts Commission recommends Council allocate $16,000 in support of the Lodi Arts Foundation for their
Taco Truck Cook-Off, First Friday Art Hop and miscellaneous community events. The remaining $23,060
would be allocated to local arts nonprofit organizations to further the arts in Lodi through the Arts Grants
program.
Three grant applications were received for six (6) projects by the April 21, 2022 due date and reviewed by a
subcommittee of the LAC (Exhibit A). The Subcommittee recommends six projects for funding. They include:
• Changing Faces Theater Company, $6,000
• Breakthrough Project, $1,400
• Lodi Community Art Center, $5,524.
The remaining $10,136 will be used for future arts grant applications throughout the fiscal year.
The Lodi Arts Commission shall approve the six (6) arts grant projects (Exhibit A) and recommend Council
approve the allocation of $12,924 to the three (3) arts applicants.

immense human need for community and communication. CFTC has been gratified that its Pop-
Up shows have enabled them to share stories and bring people together safely, and the process
has deepened their own appreciation for the vital role of the arts and the joy of forging a bond
between audiences and performers.”

Project Description: “The show will celebrate Lodi through art. The art show will be open to all
artists and all ages of artists in the area. In this show we want to include paint, sculpture, mixed
media and photography. Celebrating scenes of Lodi and the surrounding area. All work must be
new and be representational. As part of this activity we will be setting 1-3 plein aire locations
opportunities. Categories will include Downtown Lodi, Heritage District, Greater Lodi, Wineries,
Greater San Joaquin County.”
Benefit to the Community: “Practicing arts and crafts can make kids more enthusiastic about
other aspects of their lives. There is a positive effect it can have on kids with learning difficulties.
Social issues, or problems with self-esteem who find meaning and purpose in art. This event
encourages this along with awareness of their community.”

funds for future grant funding and approve its allocation for future grant
projects.
BACKGROUND INFORMATION:
The Lodi Arts Commission receives funding from City Council which is allocated to support local arts. That
funding is awarded to grant recipients through the Lodi Arts Commission (LAC) Arts Grant program.
In past years, the unused funds left over from the Arts Grant awards was allocated towards Arts Mini-Grants.
Arts Mini-Grants funded art projects that were $1,000 or less. The mini-grant funds would often go unfunded
due to lack of applications or because application requests were over $1,000 and therefore rejected.
The LAC has recommended Council award three Arts Grant applicants with $12,924. The remaining $10,136
would typically be allocated to the Mini-Grants. Staff recommends the remaining funds be allocated towards
both Mini-Grants and Project Grants through the end of FY 2022/23.
Current Arts Grant guidelines prohibit organizations from applying for both a Mini-Grant and Project Grant. The
current deadline is April 21, 2022 and proposed projects must be completed by June 30, 2023. In order to
utilize the funds, Staff recommends allowing current award recipients to apply for an additional grant, extending
the deadline to May 31, 2023, and requiring organizations begin their projects in FY 2022/23.
The Commission shall discuss how to best utilize the remaining funds FY 2022/23 Arts Grant Funds ($10,136)
and approve its allocation for future grant funding.

BACKGROUND INFORMATION:
In accordance with the Lodi Arts Commission Restated Bylaws, the Commission meetings are held the second
Wednesday of the month at 12:00pm in Carnegie Forum.
The Commission shall discuss the most convenient meeting days and times and propose any other changes to
the Commissions current Bylaws.
Staff will compile proposed changes to be brought to a future Commission meeting.
