They will be made available prior to the start of the November 13, 2018 meeting if they have been completed.  MEMORANDUM, City of Lodi, Community Development Department To: Lodi Improvement Committee From: Patrice Clemons, CDBG Program Specialist/City Staff Liaison Date: November 13, 2018 Subject: Updates on CDBG, ABCD, and 2018-19 Committee Goal Purpose: Lodi Improvement Committee (Committee) reviews its purpose, roles, and goals for the 2018-2019 program year including Community Development Block Grant (CDBG) program and ABCD: Love Your Block program. Background: A. Update on CDBG Program Background on Consolidate Plan Outreach The Consolidated Plan is a five-year plan that the City creates for assessing community needs and allocating funds under the CDBG program. Beginning this year, the City will begin the process of data gathering, outreach, and analysis for the creating the next five-year Consolidated Plan document, which will cover 2019-2023 program years. Outreach is essential to the City’s ability to create an accurate and effective plan, and to allocate resources appropriately. First, the City will be attempting to reach as many residents as possible that are within CDBG’s priority populations: low-income, disabled, seniors, female headed households, and parents/guardians of children. Hearing feedback directly from those who may potentially receive assistance from grant funds is important for program effectiveness. Second, the City will be reaching out to practitioners, agencies, leaders, organizations, and companies who may have specialized knowledge, experience, resources, and capacity to bring to the discussion on needs, opportunities, solutions, investments and how community improvements can be made. Thirdly, the City will encourage all Lodi resident to weigh-in on community needs and opportunities for improvements. Committee members are invited to assist in helping the City achieve its goal in obtaining feedback and information from stakeholders, agencies, and residents. Most outreach efforts will take place in Fall and Winter of this year, and a draft plan will be made available in early 2019. Update on ABCD activities ABCD team leaders have been fundraising for the next cycle. A presentation was made to both Lodi Association of Realtors and the Lodi Rotary Club. The Lodi Association of Realtors has awarded ABCD a $1,000 donation. On December 7th, ABCD is invited to give a presentation and pass out flyers for donations/volunteers at their annual Can Opener Fundraiser on December 7th. LIC members would be welcome to attend and help spread the word about ABCD. Here are ways that Committee members and residents can get involved to help ABCD continue this next year. Staff is looking for volunteers. o Mentor a resident with their mini-grant funded project o Help plan workshops that educate and improve resident project management and community organizing skills o Promote events through word of mouth, email, phone calls, and social media o Create communications and publications that will be used to promote events o Document activities through photography and creating articles o Outreach to local residents and businesses for support and participation o Fundraising o Grant writing o Help facilitate a workshop or present a topic C. 2018-19 Goal-Setting (Continued) Staff and committee members will provide updates on 2018-19 Committee Goals. Pine St Lodi, California 95240 RE: Request for Letter of Support for Caltrans Planning Grant Application The City of Lodi in conjunction with Bike Lodi is developing a grant proposal to submit to the California Department of Transportation (Caltrans) under the Department’s Sustainable Communities Grant program ​requesting funding to conduct a feasibility study for the Lodi Greenline rails-to-trails project. The proposal is due to Caltrans on November 30​. ​If awarded, the City will receive assistance in planning use of the space under two scenarios: one with the existing tracks remaining in place with a parallel mixed-use path, and the other with the tracks removed and replaced with a dedicated bicycling and walking path. Grant funds will also be used for developing partners and stakeholders through community outreach, building consensus, identifying funding sources, and estimating costs. We request that the Lodi Improvement Committee approve a letter of support to the City at its November 13 meeting to make this a competitive grant application. Through this letter, the Committee can commit to real support for this feasibility study by providing services and activities such as: ● Acting as a citizen advisory group for administering this grant ● Providing a public forum for community input by keeping a standing agenda item at the Committee’s monthly meetings to accept public comment on the project ● Participating in a joint meeting with the City’s Planning Commission and Recreation Commission ● Supporting stakeholder outreach as appropriate ● Attending community outreach meetings The overall goal of the Greenline is to create a biking and walking trail that connects the Heritage District and downtown Lodi with Lodi Lake and Woodbridge while adding usable green space with recreation and outdoor public amenities. The project seeks to create more than 12 acres of greenway over 1.7 miles of the Union Pacific-owned railroad corridor running between Lockeford Street in Lodi and Academy Street in Woodbridge. The project could add several hundred trees to form a formal allée flanking a cycling and walking trail. The greenway itself will create opportunities for community gardening, play and fitness equipment, and community event space along the trail, as well as improve safe routes to schools for 3 elementary schools, Washington, Woodbridge, and Lakewood, serving roughly 1,400 children. A Friends of the Lodi Greenline organization is the proposed non-profit trail management partner. Pine Street Lodi, CA 95240 RE: Lodi Improvement Committee Letter of Support for Caltrans Sustainable Communities Grant Dear Mr. Schwabauer, The Lodi Improvement Committee is writing to show its support and commitment to the City of Lodi in its efforts to obtain Caltrans Sustainable Communities grant funding. We understand the intended use of this funding is to prepare a feasibility study of the Lodi Greenline project, a proposed walking and biking trail along the Union Pacific spur line in the city. The Lodi Improvement Committee has worked for 25 years to maintain and improve the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the community. Formerly known as the Eastside Improvement Committee, the Committee’s focus has always been on serving the disadvantaged communities in East Lodi. The City Council formed the Committee in 1993 after three Eastside residents pushed the City to reduce drug dealing in the area. Now composed of seven mayoral appointees, the Committee has since expanded its scope of work to advise the City on Community Development Block Grant funding allocations, and the Committee is in the process of taking over management of the Lodi Chamber of Commerce’s asset- based community development program, Lodi Love Your Block. The Lodi Improvement Committee is pleased to offer a voluntary in-kind contribution to support this exciting initiative to develop active transportation methods around the city, promote our residents’ safety, sustain our urban environment, and strengthen our local economy. The voluntary contribution of our committee members is conservatively estimated at 200 hours of personnel time (estimated at $35 per hour) amounting to a value of $7,000 over the 18 months of the proposed grant term.
