Subject: Updates on CDBG, ABCD, and 2018-19 Committee Goal
Purpose: Lodi Improvement Committee (Committee) reviews its purpose, roles, and goals for
the 2018-2019 program year including Community Development Block Grant (CDBG) program
and ABCD: Love Your Block program.
Background:
A. Update on CDBG Program
Background on Consolidate Plan Outreach
The Consolidated Plan is a five-year plan that the City creates for assessing community needs
and allocating funds under the CDBG program. Beginning this year, the City will begin the
process of data gathering, outreach, and analysis for the creating the next five-year Consolidated
Plan document, which will cover 2019-2023 program years.
Outreach is essential to the City’s ability to create an accurate and effective plan, and to allocate
resources appropriately. First, the City will be attempting to reach as many residents as possible
that are within CDBG’s priority populations: low-income, disabled, seniors, female headed
households, and parents/guardians of children. Hearing feedback directly from those who may
potentially receive assistance from grant funds is important for program effectiveness. Second,
the City will be reaching out to practitioners, agencies, leaders, organizations, and companies
who may have specialized knowledge, experience, resources, and capacity to bring to the
discussion on needs, opportunities, solutions, investments and how community improvements
can be made. Thirdly, the City will encourage all Lodi resident to weigh-in on community needs
and opportunities for improvements.
Committee members are invited to assist in helping the City achieve its goal in obtaining
feedback and information from stakeholders, agencies, and residents. Most outreach efforts will
take place in Fall and Winter of this year, and a draft plan will be made available in early 2019.

B. Update on ABCD activities
ABCD team leaders have been fundraising for the next cycle. A presentation was made to both
Lodi Association of Realtors and the Lodi Rotary Club.
Here are ways that Committee members and residents can get involved to help ABCD continue
this next year. Staff is looking for volunteers.
o Mentor a resident with their mini-grant funded project
o Help plan workshops that educate and improve resident project management and
community organizing skills
o Promote events through word of mouth, email, phone calls, and social media
o Create communications and publications that will be used to promote events
o Document activities through photography and creating articles
o Outreach to local residents and businesses for support and participation
