Purpose: Lodi Improvement Committee reviews its purposes and goals for the 2018-19 program year including its goals to support the Community Development Block Grant Program and ABCD: Love Your Block program. Action: Lodi Improvement Committee will discuss its progress on meeting its 2018-19 goals, both actions taken and action to be taken. Background: Lodi’s Community Development Block Grant The City of Lodi (City) receives an annual allocation of funds (approximately $630,000) from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) program. The primary purpose of this program is to improve the quality of life for low- and moderate- income persons, households, and neighborhoods by supporting public services, public facilities, crime prevention, access for disabled persons, affordable housing, and economic development. The City adopts a five-year Consolidate Plan, as required by HUD, which lays out how the City plans to use the funds through strategies and goals that improve quality of life in Lodi and address community needs. Each year the City prepares an Annual Action Plan that identifies the services and projects to fund that will meet these Consolidated Plan goals. As part of this planning process, the City gathers public comment on the community needs and recommended activities to meet those needs. Applications for funds are scored by staff and the Lodi Improvement Committee. Activities that further the City’s five-year Consolidated Plan goals and meet priority community needs are given the highest priority for funding. The Draft 2019-23 Consolidated Plan and Draft 2019-20 Annual Action Plan were released to the public for public review and comment on March 19, 2019. Additionally, a public hearing will be conducted on Wednesday, April 17, 2019 at a regularly scheduled City Council meeting. Asset-Based Community Development (ABCD): Love Your Block Program Page 1 of 2 The ABCD leadership team has been meeting in-person or by phone every two weeks to plan for the opening cycle 3 workshop. This workshop is scheduled for Saturday, April 27, 2019 from 10 a.m. to 3 p.m.. Our next planning meeting will be Thursday, April 18, 2019. Opportunities to get involved and help support this program include: - Attending the Workshop on April 27 to learn more about ABCD - Attend the planning meeting on April 18 - Help with set-up or clean-up of the event - Help distribute flyers to residences, business, and people you know on your own or with the group on weekends; or email the flyer to you contracts - Look for leaders who might be interested in attending the April 27th Workshop - Recruit project collaborators or become a project collaborator that helps mentor a project lead - Help facilitate the grant writing workshop in May - Help review and score project applications in May/June 2018-19 LIC Goals Staff and committee members will report on progress made on 2018-19 goals, see Attached Goals. Fiscal Impact: HUD’s annual allocation for CDBG funds will likely be announced in May or June of 2019. Depending on HUD’s budgeting schedule, funds will likely be available beginning in July. The City estimates receiving $630,000.
