SPECIAL TELECONFERENCE NOTICE
Pursuant to Executive Order N-29-20:
The Brown Act, Government Code Section 54953, contains special requirements that apply when members of a
legislative body participate in a public meeting by telephone. Certain of these requirements have been suspended
by Paragraph 3 of Executive Order N-29-20, executed by the Governor of California on March 17, 2020 to mitigate
the spread of the coronavirus known as COVID-19. In particular, the Executive Order suspends that provision of
the Brown Act that requires noticing, posting of agendas, and public access to each location where a member will
be participating telephonically, as well as provisions that require physical presence of members of the legislative
body or the public for purposes of a quorum or to hold a meeting. Executive Order N-29-20 allows an agency to
conduct a teleconference meeting that provides members of the public telephonic or other electronic participation in
place of making a physical location for the public to observe the meeting and provide public comment, consistent

Subject: Staff Report on Harmony Homes and Updates to Annual Goals.
Purpose: Lodi Improvement Committee 1) supports Staff in implementation of the City’s five-year
Consolidated Plan including conducting outreach, providing feedback on program processes, and making
recommendations to the City Council on funding and project priorities; 2) has its purpose of maintaining and
improving the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the
community; 3) creates and takes action to implement annual goals and activities.
Action: Lodi Improvement Committee will 1) receive presentation from Staff on CDBG program applications
and instructions for the 2021-22 Annual Action Plan and Cares Act funding; 2) provide feedback on priority
goals; and 3) provide updates on progress towards meeting annual goals and activities.
Background:
2021-2022 Annual Action Plan
The City of Lodi is soliciting applications for the 2021-22 Annual Action Plan (AAP), which is funded by
Community Development Block Grant (CDBG) entitlement program. The City estimates receiving a 2021-22
CDBG grant award of approximately $600,000. The actual amount of funding will be announced by HUD after
the federal budget has been approved. The amount will most likely be announced by HUD in April or May of
2021. Eligible organizations are limited to nonprofits and local government entities. If awarded, funds are
anticipated to be available on July 1, 2021, and projects must be completed by June 30, 2022.
The application will be available on Wednesday, December 16, 2020, and due by 5 p.m. on Friday, January 29,
2021. Late applications will not be accepted. The application instructions and forms will be available December
8, 2020 on the City’s Community Development webpage: https://www.lodi.gov/183/Community-

Applicants are also invited to present (informally) on draft project at the Lodi Improvement Committee’s next
meeting at 6 p.m. on January 12, 2021. This will be an opportunity for Applicants to ask questions and for the
LIC to get to know anticipated projects. The LIC will discuss and score proposed applications at their March 9,
2021 meeting.
The draft application instructions, questions, and rubric are attached and will be reviewed during this meeting.

New to the program this year, applicants have the option to enter into two year agreements for both 2021-22
and 2022-23 Program Years. The grant agreement with awardees will cover both program years; however,
funding for the second year will be dependent upon the amount of funding the City receives from HUD and
upon receiving updated accomplishments and budget information provided by the Applicant.
Schedule
The 2021-2022 AAP is due to U.S. Department of Housing and Urban Development (HUD) by May 15, 2021.
HUD will likely make its announcement for funding and deadlines in Spring of 2021.
The following process is planned for the 2021-22 AAP cycle:
- November (completed) – begin to prepare community outreach materials and schedule needs
assessment meeting with stakeholders or similar outreach.
- Late November (completed) – published notice for upcoming release of funding availability
- Early December (completed/in process) – published notice of funding availability (NOFA), and
application presentation and community outreach meeting at regular LIC meeting
- Mid December (cancelled due to Covid-19) – attend community outreach event
- January – potential applicants provide presentations or answer questions at regular LIC meeting
- January/Feb - begin consultations
- March – vote on final scores and allocations at regularly scheduled LIC meeting
- Mid March – draft AAP released to public for 30 day public review
- Mid April – presented draft AAP to City Council
- May – presented final AAP to City Council for approval
The City prepared and submitted an Analysis of Impediments to Fair Housing Choice (AI) report to HUD in
August 2016 for review and approval. The City is required to complete an AI prior to approval of its five-year
plan, so that the recommendations provided in the report are incorporated into the City’s five-year
Consolidated Plan. The City received feedback on its AI to conduct additional analysis and adjust goals. The City
resubmitted the plan for approval in 2018. The City is drafting a schedule for the next AI (or Assessment of Fair
Housing, as required under state law). This information will be shared with the committee when finalized.
Staff update on CDBG-CV funding process and draft needs assessment
HUD has recently allocated additional funds to jurisdictions across the Country in an effort to help better
respond to immediate needs resulting from the COVID-19 pandemic. As a result, the City of Lodi could receive
approximately $795,000 in additional Community Development Block Grant – Covid Response (CDBG-CV)
funds. Funds can be used to prevent, prepare for, and respond to Coronavirus impact.
The City of Lodi is soliciting applications for its Coronavirus Aid, Relief, and. Economic Security Act (CARES Act)
CDBG (CDBG-CV) program. Eligible organizations are limited to nonprofits and local government entities. If
awarded, funds are anticipated to be available on January 15, 2021, and projects must be completed by June
30, 2021.
The application will be available on Wednesday, December 16, 2020, and due by 5 p.m. on Friday, January 8,
2021. Late applications will not be accepted. The application instructions will be available December 8, 2020

CDBG-CV funds must be used to prevent, prepare for, and respond to the coronavirus and primarily benefit
low- to moderate-income individuals or households, or an area that is considered low to moderate income.
CDBG-CV funds may be used for several activities; however, as a result of conducting a needs assessment, the
City has identified the following categories as a priority in response to the coronavirus. If you are uncertain
whether your proposed activities will be eligible or would like to propose an activity outside these categories,
please contact City staff.
1. Emergency Rental Assistance
2. Landlord-Tenant Mediation Services
3. Basic Needs Assistance (Food, Diapers, Childcare, etc.)
4. CDBG-CV Program Marketing (to increase awareness of CDBG-CV programs;
apply concurrently with other categories)

Fiscal Impact:
HUD’s annual allocation for CDBG funds will be announced in Spring 2021; the City estimates receiving

out and submit. The application must be completely filled out for an organization to be considered for
funding. Please do not have duplicative answers to questions, and be as concise as possible in your
responses.
The Application Questions and the additional attachments must be submitted in an electronic format;
this can be completed in one of the following ways:
1. By providing a USB drive or CD with all files contained on it and mailing it to City Hall or dropping
it off in person (address is listed at the end of this document).
2. By providing an FTP link for City staff to access or by emailing all materials to

Grant Requirements:
CDBG funds must be used to primarily benefit low- to moderate-income individuals or households, or an
area that is considered low to moderate income. Only projects that are new or an expansion to existing
programs/projects are eligible.
National Objective:
Proposed activities must meet one of the three national objectives:
1. Benefits low-income individuals or households
2. Addresses the prevention or elimination of slums or blight
3. Meets a particularly urgent community development need
Most projects will fall within the first national objective.
Eligible Activities:
CDBG funds may be used for several activities. Eligible activity categories are listed below; however, U.S.
Department of Housing and Urban Development (HUD) has more specific requirements for permitted
activities that go beyond these listed categories. Any proposed activity must fit within one of these
activity categories. If you are uncertain whether your proposed activities will be eligible, please contact
City staff (contact information is provided below).

Area Benefit or Limited Clientele:
Proposed projects must have an area benefit or serve a limited clientele. An area benefit means the
project serves clientele within a census block or designated area (neighborhood) where at least 51
percent of residents are low- to moderate- income. A project that serves limited clientele means the
project limits its services/benefit to specific clientele, which would include low- to moderate-income
persons/households, seniors over 62 years old, persons who are disabled, homeless, or migrant
farmworkers, or certain other similar categories.
Estimated 2021-2022 Award:
The City estimates receiving a 2021-22 CDBG grant award of approximately $600,000. The actual
amount of funding will be announced by HUD after the federal budget has been approved. The amount
will most likely be announced by HUD in April or May of 2021.

General:
The City of Lodi is soliciting applications for its Coronavirus Aid, Relief, and. Economic Security Act
(CARES Act) CDBG (CDBG-CV) program. Eligible organizations are limited to nonprofits and local
government entities. If awarded, funds are anticipated to be available on January 15, 2021, and projects
must be completed by June 30, 2021.
Application Deadline:
The application will be available on Wednesday, December 16, 2020, and due by 5 p.m. on Friday,
January 8, 2021. Late applications will not be accepted. The application instructions will be available
December 8, 2020 on the City’s Community Development
webpage: https://www.lodi.gov/183/Community-Development-Block-Grant-Progra
Application Instructions:
The application is titled “Application Questions” and will be available in a Word format for the applicant
to fill out and submit. The application must be completely filled out for an organization to be considered
for funding. Please do not have duplicative answers to questions, and be as concise as possible in your
responses.
The Application Questions and the additional attachments must be submitted in an electronic format;
this can be completed by emailing files or and FTP link to Patrice Clemons
at NeighborhoodServices@lodi.gov.

Grant Requirements:
CDBG-CV funds must be used to prevent, prepare for, and respond to the coronavirus and primarily
benefit low- to moderate-income individuals or households, or an area that is considered low to
moderate income.
National Objective:
Proposed activities must meet one of the three national objectives:
1. Benefits low-income individuals or households
2. Addresses the prevention or elimination of slums or blight
3. Meets a particularly urgent community development need

Eligible Activities:
CDBG-CV funds may be used for several activities; however, the City has identified the following
categories as a priority in response to the coronavirus. If you are uncertain whether your proposed
activities will be eligible or would like to propose an activity outside these categories, please contact City
staff (contact information is provided below).

Area Benefit or Limited Clientele:
Proposed projects must have an area benefit or serve a limited clientele. An area benefit means the
project serves clientele within a census block or designated area (neighborhood) where at least 51
percent of residents are low- to moderate- income. A project that serves limited clientele means the
project limits its services/benefit to specific clientele, which would include low- to moderate-income
persons/households, seniors over 62 years old, persons who are disabled, homeless, or migrant
farmworkers, or certain other similar categories.
Duplication of Benefits
Duplication of Benefits is not allowed under the CDBG-CV program. Duplication of Benefits occurs when
financial assistance is provided to a person or entity to address losses resulting from a declared
emergency that have been addressed by any other source and the total amount received exceeds the
total need. For example, if an organization experiences a loss of $5,000 and receives $5,000 from one
source of assistance and $5,000 from another, the amount of assistance received exceeds the total loss,
resulting in a duplication of benefits. However, it is important to note that organizations may receive
assistance from multiple sources if the total amount received does not exceed the need.
