SPECIAL TELECONFERENCE NOTICE Pursuant to Executive Order N-29-20: The Brown Act, Government Code Section 54953, contains special requirements that apply when members of a legislative body participate in a public meeting by telephone. Certain of these requirements have been suspended by Paragraph 3 of Executive Order N-29-20, executed by the Governor of California on March 17, 2020 to mitigate the spread of the coronavirus known as COVID-19. Purpose: Lodi Improvement Committee 1) supports Staff in implementation of the City’s five-year Consolidated Plan including conducting outreach, providing feedback on program processes, and making recommendations to the City Council on funding and project priorities; 2) has its purpose of maintaining and improving the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the community; 3) creates and takes action to implement annual goals and activities. Action: Lodi Improvement Committee will 1) receive presentations by potential applicants of proposed CDBG- EN grant application projects and programs for the 2021-22 Annual Action Plan; 2) receive an update on CDBG- CV applications; 3) provide updates on progress towards meeting its goals and activities. Background: CDBG-EN - 2021-2022 Annual Action Plan Process The City of Lodi is soliciting applications for the 2021-22 Annual Action Plan (AAP), which is funded by Community Development Block Grant (CDBG) entitlement program. The City estimates receiving a 2021-22 CDBG grant award of approximately $600,000. The actual amount of funding will be announced by the U.S. Department of Housing and Urban Development (HUD) after the federal budget has been approved. The amount will most likely be announced by HUD in April or May of 2021. Eligible organizations are limited to nonprofits and local government entities. If awarded, funds are anticipated to be available on July 1, 2021, and projects must be completed by June 30, 2022. The application was made available on Wednesday, December 16, 2020, and will be due by 5 p.m. on Friday, January 29, 2021. Late applications will not be accepted. The application instructions and forms are available on the City’s Community Development webpage: www.lodi.gov/183 Applicants will present (informally) on potential projects to be funded during the 2021-22 CDBG program year. This meeting serves as an opportunity for applicants to ask questions and provide details on their proposed projects, as well as an opportunity for the LIC to learn more about anticipated projects and offer feedback to applicants which they will be able to incorporate into their applications before submittal. The LIC will discuss and score proposed applications at their March 9, 2021 meeting. Page 1 of 3 Schedule The 2021-2022 AAP is due to HUD by May 15, 2021. The following process is planned for the 2021-22 AAP cycle: - November (completed) – begin to prepare community outreach materials and schedule needs assessment meeting with stakeholders or similar outreach. - Late November (completed) – published notice for upcoming release of funding availability - Early December (completed) – published notice of funding availability (NOFA), and application presentation and community outreach meeting at regular LIC meeting - Mid-December (cancelled due to Covid-19) – attend community outreach event - January – potential applicants provide presentations and answer questions at regular LIC meeting - March – vote on final scores and allocations at regularly scheduled LIC meeting - Mid-March – draft AAP released to public for 30-day public review - Mid-April – presented draft AAP to City Council - May – presented final AAP to City Council for approval The City prepared and submitted an Analysis of Impediments to Fair Housing Choice (AI) report to HUD in August 2016 for review and approval. The City is required to complete an AI prior to approval of its five-year plan, so that the recommendations provided in the report are incorporated into the City’s five-year Consolidated Plan. The City received feedback on its AI to conduct additional analysis and adjust goals. The City resubmitted the plan for approval in 2018. The City is drafting a schedule for the next AI (or Assessment of Fair Housing, as required under state law). This information will be shared with the committee when finalized. CDBG-CV Applications for Funding HUD has recently allocated additional funds to jurisdictions across the Country in an effort to help better respond to immediate needs resulting from the COVID-19 pandemic. As a result, the City of Lodi could receive approximately $795,000 in additional Community Development Block Grant – COVID Response (CDBG-CV) funds. Funds can be used to prevent, prepare for, and respond to Coronavirus impact. Social Services The City of Lodi is soliciting social services applications for its Coronavirus Aid, Relief, and. Economic Security Act (CARES Act) CDBG (CDBG-CV) program. Eligible organizations are limited to nonprofits and local government entities. If awarded, funds are anticipated to be available on January 15, 2021, and projects must be completed by June 30, 2021. The application is due by 5 p.m. on Friday, January 8, 2021. The applications are available on the City’s Community Development webpage: www.lodi.gov/183/Community-Development- Block-Grant-Progra. CDBG-CV funds must be used to prevent, prepare for, and respond to the coronavirus and primarily benefit low- to moderate-income individuals or households, or an area that is considered low to moderate income. As a result of conducting a needs assessment, the City has identified the following categories as a priority in response to the coronavirus. Relationship with the Lodi Committee on Homelessness The LCOH is tasked with assisting the unhoused (and those at risk of becoming so) in Lodi. The LIC should remain informed with the LCOH’s activities and needs, and be available to assist and solicit support when asked.
