1. CALL TO ORDER / ROLL CALL
The Regular Lodi Improvement Committee meeting of August 10, 2021 was called to
order by Chair Diskin at 6:00 p.m.
Present: Member – Nuss, Madrigal-Lauchland, Saldana, Siddle, Zicari and Chair

Absent: Member – Vargas

3. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER
SPEAKER)
CDD Program Specialist Chadwick read an email from Sergeant Matt Latino regarding the
2021 Citizen’s Academy. A flyer was also shared and is attached to these minutes. Chair
Diskin stated that he participated in the program years ago and highly recommends
citizens to participate.
4. PRESENTATION BY SOPHIA KHAMJOI – SUBSTANCE USE NAVIGATOR
Sophia Khamjoi gave a brief PowerPoint presentation, attached, regarding all aspects of
the work that she does for the community that is suffering from substance abuse.
Member Saldana thanked Ms. Khamjoi for her presentation and stated her appreciation for
knowing that this program is available in the City of Lodi. Ms. Saldana asked if this
program is open to just patients that want to be a part of the program or can someone be
referred to the program. Ms. Khamjoi stated that the program is open to everyone.
5. REVIEW/APPROVE PROCLAMATION – NEW LODI AND THE LODI PRIDE FESTIVAL
Chair Diskin gave a brief explanation regarding the reason behind why he has nominated
New Lodi for the Service Award.
Kat Ellis, New Lodi, stated her appreciation for the recognition.
MOTION/VOTE:
The Lodi Improvement Committee, on the motion of Vice Chair Siddle, Nuss second
approved the request to recognize New Lodi for their work on the Lodi Pride Festival and
issue a proclamation to be issued at the soonest City Council Meeting.
The vote passed as follows:

6. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
A. Staff Update on CDBG-EN 2020-21 & 2021-2022 Program Year(s)

Neighborhood Services Manager Jennifer Rhyne gave a brief update regarding the
above items based on the staff report.
Member Saldana asked if staff has an idea of why the rental assistance is not
performing at the level that staff thought it would. Ms. Rhyne stated that it is hard to
say, but it could be that people are still in the wait-and-see mode or it could be that the
applicants are concerned with the amount of paperwork that could be involved.
Member Mandrigal-Lauchland asked if there have been any workshops for the rental
assistance program. She also asked if there is an idea of where the bottleneck in the
process may be. Ms. Rhyne stated that staff believes that it could be the lack of the
information making it into the correct hands.
7. 2020-2021 ANNUAL ACTIVITIES

Committee Members and staff discussed and gave updates that will be reflected on
the next meeting packet attachment.
Director Della Monica made an impassioned plea to the Committee Members to step
up and assist Member Siddle with finalizing the Fairy Yardmothers Program, so that
the program can start making a difference in the community. Member Madrigal-
Lauchland stated her desire to assist, but stated that she would not have the
bandwidth to chair or lead the program. Member Nuss and chair Diskin stated their
interest in helping.
Chair Diskin stated that the Love Lodi Event is happening at the end of October.
Chair Diskin asked if staff has any updates on affordable housing initiatives. Mr Della
Monica stated that there are a couple of projects that are already in the works by a
private contractor to offer an affordable project that will accept voucher based tenants.
He added that he and the Public Works Director Charlie Swimley met with the director
of the BIA to discuss the process of adding an impact fee program to the building
industry.
Member Madrigal-Lauchland asked where the median priced homes are located. We
have the $500,000 and $600,000 homes and now the affordable housing stock is
being created. We need the $300,000 homes for the first-time home buyers. Mr. Della

Monica stated that the new homes that are being purchased by local residence and
then those res¡dences are selling their dwellings in that middle price range. Ms. Rhyne
added that staff received an allocation through a REAP grant to conduct an affordable
housing feasibility study.
Member Saldana stated that there are programs for first time home buyers as well.
She also asked if there are any rent control programs that Lodi has in addition or that
are stricter than what the State of California has. Ms. Rhyne stated that the City does
not have anything additionalto what the State Law already offers.

Chair Diskin would like to have Code Compliance as a guest once they have
settled into their new role. Mr. Della Monica stated that he will have the Building
Official attend.
Member Madrigal-Lauchland stated that she would like to have someone from the
Lodi Public Library. Chair Diskin stated that he will reach out to his contact and see
if he can get someone to come and speak.
Mr. Della Monica suggested that the Committee invite the new Parks, Recreation
and Cultural Services Director to introduce herself. Chair Diskin stated that would
be great and asked Mr. Della Monica to reach out and arrange the meeting.
Member Saldana asked if an invitation can be sent out to the school district to
address the most recent issues with racism that students have been experiencing.
Ms. Rhyne recommended that the discussion will need to be structured to fit into
the fifteen minutes allowed.
9. COMMENTS FROM BOARD MEMBERS OR STAFF ON NON-AGENDA ITEMS
o Member Nuss shared the Lodi Police Department Conchas with the Cops to be held at
505 E. Lodi Ave tomorrow, August 11th at 8:30 a.m. and encouraged people to come
out.

Subject: Staff Report on 2021-22 CDBG Process, CDBG-CV, and Committee Annual Activities.
Purpose: Lodi Improvement Committee (Committee) 1) supports Staff in implementation of the City’s five-year
Consolidated Plan including conducting outreach, providing feedback on program processes, and making
recommendations to the City Council on funding and project priorities; 2) has its purpose of maintaining and
improving the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the
community; 3) creates and takes action to implement annual goals and activities.
Action: Lodi Improvement Committee will 1) Receive presentation from Substance Use Navigator; 2) Review
and approve of draft resolution language to submit to the City for a future City Council meeting Proclamation
recognizing New Lodi and the Lodi Pride Festival; 3) Receive update from staff on the CDBG-EN 2020-21 &
2021-22; 3) receive an update from staff on CDBG-CV; 4) provide updates on progress towards meeting its
goals and activities.
Substance Use Navigator:

Bridge MAT Program will present information on the program and provide updates on outreach.
Proclamation:
David Diskin, Chair of LIC will present draft language for a resolution recognizing New Lodi and the Lodi Pride
Festival for review and approval from the committee. Once approved, the final language will be submitted for
a proclamation to be presented at a future City Council Meeting.
CDBG Background:
The City of Lodi solicited and received applications from community-based organizations for the 2021-22
Annual Action Plan (AAP), which is funded by Community Development Block Grant (CDBG) entitlement
program. The City anticipates receiving a 2021-22 CDBG grant award of approximately $668,918. The U.S.
Department of Housing and Urban Development (HUD) announced the actual amount of funding in March of
2021 and updated it May 2021. Eligible organizations are limited to nonprofits and local government entities.
The new program year started on July 1, 2021, and projects must be completed by June 30, 2022.

The applications were made available on Wednesday, December 16, 2020, and were due Friday, January 29,
2021. The City received seven applications for social services activities and four applications for capital
improvement activities. City and consultant staff conducted preliminary reviews of these applications for
completeness and eligibility, as well as, scoring. Upon completion of this preliminary review, the City provided
the applications to the Committee for them to review and conduct preliminary scoring. At the Committee’s
March 9 meeting, the Committee reviewed and discussed applications; heard public comment and finalized
scores. The Committee made recommendations for award allocations presented to the City Council for the
Council’s consideration on April 21, 2021 and approved on May 5, 2021. AAP was submitted to HUD on May
15, 2021.
City’s CDBG Allocation Policies and Practices:
City Council policy states that 60 percent of awarded CDBG funds will be allocated to City-sponsored projects,
and that the remaining 40 percent will go toward community-based organizations (CBO). City-sponsored
projects also receive priority ranking over CBO projects. The Lodi Improvement Committee performs scoring
for CBO projects only. Furthermore, HUD guidelines limit public services activities to 15 percent of the total
grant amount and administrative activities to 20 percent of the total grant amount.
Based on the anticipated $659,204 allocation, the distribution of funds will be as follows:
- Administration $131,841 (20% Cap)
- Public Service $98,880 (15% Cap)
- Capital Projects $428,483
o Total: $659,204
- Revised Amount $9,714
o Total: $668,918
CDBG-EN - 2020-2021 CAPER
After the conclusion of the program year, the City prepares a year-end report called the Consolidated Annual
Performance and Evaluation Report (CAPER). The draft CAPER for program year 2020-21 will be available for
public review and comment; and will be presented to the City Council for approval around mid-September.
The City will compile annual accomplishments and required data received from awarded Subrecipients to
assist in drafting the CAPER. Further updates will be provided at upcoming Lodi Improvement Committee
meetings.
CDBG-CV Applications for Funding
HUD allocated additional funds to jurisdictions across the Country in an effort to help better respond to
immediate needs resulting from the COVID-19 pandemic. As a result, the City of Lodi received an allocation of
approximately $796,408 in additional Community Development Block Grant – COVID Response (CDBG-CV)
funds. Funds can be used to prevent, prepare for, and respond to Coronavirus impact.
Social Services
The City of Lodi solicited social services applications for its Coronavirus Aid, Relief, and. Economic Security Act
(CARES Act) CDBG (CDBG-CV) program. Eligible organizations are limited to nonprofits and local government

entities. In January, City and consultant staff received and scored applications, and awarded approximately
$637,000 in grant dollars to Lodi social service providers to assist Lodi residents with the following assistance:
1. Emergency Rental Assistance
• Rental Assistance is still available for those in need. (Flyers Attached)
2. Landlord-Tenant Mediation Services
3. Basic Needs Assistance (Food, Diapers, Childcare, etc.)
4. Technology Improvements
City and consultant staff have prepared grant agreements and have finalized with Subrecipients. Some
Subrecipients have been provided extensions to fully utilize the CDBG-CV funds and provide support to our
community.
Small Business Assistance
The City of Lodi started its Small Business Assistance Program in December, which provides grant dollars to
those Lodi businesses impacted by COVID-19. The City received approximately 68 requests for assistance and
award amounts have been announced. City and consultant staff have prepared grant agreements and have
finalized with Subrecipients. All payments have been issued to the awarded small businesses.
Updates on 2020-2021 Committee Annual Activities
Please see the attached 2021 Annual Activities for the Committee. Members will provide an update.
Fiscal Impact:
HUD’s annual allocation for 2021-22 CDBG funds were announced March 2021 and updated May 2021; the
City anticipates receiving $668,918. HUD also allocated approximately $796,408 in CDBG-CV funds for City of
Lodi for the 2020-21 Program Year in response to the COVID-19 Pandemic.

DRAFT LANGUAGE FOR PROCLAMATION SUBMISSION
WHEREAS, “Pride Month” is traditionally recognized nationwide, since 1970, in June as
a response to the Stonewall uprising; and
WHEREAS, LGBTQIA+ residents remain a marginalized community in Lodi and
throughout the Central Valley; and
WHEREAS, A New Lodi organized the first annual Lodi Pride Festival on June 5th, 2021
to build awareness and bridges throughout the community; and
WHEREAS, the Festival was executed flawlessly, safely, and to the enjoyment of over
1,000 in attendance; and
WHEREAS, the Festival unified the Lodi LGBTQIA+ community and its allies and gave
them a voice and stage never experienced in Lodi’s 115 years of incorporation; and
WHEREAS, regional exposure of the Festival brought additional tourism and business to
Lodi and will continue to do so for years to come, while also raising the visibility of Lodi in a positive
light; and
WHEREAS, A New Lodi was recently chosen by Assembly member Jim Cooper (A-09) as
a 2021 Non-Profit of the Year; and
WHEREAS, the Lodi Improvement Committee is tasked with recognizing local
achievements, such as this, that better our community; and
WHEREAS, the Lodi Improvement Committee requested a proclamation by the City of
Lodi City Council recognizing A New Lodi and the Lodi Pride Festival for their positive impact on
the Lodi community; and
NOW, THEREFORE, BE IT RESOLVED, the Lodi City Council on behalf of the Lodi
Improvement Committee does hereby issue a proclamation recognizing the efforts of A New Lodi
for their recent achievements, most notably the first annual Lodi Pride Festival.
Covid-19 Emergency Rental Assistance
The Salvation Army, in partnership with the City of Lodi’s CDBG-CV program, will help eligible
households in the city of Lodi who have been financially impacted by the COVID-19 pandemic.
The program provides payment assistance for renters who need help and are income eligible.
This program has limited funding and will be on a first come first serve basis. This is not an
entitlement program and all applications will be reviewed for eligibility.
Eligibility Criteria
To be eligible for the program, households must meet all the following criteria:
Jurisdiction: Applicants must live in the City of Lodi.
Renter: Household must have an obligation to pay rent
Financial Hardship: Households must have experienced a financial hardship directly or
indirectly related to COVID-19.
Other Eligibility Notes: Only one application per residence will be permitted.
Eligible Income Levels: To be eligible, the combined income of all persons in the household
must fall at or below 80% Area Median Income (AMI). Please see AMI chart below.

We can help pay your past-due rent
If you have been unable to pay your rent because of the COVID-19
pandemic, a program through Central Valley Housing might be able to help.*
If you live in the City of Lodi and have been unable to pay part of your rent
because of any of the following reasons:
1) job loss because of COVID-19;
2) a reduction in work hours because of COVID-19;
3) employer’s business closure because of COVID-19;
4) missing work due to a child’s school closure because of COVID-19;
5) a medical diagnosis of COVID-19 infection;
You might qualify for help paying your past-due rent.
To be eligible, households must meet at least one of the above numbered criteria,
and must be residents of Lodi, and must qualify as “very low income.”*

*As part of the application process, please be prepared to provide proof of your unpaid
rent, proof that the reason you have not paid is related to one of the 5 factors listed on
this flier, proof of your overall household income, and proof of Lodi residency.
*Please note assistance is payable to landlords, not directly to renters.

A. Relationship with the Lodi Committee on Homelessness
The LCOH is tasked with assisting the unhoused (and those at risk of becoming so) in Lodi. The LIC should
remain informed with the LCOH’s activities and needs, and be available to assist and solicit support when
asked.

A. CDBG-CV Grant
HUD has made available a $780,000 fund that the City of Lodi may use to assist its residents, non-profit
organizations, and businesses to relieve some of the impact of the COVID-19 pandemic.
Note: This project is now the responsibility of the City Staff and thus removed from our list.
B. Assist Families with Distance Learning
Recognizing that COVID-19 has impacted families with school-aged children, LIC will explore and possibly
assist with solutions to ease the burden and improve distance learning until it is safe for children to return to
school in person.
