1. CALL TO ORDER / ROLL CALL
The Regular Lodi Improvement Committee meeting of September 14, 2021 was called to
order by Chair Diskin at 6:00 p.m.
Present: Member – Madrigal-Lauchland (6:35), Siddle, Vargas, Zicari and Chair

Absent: Member – Nuss and Saldana

4. PRESENTATION BY CHERYL FRANCIS – GRACE AND MERCY CHARITABLE
FOUNDATION
Cheryl Francis gave a brief presentation regarding all aspects of the work that she does
for the community.
Ms. Francis stated that Grace and Mercy distributes food boxes Wednesdays and
Thursdays. She added that the Wednesday boxes are for families and the Thursday
boxes are for seniors in mobile home parks. Ms. Francis also stated that when the Great
Plates Federal Program ended in July Grace and Mercy took over the program on a
limited basis; Mondays, Wednesdays and Fridays. The need has grown and they are
currently doing 1800 meals a week combined with the regular boxes that are put out for
the homeless. She would like to find a way to continue to assist the seniors. Ms. Francis
stated that they failed to consider the monitory ramifications and is asking for any
suggestions or ideas of how to continue providing this service to our senior community.
Member Siddle stated that when LEOL was running the meals on wheels program they
would also charge a minimal amount if the patrons could pay for the service. Ms. Francis
stated that she does not feel right asking for money if there are grants out there that will
cover this service.
Chair Diskin suggested that she reach out to similar organizations to find out what
funding is available for this type of service. He also suggested that an envelope go in
each meal box for donations. Ms. Francis stated that they do have a flyer stating that all
donations are welcome.
Ms. Francis stated that they are holding a Golf Tournament fundraiser on September 26,
2021, and they still need golfers. You can find out more at:

Committee Members and staff discussed and gave updates that will be reflected on
the next meeting packet attachment.
Chair Diskin stated that St. John’s Episcopal Church will be hosting a series of
meetings regarding the homeless.
Vice Chair Siddle stated that the Access Center location will be going to the City
Council tomorrow night. She added that the homeless that reside outside of the City
limits are being moved with no plan regarding where they will be going. She stated
her appreciation for the press release that the Community Development put out
explaining the influx of residence.
Chair Diskin stated his appreciation of the Access Center Community Meeting. Mr.
Della Monica stated that there is still time to get comments to the City Clerk for the
item.
Member Vargas stated that the murals are moving forward. She stated that Conchas
with a Cop has had a good turnout. Vice Chair Siddle stated that there is a young
man that would like to take guitar lessons, but music shops are not renting
instruments right now due to COVID. Kari Chadwick stated that she may have on
that they can barrow. Member Vargas added her appreciation for Member Nuss and
all the work she is doing for these projects as well.
Member Madrigal-Lauchland stated that she is close to getting everything together for
the COVID Vaccine informational video.
CDBG Specialist Patrice Clemons stated that the ABCD Fairy Yardmothers Program
is ready to get going. Vice Chair Siddle stated that she has everything ready to go
and has let this item fall to the wayside, but is ready to get back at it. Director Della

Monica stated that he would like to put together a meeting with all the key members
of the program to discuss the next steps. Ms. Clemons stated that the program
should keep the ABCD board in mind for assistance as well.

. Member Vargas stated that there is a Covid testing site at the old Joe Serna property
on Pine Street and the pick-up and drop-off of the children is still located there as
well. She also stated that there is a problem with a homeless individual staying at the
site and not acting appropriately in public. Director Della Monica asked her to send
him an email for the record and he would look into what the next steps should be.

Introduction
Each year, as required by the U.S. Department of Housing
and Urban Development (HUD), the City completes a
CAPER which details the performance and activities
carried out using CDBG funds for the given program year.
The CAPER documents performance and other
requirements in relation to the City’s CDBG Consolidated
Plan and the anticipated outcomes outlined in each year’s
Annual Action Plan.
The 2020-21 CAPER details the activities and
accomplishments that were completed between July 1,
2020, and June 30, 2021.
In addition to the regular CDBG (CDBG-EN) funding, the
City also received CDBG-CV funds to respond to the
COVID-19 pandemic.

Amendment No. 2 to the CPP serves several

Adds opportunities for City staff to go beyond minimum
requirements for citizen participation
Reduces staff time and processes that are not required
or helpful toward effective community engagement

Subject: Staff Report on 2020-21 & 2021-22 CDBG Program/CDBG-CV, and Committee Annual
Activities.
Purpose: Lodi Improvement Committee (Committee) 1) supports Staff in implementation of the City’s five-year
Consolidated Plan including conducting outreach, providing feedback on program processes, and making
recommendations to the City Council on funding and project priorities; 2) has its purpose of maintaining and
improving the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the
community; 3) creates and takes action to implement annual goals and activities.
Action: Lodi Improvement Committee will 1) Receive presentation from Grace and Mercy Charitable
Foundation; 2) Receive update from staff on the CDBG-EN 2020-21 & 2021-22; 3) receive a presentation from
staff on the annual CDBG CAPER; 4) provide updates on progress towards meeting its goals and activities.
Grace and Mercy Charitable Foundation:
Cheryl Francis, the president and founder of the Grace and Mercy Charitable Foundation will share information
about current programs, and needed community support.
CDBG Background:
The City of Lodi solicited and received applications from community-based organizations for the 2021-22
Annual Action Plan (AAP), which is funded by Community Development Block Grant (CDBG) entitlement
program. The City anticipates receiving a 2021-22 CDBG grant award of approximately $668,918. The U.S.
Department of Housing and Urban Development (HUD) announced the actual amount of funding in March of
2021 and updated it May 2021. Eligible organizations are limited to nonprofits and local government entities.
The new program year started on July 1, 2021, and projects must be completed by June 30, 2022.
CDBG-EN - 2021-2022 Annual Action Plan Process
The applications were made available on Wednesday, December 16, 2020, and were due Friday, January 29,
2021. The City received seven applications for social services activities and four applications for capital
improvement activities. City and consultant staff conducted preliminary reviews of these applications for
completeness and eligibility, as well as, scoring. Upon completion of this preliminary review, the City provided
the applications to the Committee for them to review and conduct preliminary scoring. At the Committee’s
March 9 meeting, the Committee reviewed and discussed applications; heard public comment and finalized
scores. The Committee made recommendations for award allocations presented to the City Council for the

Council’s consideration on April 21, 2021 and approved on May 5, 2021. AAP was submitted to HUD on May
15, 2021.
City’s CDBG Allocation Policies and Practices:
City Council policy states that 60 percent of awarded CDBG funds will be allocated to City-sponsored projects,
and that the remaining 40 percent will go toward community-based organizations (CBO). City-sponsored
projects also receive priority ranking over CBO projects. The Lodi Improvement Committee performs scoring
for CBO projects only. Furthermore, HUD guidelines limit public services activities to 15 percent of the total
grant amount and administrative activities to 20 percent of the total grant amount.
Based on the anticipated $659,204 allocation, the distribution of funds will be as follows:
- Administration $131,841 (20% Cap)
- Public Service $98,880 (15% Cap)
- Capital Projects $428,483
o Total: $659,204
- Revised Amount $9,714
o Total: $668,918
CDBG-EN - 2020-2021 CAPER Presentation
After the conclusion of the program year, the City prepares a year-end report called the Consolidated Annual
Performance and Evaluation Report (CAPER). The draft CAPER for program year 2020-21 is available for public
review and comment; and will be presented to the City Council for approval around mid-September. The City
will compile annual accomplishments and required data received from awarded Subrecipients to assist in
drafting the CAPER. A PowerPoint presentation will be shared by staff at the September 14, 2021 Lodi
Improvement Committee Meeting.
CDBG-CV Applications for Funding
HUD allocated additional funds to jurisdictions across the Country in an effort to help better respond to
immediate needs resulting from the COVID-19 pandemic. As a result, the City of Lodi received an allocation of
approximately $796,408 in additional Community Development Block Grant – COVID Response (CDBG-CV)
funds. Funds can be used to prevent, prepare for, and respond to Coronavirus impact.
Social Services
The City of Lodi solicited social services applications for its Coronavirus Aid, Relief, and. Economic Security Act
(CARES Act) CDBG (CDBG-CV) program. Eligible organizations are limited to nonprofits and local government
entities. In January, City and consultant staff received and scored applications, and awarded approximately
$637,000 in grant dollars to Lodi social service providers to assist Lodi residents with the following assistance:
1. Emergency Rental Assistance
• Rental Assistance is still available for those in need. (Flyers are being
mailed out in monthly utility bills in September)
2. Landlord-Tenant Mediation Services
3. Basic Needs Assistance (Food, Diapers, Childcare, etc.)

Several Subrecipients have been provided extensions to fully utilize the CDBG-CV funds and continue to
provide support to those in our community impacted by COVID-19.
Updates on 2021 Committee Annual Activities

Fiscal Impact:
HUD’s annual allocation for 2021-22 CDBG funds were announced March 2021 and updated May 2021; the
City anticipates receiving $668,918. HUD also allocated approximately $796,408 in CDBG-CV funds for City of
Lodi for the 2020-21 Program Year in response to the COVID-19 Pandemic.

A. Relationship with the Lodi Committee on Homelessness
The LCOH is tasked with assisting the unhoused (and those at risk of becoming so) in Lodi. The LIC should
remain informed with the LCOH’s activities and needs, and be available to assist and solicit support when
asked.

A. CDBG-CV Grant
HUD has made available a $780,000 fund that the City of Lodi may use to assist its residents, non-profit
organizations, and businesses to relieve some of the impact of the COVID-19 pandemic.
Note: This project is now the responsibility of the City Staff and thus removed from our list.
B. Assist Families with Distance Learning
Recognizing that COVID-19 has impacted families with school-aged children, LIC will explore and possibly
assist with solutions to ease the burden and improve distance learning until it is safe for children to return to
school in person.
