LODI IMPROVEMENT COMMITTEE REGULAR MEETING MINUTES CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, AUGUST 9, 2022 1. CALL TO ORDER / ROLL CALL The Regular Lodi Improvement Committee meeting of August 9, 2022 was called to order by Vice Chair Siddle at 6:00 p.m. Present: Member – Hill, Mellor, Nuss, Scott, Vargas, Zicari and Vice Chair Siddle Absent: Member – Also Neighborhood Services Manager Jennifer Rhyne, Community Present: Development Director John Della Monica, and CDD Program Specialist Kari Chadwick 2. MINUTES July 12, 2022 Minutes MOTION / VOTE: The Lodi Improvement Committee, on motion by Member Nuss, Scott second, approved the minutes from the July 12, 2022 meeting. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER SPEAKER) No public comments 4. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) A. Staff Update on CDBG-EN 2022-23 Program Year Neighborhood Services Manager Jennifer Rhyne gave a brief update on item A based on the information provided in the staff report. 5. LIC 2022 ANNUAL ACTIVITIES GOAL SETTING A. Staff update 2022 annual activities goal setting priorities based on Committee survey results and individual meetings with LIC Members a. Activities 1) Assisting Unsheltered Population Approved at the September 13, 2022 LIC Meeting Lodi Improvement Committee Regular Meeting Minutes Tuesday, August 9, 2022 Page 2 of 3 Items Discussed: temporary Access Center, public awareness next steps, personal storage for the homeless (completed), encampment trash-ups. 2) East Side Improvement Items Discussed: Advance youth programs, Community mental health and advance the destigmatizing of the disease, information distribution regarding teen suicide, Adopt-a-Child mural. 3) Community Improvement Items Discussed: ABCD Committee, Fairy Yardmothers volunteers needed, Community Recognition for Monica Valenzuela and Terri Witmire. 4) Transparency and Accountability City Council Engagement, minutes, Bylaw revisions. Committee Members and staff discussed and gave updates that will be reflected on the next meeting packet attachment. Determine Topics for upcoming meetings a. September – Love Lodi representative b. October – CDBG Program overview 7. COMMENTS FROM BOARD MEMBERS OR STAFF ON NON-AGENDA ITEMS • Member Vargas stated that there was a clean-up on Highway 99 and would like to keep it in everyone’s mind for the next event. • Neighborhood Service Manager Rhyne wanted to remind everyone that is listening on Facebook that their comments will not be addressed. She also added that the Lodi lmprovement Committee Regular Meeting M¡nutes Tuesday, August 9,2022 Page 3 of 3 Ambassador Program has started, so be on the lookout for the specially marked Prius driving around the area. Director Della Monica added that more information can be found on the Ambassador's website. a Member Hill asked if the program is a funded or volunteer program. Director Della Monica stated that it is a funded program. Member Zicari ask how many people are employed. Director Della Monica state that there are six ambassadors patrolling throughout the week. 8. REORGANIZATION A. Lodi lmprovement Committee Chair Member Hill nominated Kathryn Siddle for Lodi lmprovement Committee Chair, Member Nuss seconded the nomination. There being no other nominations Vice Chair Siddle called for the vote. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER SPEAKER) Michell Aartman, concerned citizen, came forward to express concerns regarding the lack of press that crime on the east side of town receives verses the west side. She gave several examples and she is working with the Police Department to try and curb the violent activities. Ms. Aartman would also like to see more involvement with gang prevention on the east side. Neighborhood Services Manager Rhyne stated that the Youth Outreach Worker position has been reopened and interviews will be taking place soon. Committee Members thanked Ms. Aartman for her courage to come forward and shine a light on this subject. 4. WELCOME AND INTRODUCTIONS Vice Chair Siddle stated that she would like all Committee Members to give a brief introduction and tell a little bit about themselves. Highlighted items: Harmony Homes ribbon cutting, Access Center, Temporary Access Center Shelter, Play Lodi Scholarships, Love Lodi Event, Mural on the building of Main and Pine St., Asset Based Community Development (ABCD), Fairy Yardmothers, Community Recognitions – Concha with a Cop founder Monica Valenzuela, Lodi Senior Committee Member – Teri Spring, City Council Committee update - January 2023, LIC Minutes status, Bylaw Revisions status, and Love Lodi presentation sometime in October or November. 7. REGULAR BUSINESS A. Determine Topics for upcoming meetings a. August – Staff recommends voting on the Committee Chair and Vice Chair b. September – Staff recommends a CDBG Program overview Committee Members recommended having Monica Valenzuela – Conchas with the Cops event founder, Access Center Presentation, Presentation from the Senior Citizen Committee, the Police Chief and/or the new Police Homeless Liaison, Love Lodi Event Coordinator. 8. COMMENTS FROM BOARD MEMBERS OR STAFF ON NON-AGENDA ITEMS • Member Nuss stated that Community Partnership for Families will be hosting a back to school fundraiser to collect back to school items for the students in the Heritage district. • Member Vargas reminded everyone that August 2nd is National Night Out. • Vice Chair Siddle invited anyone with children or grandchildren to the lunch at the Library event. Member Vargas stated her appreciation for the new Library Director and invited everyone to take the opportunity to meet her. Purpose: Lodi Improvement Committee (Committee) 1) supports Staff in implementation of the City’s five-year Consolidated Plan including conducting outreach, providing feedback on program processes, and making recommendations to the City Council on funding and project priorities; 2) has its purpose of maintaining and improving the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the community; 3) creates and takes action to implement annual goals and activities. Action: Lodi Improvement Committee will 1) receive update from staff on the CDBG-EN 2022-23; 2) provide updates on progress towards meeting its goals and activities; 3) regular business; 4) vote on reorganization, 5) vote on nominations for recognition. Community Development Block Grant (CDBG): Background CDBG-EN – 2022-23 Application Process The application period for the 2022-23 CDBG program year began on December 17th, 2021 and closed January 28th, 2022. Eligible organizations include non-profits and local government entities. The City was allocated $626,997 in CDBG funds for the 2022-23 CDBG program year and anticipates $113,555.28 in prior year(s) funds to be allocated. Based on an allocation of $626,997 and $113,555.28 in prior year funds, the distribution of funds will be as follows: Administration $125,399.40 (20% Cap) – Includes fair housing activities Public Service $90,000 (15% Cap less $5,250 allocated to capital projects) Capital Projects $525,152.88 (Includes prior year funds) TOTAL $740,552.28 The 2022-23 Annual Action Plan public hearing was held on May 4, 2022 and draft was approved by City Council. The final 2022-23 Annual Action Plan was approved by City Council on July 20, 2022 and submitted to HUD. Awarded funding is expected to be available July 1, 2022. Page 1 of 2 Updates on 2022 Committee Annual Activities (Also known as annual goals): The Committee and Staff will provide updates on annual activities that have occurred since previous meeting. Reorganization: The Committee will need to nominate Committee members for the Chair and Vice-Chair positions for the upcoming 2022 calendar year. Once a nomination has been made, a motion and a second will need to occur before it can move forward to a vote. Nominations for Recognition: The Committee will need to nominate community members for recognition. Once a nomination has been made, a motion and a second will need to occur before it can move forward to a vote. Once final vote is complete, committee and City Staff will work on identifying time to take to City Council for resolution and recognition. Fiscal Impact: HUD’s annual allocation for 2022-23 CDBG funds was announced May 2022; the City received $626,997. HUD also allocated approximately $796,408 in CDBG-CV funds for City of Lodi in response to the COVID-19 Pandemic.
