CALL TO ORDER / ROLL CALL The Regular Lodi Improvement Committee meeting of August 10, 2021 was called to order by Chair Diskin at 6:00 p.m. Present: Member – Nuss, Madrigal-Lauchland, Saldana, Siddle, Zicari and Chair Diskin Absent: Member – Vargas Also Community Development Director John Della Monica, Neighborhood Present: Services Manager Jennifer Rhyne and CDD Program Specialist Kari Chadwick 2. MINUTES None 3. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER SPEAKER) CDD Program Specialist Chadwick read an email from Sergeant Matt Latino regarding the 2021 Citizen’s Academy. A flyer was also shared and is attached to these minutes. Chair Diskin stated that he participated in the program years ago and highly recommends citizens to participate. 4. PRESENTATION BY SOPHIA KHAMJOI – SUBSTANCE USE NAVIGATOR Sophia Khamjoi gave a brief PowerPoint presentation, attached, regarding all aspects of the work that she does for the community that is suffering from substance abuse. Member Saldana thanked Ms. Khamjoi for her presentation and stated her appreciation for knowing that this program is available in the City of Lodi. Ms. Saldana asked if this program is open to just patiences that want to be a part of the program or can someone be referred to the program. Ms. Khamjoi stated that the program is open to everyone. 5. REVIEW/APPROVE PROCLAMATION – NEW LODI AND THE LODI PRIDE FESTIVAL Chair Diskin gave a brief explanation regarding the reason behind why he has nominated New Lodi for the Service Award. Kat Ellis, New Lodi, stated her appreciation for the recognition. MOTION/VOTE: The Lodi Improvement Committee, on the motion of Vice Chair Siddle, Nuss second approved the request to recognize New Lodi for their work on the Lodi Pride Festival and issue a proclamation to be issued at the soonest City Council Meeting. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) A. Staff Update on CDBG-EN 2020-21 & 2021-2022 Program Year(s) B. Staff Update on CDBG-CV Neighborhood Services Manager Jennifer Rhyne gave a brief update regarding the above items based on the staff report. Member Saldana asked if staff has an idea of why the rental assistance is not performing at the level that staff thought it would. Ms. Rhyne stated that it is hard to say, but it could be that people are still in the wait-and-see mode or it could be that the applicants are concerned with the amount of paperwork that could be involved. Member Mandrigal-Lauchland asked if there have been any workshops for the rental assistance program. She also asked if there is an idea of where the bottleneck in the process may be. Ms. Rhyne stated that staff believes that it could be the lack of the information making it into the correct hands. 7. 2020-2021 ANNUAL ACTIVITIES A. Update on LIC 2020-21 Goals from Members and Staff a. Activities 1) Assisting Unsheltered Population 2) East Side Improvement 3) Covid-19 response 4) Community Improvement 5) Civic Engagement 6) Housing and Renting 7) Transparency and Accountability 8) Administrative Committee Members and staff discussed and gave updates that will be reflected on the next meeting packet attachment. Director Della Monica made an impassioned plea to the Committee Members to step up and assist Member Siddle with finalizing the Fairy Yardmothers Program, so that the program can start making a difference in the community. Member Madrigal- Lauchland stated her desire to assist, but stated that she would not have the bandwidth to chair or lead the program. Member Nuss and chair Diskin stated their interest in helping. Chair Diskin stated that the Love Lodi Event is happening at the end of October. Chair Diskin asked if staff has any updates on affordable housing initiatives. Mr Della Monica stated that there are a couple of projects that are already in the works by a private contractor to offer an affordable project that will accept voucher based tenants. He added that he and the Public Works Director Charlie Swimley met with the director of the BIA to discuss the process of adding an impact fee program to the building industry. Member Madrigal-Lauchland asked where the median priced homes are located. We have the $500,000 and $600,000 homes and now the affordable housing stock is being created. We need the $300,000 homes for the first-time home buyers. Mr. Della Lodi Improvement Committee Regular Meeting Minutes Tuesday, August 10, 2021 Page 3 of 3 Monica stated that the new homes that are being purchased by local residence and then those residences are selling their dwellings in that middle price range. Ms. Rhyne added that staff received an allocation through a REAP grant to conduct an affordable housing feasibility study. Member Saldana stated that there are programs for first time home buyers as well. She also asked if there are any rent control programs that Lodi has in addition or that are stricter than what the State of California has. Ms. Rhyne stated that the City does not have anything additional to what the State Law already offers. 8. REGULAR BUSINESS A. Determine Topics for upcoming meetings a. September – TBD b. October – TBD Chair Diskin would like to have Code Compliance as a guest once they have settled into their new role. Mr. Della Monica stated that he will have the Building Official attend. Member Madrigal-Lauchland stated that she would like to have someone from the Lodi Public Library. Chair Diskin stated that he will reach out to his contact and see if he can get someone to come and speak. Mr. Della Monica suggested that the Committee invite the new Parks, Recreation and Cultural Services Director to introduce herself. Chair Diskin stated that would be great and asked Mr. Della Monica to reach out and arrange the meeting. Member Saldana asked if an invitation can be sent out to the school district to address the most recent issues with racism that students have been experiencing. Ms. Rhyne recommended that the discussion will need to be structured to fit into the fifteen minutes allowed. 9. COMMENTS FROM BOARD MEMBERS OR STAFF ON NON-AGENDA ITEMS • Member Nuss shared the Lodi Police Department Conchas with the Cops to be held at 505 E. Lodi Ave tomorrow, August 11th at 8:30 a.m. and encouraged people to come out. 10. ANNOUNCEMENTS • None 11. PRESENTATION BY CHERYL FRANCIS – GRACE AND MERCY CHARITABLE FOUNDATION Cheryl Francis gave a brief presentation regarding all aspects of the work that she does for the community. Ms. Francis stated that Grace and Mercy distributes food boxes Wednesdays and Thursdays. She added that the Wednesday boxes are for families and the Thursday boxes are for seniors in mobile home parks. Ms. Francis also stated that when the Great Plates Federal Program ended in July Grace and Mercy took over the program on a limited basis; Mondays, Wednesdays and Fridays. The need has grown and they are currently doing 1800 meals a week combined with the regular boxes that are put out for the homeless. She would like to find a way to continue to assist the seniors. Ms. Francis stated that they failed to consider the monitory ramifications and is asking for any suggestions or ideas of how to continue providing this service to our senior community. Member Siddle stated that when LEOL was running the meals on wheels program they would also charge a minimal amount if the patrons could pay for the service. Ms. Francis stated that she does not feel right asking for money if there are grants out there that will cover this service. Chair Diskin suggested that she reach out to similar organizations to find out what funding is available for this type of service. He also suggested that an envelope go in each meal box for donations. Ms. Francis stated that they do have a flyer stating that all donations are welcome. Ms. Francis stated that they are holding a Golf Tournament fundraiser on September 26, 2021, and they still need golfers. You can find out more at: www.gracemercyfoundation.com. Chair Diskin stated that St. John’s Episcopal Church will be hosting a series of meetings regarding the homeless. Vice Chair Siddle stated that the Access Center location will be going to the City Council tomorrow night. She added that the homeless that reside outside of the City limits are being moved with no plan regarding where they will be going. She stated her appreciation for the press release that the Community Development put out explaining the influx of residence. Chair Diskin stated his appreciation of the Access Center Community Meeting. Mr. Della Monica stated that there is still time to get comments to the City Clerk for the item. Member Vargas stated that the murals are moving forward. She stated that Conchas with a Cop has had a good turnout. Vice Chair Siddle stated that there is a young man that would like to take guitar lessons, but music shops are not renting instruments right now due to COVID. Kari Chadwick stated that she may have on that they can barrow. Member Vargas added her appreciation for Member Nuss and all the work she is doing for these projects as well. Member Madrigal-Lauchland stated that she is close to getting everything together for the COVID Vaccine informational video. CDBG Specialist Patrice Clemons stated that the ABCD Fairy Yardmothers Program is ready to get going. Vice Chair Siddle stated that she has everything ready to go and has let this item fall to the wayside, but is ready to get back at it. COMMENTS FROM BOARD MEMBERS OR STAFF ON NON-AGENDA ITEMS • Member Vargas stated that there is a Covid testing site at the old Joe Serna property on Pine Street and the pick-up and drop-off of the children is still located there as well. She also stated that there is a problem with a homeless individual staying at the site and not acting appropriately in public. Staff Update on CDBG-CV Neighborhood Services Manager Jennifer Rhyne gave a brief update on both A and B based on the information provided in the staff report. She added that the Home Repair Program was a success and eight residences were able to take advantage of the program. Chair Diskin asked if there will be any applications for the Lodi Improvement Committee to score this year for the CDBG funds. Ms. Rhyne stated that there will not be any applications this year since last year was the first year that the applications were approved for a two-year cycle. Member Mandrigal-Lauchland asked how the Committee members can help get through the bottleneck that is causing the Emergency Rental Assistance funds to not be expended. Ms. Rhyne stated that it is just a matter of getting the word out. 6. 2020-2021 ANNUAL ACTIVITIES A. Update on LIC 2020-21 Goals from Members and Staff a. Ms. Siddle stated that everything is ready to go, staff is just waiting on the houses to be delivered. Ms. Rhyne stated that the new target for their arrival is the first week of November. Member Vargas and Nuss gave a brief update on murals and the Police basketball game. Member Mandragal-Lauchland stated that she is still interested in producing a Covid-19 video to help get the word out. Member Nuss stated that ABCD is very interested in supporting the Fairy Yardmothers program. Chair Diskin asked how the new Code Compliance team is working out. Ms. Rhyne stated that the Code Compliance Officers have not moved into our building yet, but the transition is going well. 7. REGULAR BUSINESS A. Determine Topics for upcoming meetings a. Vice Chair Siddle asked if Ms. McGregor coordinates the grant efforts with the County. Ms. McGregor stated that they have not. Chair Diskin asked for the statistics regarding the number of youth have been helped. Ms. McGregor stated that they have been assisting at all the Lodi schools and are branching out to the Galt area. They currently have eight therapists and are trying to add additional therapists to assist with the added demand. 5. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) A. Staff Update on CDBG-EN 2020-21 & 2021-2022 Program Year(s) B. Staff Update on CDBG-CV Neighborhood Services Manager Jennifer Rhyne gave a brief update on both A and B based on the information provided in the staff report. Chair Diskin asked if there are still funds available for rental assistance. Ms. Rhyne stated that there are still funds available through The Salvation Army and Central Valley Low Income Housing (CVLIHC). Chair Diskin asked if staff is preparing for the ARPA funds. Ms. Rhyne stated that the funds are being put out to the community as swiftly as possible. Ms. Nuss stated that the basketball game has been put on hold due to current staff shortages. Vice Chair Siddle stated that San Joaquin County will be offering bonuses to landlords that utilize a residential property for voucher based tenants. 7. REGULAR BUSINESS A. PRESENATION: TIMOTHY STEWART – LOVE LODI Timothy Stewart and Tara Stewart gave a brief PowerPoint presentation regarding the Love Lodi project. They shared the successes from this year’s event and the plans for the future. Mr. Stewart stated that they would like to make the last Saturday in April as the official Love Lodi day. He also added that they would like to make the event a year round event where projects that give back to the community can be done when the need arises not just on a single day. He added that the schools have Angel Trees at Christmas and they wanted to figure out a way to help with that event. The Angel Trees have tags with children’s names and gift information that the teachers know are in need during the holidays. Chair Siddle stated that she would like to see Love Lodi collaborate with Lodi Adopt-A- Child for the Angel Tree project. She added that they do the same event and have Lodi Improvement Committee Regular Meeting Minutes Tuesday, September 13, 2022 Page 2 of 3 specific income requirements that determine what families qualify. Chair Siddle also mentioned the Fairy Yardmothers program could be a great partnership. Mr. Stewart stated that they would like to set up a data base that can be used to track both projects and partnerships, so they can blast out a need and a partner can respond on an as- needed basis. Mrs. Stewart added that the idea is to have Love Lodi be the umbrella that all the other non-profits reside under to help us all work together rather than going about everything separately. Member Hill stated her thanks for everything that they are doing. She also mentioned that Lodi Lake Park has a real problem especially on Mondays with trash and other items left behind from the parties that occurred over the weekend. She would like to see a fee established for rentals and would like to get the awareness out there, so people will keep it in mind when they are wanting to give back to the community. Vice Chair Scott asked if there was an ETA for the App. Mr. Stewart stated that there isn’t an ETA at this time, but there was a lady on the Love Lodi committee that will be working on it. Mr. Della Monica added that there is an organization, Ready To Work, that can be called out to do any large clean-ups. He also added that there is an unspoken rule among hikers and backpackers that you leave an area with more than what you brought in because you should bring an extra sack specifically for trash that can be picked up while you’re hiking. Member Vargas stated that the Coastal Clean-Up at Lodi Lake will be occurring on September 18th if Love Lodi would like to participate. Mr. Stewart presented a flyer, Love Wine Business Mixer, which Love Lodi will be hosting as a kick-off for the 2023 event. The flyer is attached to the end of these minutes. 5. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) A. Staff Update on CDBG-EN 2022-23 Program Year Neighborhood Services Manager Jennifer Rhyne gave a brief update based on the information provided in the staff report. She added that the Consolidated Action Plan Annual Report (CAPAR) document is currently available to the public for comment and will be going to a special City Council meeting on September 27, 2022 for approval. 6. LIC 2022 ANNUAL ACTIVITIES A. Staff update 2022 annual activities goal setting priorities based on Committee survey results and individual meetings with LIC Members a. Activities 1) Assisting Unsheltered Population Items Discussed: Temporary Access Center donation list, public awareness next steps, personal storage for the homeless (completed), Loads of Love has started visiting the Temporary Access Center, trash bags are continuing to be provided to residence of camps for encampment trash pick-ups which Caltrans picks up on a regular basis. 2) East Side Improvement Items Discussed: Advance youth programs, Community mental health and advance the destigmatizing of the disease, information distribution regarding teen suicide, Adopt-a-Child mural. Community Development Block Grant (CDBG): Background CDBG-EN – 2022-23 Application Process The application period for the 2022-23 CDBG program year began on December 17th, 2021 and closed January 28th, 2022. Eligible organizations include non-profits and local government entities. The City was allocated $626,997 in CDBG funds for the 2022-23 CDBG program year and anticipates $113,555.28 in prior year(s) funds to be allocated. Based on an allocation of $626,997 and $113,555.28 in prior year funds, the distribution of funds will be as follows: Administration $125,399.40 (20% Cap) – Includes fair housing activities Public Service $90,000 (15% Cap less $5,250 allocated to capital projects) Page 1 of 2 Capital Projects $525,152.88 (Includes prior year funds) TOTAL $740,552.28 The 2022-23 Annual Action Plan public hearing was held on May 4, 2022 and draft was approved by City Council. The final 2022-23 Annual Action Plan was approved by City Council on July 20, 2022 and submitted to HUD. Awarded funding is expected to be available July 1, 2022. Consolidated Annual Performance and Evaluation Report (CAPER) The 2021-2022 CAPER describes the projects and activities undergone during the 2021-22 CDBG program year, in which the City received $668,918 in Federal CDBG funds. The 2021-2022 CAPER was open for public comment from September 10, 2022 to September 25, 2022. A public hearing was then conducted at a City Council Special meeting on September 27, 2022. No public comments were received. Updates on 2022 Committee Annual Activities (Also known as annual goals): The Committee and Staff will provide updates on annual activities that have occurred since previous meeting. Fiscal Impact: HUD’s annual allocation for 2022-23 CDBG funds was announced May 2022; the City received $626,997.
