LODI IMPROVEMENT COMMITTEE REGULAR MEETING MINUTES CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, SEPTEMBER 12, 2023 1. CALL TO ORDER / ROLL CALL The Regular Lodi Improvement Committee meeting of September 12, 2023 was called to order by Chair Siddle at 6:00 p.m. Present: Member – Hill, Mellor, Nuss, Scott, Zicari, and Chair Siddle Absent: Member – Vargas Also Community Development Director John Della Monica, Neighborhood Present: Services Manager Jennifer Rhyne and CDD Program Specialist Kari Chadwick 2. MINUTES July 11, 2023 and August 8, 2023 Minutes MOTION / VOTE: The Lodi Improvement Committee, on motion by Member Scott, Hill second, approved the minutes from the July 11, 2023 and August 8, 2023 Lodi Improvement Committee meetings. The motion carried by the following vote: Ayes: Members – Hill, Mellor, Nuss, Scott, Zicari, and Chair Siddle Noes: Members – Abstain: Members – Absent: Members – Vargas 3. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER SPEAKER) No public comments 4. PRESENTATION: THE WELLNESS CENTER Chair Siddle asked Kelsey Dillard to come forward and present. Kelsey Dillard, Lead Peer Recovery Coach, came forward and gave a brief report regarding the Wellness Center. Ms. Dillard stated that the Lodi office is currently only open Tuesday through Thursday and hope to start classes Monday and Friday soon. Member Hill asked if the program is similar to a twelve-step program. Ms. Dillard stated that many of the clients are involved with a twelve-step program and this works with that program. Ms. Hill asked if the center has thought of open their doors to allow for twelve- step programs to meet in the space. Ms. Dillard stated that she is not aware, but she would bring it back to the manager. She also state her appreciation for the idea. Ms. Dillard stated that they have been working on a way to alleviate the impact that the legislation will have on their funding. Neighborhood Services Manager Jennifer Rhyne stated that the flyers that were shown are available in the meeting packet. 5. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG): Neighborhood Service Manager Jennifer Rhyne gave a brief report based on the staff report regarding the Community Development Block Grant program 6. LIC 2023 ANNUAL ACTIVITIES A. Update LIC Members and Staff a. Activities 1) Assisting Unsheltered Population Items Discussed: Trestle cleanup, Public awareness, Trash bags are still being handed out at the camps. 2) East Side Improvement Items Discussed: Advance youth programs – Super Hero Fun Run September 30th; Lodi Adopt-a-Child Mural. 3) Community Improvement Items Discussed: City Beautification through clean parks and murals. 4) Administration, Transparency and Accountability City Council Engagement, minutes, Bylaw revisions and LIC Update will now be presented to the City Council at the October 24th Shirtsleeve meeting. Committee Members and staff discussed and gave updates that will be reflected on the next meeting packet attachment. Chair Siddle stated that the trestle cleanup was a two-week effort and was the most humane cleanup that she has ever been involved. Vice Chair Scott recommended that the Committee recognize Will Swenson for the work that he is doing with the clean up efforts. 7. REGULAR BUSINESS A. Determine Topics for upcoming meetings a. COMMENTS FROM COMMITTEE MEMBERS OR STAFF ON NON-AGENDA ITEMS • Chair Siddle stated her appreciation for the crew that put on the Taco Truck Cook-off Event. Chair Siddle stated that Staff did a great job presenting with a recommendation for Inner City Action, but the City Council chose The Salvation Army. She added that the Council stated that they chose them because of their history in running a high barrier shelter and programs. Member Hill asked if the low-bar status would remain in place. Director Della Monica stated that the shelter will remain a low-bar shelter no matter who is chosen to operate the facility. 9. Member Mellor asked to have the first word “To” removed from Section 2E and 2F to ensure the verbiage is consistent in all of the statements. Member Mellor stated that she would like to be a part of the presentation to Council. Member Zicari stated that she is not comfortable presenting and Vice Chair Scott stated that he will check his availability and get back to staff. MOTION / VOTE: The Lodi Improvement Committee, on motion by Member Hill, Nuss second, approved the PowerPoint as presented with the changes as mentioned above and recommended that the update be presented to the City Council at the same meeting as the LIC update. Chair Siddle re-opened Comments by the Public. • Ceasar Tervino came forward to ask questions regarding 22 S. Main. Mr. Della Monica stated that the City does not currently own the property and is unable to comment on the current owner’s process of clearing the property before the City officially purchases it. PRESENTATION: SAFE FAMILY PROGRAMS Chair Siddle asked Member Zicari to introduce the quest for this item. Member Zicari introduced Shauna Buzunis-Jacobs, Development Director with Child Abuse Prevention Council of San Joaquin County. Ms. Buzunis-Jacobs came forward to give a brief presentation based on the handout that is attached to these minutes. Chair Siddle stated her appreciation of the programs that CAPC offers that can assist Lodi’s homeless families. Member Mellor asked about the churches in Lodi that are participating. Ms. Buzunis- Jacobs stated that the only church that she is positive about their participation is First Baptist, but if you call them or Family Promise they may have additional information. She also added that they are looking for additional churches to open their doors to the program. Member Hill asked about the families that take children in for the 30 days. Ms. Buzunis- Jacobs stated that the families can sign up and go through the very extensive vetting process. She added that there is also a “Needs List” that anyone can get placed on that will receive email blasts when there are needs in the community. 5. ADJOURNMENT There being no further business before the Committee, the meeting was adjourned at 6:43 p.m. Respectfully submitted, Jennifer Rhyne Neighborhood Service Manager MEMORANDUM, City of Lodi, Community Development Department To: Lodi Improvement Committee From: Jennifer Rhyne, Neighborhood Services Manager Date: September 12, 2023 Subject: Staff Report on CDBG Program, Safe Families Presentation, and updates on LIC Annual Activities Purpose: Lodi Improvement Committee 1) supports Staff in implementation of the City’s five-year Consolidated Plan including conducting outreach, providing feedback on program processes, and making recommendations to the City Council on funding and project priorities; 2) has its purpose of maintaining and improving the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the community; 3) creates and takes action to implement annual goals and activities. Action: Lodi Improvement Committee will 1) receive presentation on the Wellness Center – Peer Recovery Services, 2) receive update on the CDBG program by Staff and 3) Committee and staff updates on LIC 2023 annual activities. Background: Presentation Kelsey from the Wellness Center – Peer Recovery Services will share information about the programs they offer and answer any questions. 2023-2024 CDBG Program Year The City of Lodi solicited applications for the CDBG Program Year, which is funded by Community Development Block Grant (CDBG) entitlement program. The City estimates receiving a 2023-2024 CDBG grant award of approximately $640,000. Eligible organizations are limited to nonprofits and local government entities. Awarded funds were made available on July 1, 2023, and projects must be completed by June 30, 2024. The application was made available on Wednesday, December 16, 2022, and was due by 5 p.m. on Friday, January 27, 2023. Late applications were not accepted. The application instructions and forms were available on the City’s Community Development webpage: https://www.lodi.gov/183/Community-Development-Block- Grant-Progra. Applicants presented (informally) on potential projects to be funded during the 2023-2024 CDBG Program Year on February 16, 2023. As the March 14, 2023 meeting was canceled due to a lack of a quorum, Staff received funding recommendations from Chair Siddle and provided individually to each other LIC member for their Page 1 of 3 recommendations. Chair Siddle, Members Hill and Mellor, and Vice-Chair Scott all were in favor of the below funding recommendations for Public Services and it was concurred per vote of the Committee on April 11, 2023: CDBG Public Services Funding – Women’s Center $10,000 Second Harvest $10,000 LOEL $10,000 CPFSJ $25,000 Salvation Army $20,000 Graffiti Abatement $15,000 (An additional $15,000 will be funded under Capital) San Joaquin Fair Housing $18,000 (Funded under the administrative cap) CDBG Capital Projects Funding – City Graffiti Abatement: $15,000 HACSJ (Creekside): $100,000 Boys and Girls Club (Patio/Outdoor Space): $40,000 City Hale Park Project: 180,000 AAP Draft with funding recommendations were approved by City Council on May 3, 2023 and subsequently submitted to HUD 2024-2029 Consolidated Plan, 2023-2024 Annual Action Plan, and Analysis of Impediments The 2024-2029 Consolidated Plan, which includes the 2024-2025 Program Year details and is informed by the Analysis of Impediments, is due to U.S. Department of Housing and Urban Development (HUD) by May 15, 2024, but the City anticipates completing earlier. The 2023-2024 Annual Action Plan draft will be presented to City Council on May 3, 2023 and is currently open for comment from April 1 – May 1, and is due to HUD by May 15, 2023. The following process is planned for the 2024-2029 Consolidated Plan cycle: - November (completed) – begin to prepare community outreach materials and schedule needs assessment meeting with stakeholders or similar outreach. - Late November (completed) – published notice for upcoming release of funding availability, analyze community stakeholder outreach, gather community data and policies for the Analysis of Impediments - December (completed) – published notice of funding availability (NOFA), application presentation and community outreach meeting at LIC meeting - January (completed) – release community survey via utility bills to solicit community feedback required for Analysis of Impediments - February – potential applicants provide presentations and answer questions at LIC meeting, review of preliminary survey results and Analysis of Impediments and request public comment at LIC meeting - March – vote on final scores and allocations at LIC meeting - Mid-March – draft Consolidated Plan released to public for 30-day public review - Mid-April – presented draft Consolidated Plan to City Council Page 2 of 3 - May – submit Consolidated Plan to HUD The City is required to complete the Analysis of Impediments prior to approval of its Consolidated Plan, so that the recommendations provided in the report are incorporated into the Consolidated Plan. The City presented on preliminary results of the Analysis of Impediments and request comments from the Public on February 16, 2023. Consolidated Plan and Analysis of Impediments is planned for completion in August/September 2023 well ahead of the 2024 deadline.
