LODI IMPROVEMENT COMMITTEE REGULAR MEETING MINUTES CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, JANUARY 9, 2024 1. CALL TO ORDER / ROLL CALL The Regular Lodi Improvement Committee meeting of January 9, 2024 was called to order by Chair Siddle at 6:00 p.m. Present: Member – Hill, Mellor, Nuss, Zicari, and Chair Siddle Absent: Member – Vargas Also Neighborhood Services Manager Jennifer Rhyne, Community Present: Development Director John R. MINUTES October 10, 2023 and November 14, 2023 Minutes MOTION / VOTE: The Lodi Improvement Committee, on motion by Member Hill, Nuss second, approved the minutes from the October 10, 2023 and November 14, 2023 Lodi Improvement Committee meetings. The motion carried by the following vote: Ayes: Members – Hill, Mellor, Nuss, Zicari, and Chair Siddle Noes: Members – Abstain: Members – Absent: Members – Vargas 3. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER SPEAKER) Mayor Lisa Craig came forward and thanked the Committee Members for their service on the board. She stated her appreciation of the work that the Committee is doing to assist the City Council in accomplishing the goals they have set to continue to make Lodi a safe place for its residents. Mayor Craig would also like to see the Committee at a future meeting presenting an update on their goals. Chair Siddle stated that it is something that Staff and the Committee are working on right now. 4. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG): Neighborhood Service Manager Jennifer Rhyne gave a brief report based on the staff report regarding the Community Development Block Grant program. 5. LIC 2024 ANNUAL ACTIVITIES – EVALUATION AND VOTE ON CHANGES A. 2023 Annual Activities a. Activities 1) Assisting Unsheltered Population Items Discussed: Point-in-Time Count update Approved at the February 13, 2024 LIC Meeting Lodi Improvement Committee Regular Meeting Minutes Tuesday, January 9, 2024 Page 2 of 3 A – Relationship with the Lodi Committee on Homelessness – Members Hill and Nuss will share this Activity B – Public Awareness – not assigned to a member yet – move this topic to Goal No. 4. C – Personal Storage Spaces and D – Advocate for Local Trash Pick-Ups – goals have been accomplished and will be removed from the activities. 2) East Side Improvement Items Discussed: 180 Teen Center Tea & Fashion Show on April 6th – Member Zicari will provide additional information at a future meeting, Lodi Adopt-a-Child Mural – hope to have it done as part of the Love Lodi Event. A – Advance Youth Programs B – Community Event on Mental Health C – Adopt-a-Child Mural – will leave on the list until it is completed 3) Community Improvement Items Discussed: ABCD, Community Recognition, City Beautification through clean parks and murals. A – Relationship with ABCD Committee B – Community Recognition C – City Beautification – Members Hill and Mellor will share this Activity - Lodi Lake Signage Contest, Citywide Murals including the Storm Drains, and a new task to advocate for public awareness for the Women’s History Trail. 4) Administration, Transparency and Accountability City Council Engagement, minutes, Bylaw revisions and LIC Update will now be presented to the City Council at a future meeting. A – City Council Engagement – Member Vargas still owns this Activity, Public Awareness from Goal number one to be moved to this Goal. B – Bylaw Revisions – Member Mellor is Owner – left on list until approved by City Council. Committee Members and staff discussed and gave updates that will be reflected on the next meeting packet attachment. Chair Siddle stressed how important it is that someone from Lodi Improvement Committee (LIC) maintain a presence on the Lodi Committee On Homelessness (LCOH). MOTION / VOTE: The Lodi Improvement Committee, on motion by Member Nuss, Mellor second, approved the changes to the Annual Activities as discussed above creating the 2024 Annual Activities list. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER SPEAKER) Major Mark Thielenhaus, The Salvation Army, spoke about the decision made by the City Council regarding the operator for the Access Center and addressed any concerns that may be floating around regarding the manner in which The Army will be operating the facility. 4. PRESENTATION: GREENLINE Chair Siddle and Brian Shirk gave a brief PowerPoint Presentation regarding the Lodi Greenline Project. Mr. Shirk stated that the pedestrian trail will be approximately one and three quarters of a mile long that will lead from the corner of Lockeford Street and Pleasant Avenue all the way into Woodbridge. Member Hill expressed her support of the idea. Nancy Beckman, President and CEO of the Visit Lodi and Conference Bureau, came forward to express her support for the project. PRESENTATION: CITY COUNCIL STRATEGIC VISION Neighborhood Services Manager Rhyne gave a brief PowerPoint Presentation based on the attachment to the staff report. 6. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG): Neighborhood Service Manager Jennifer Rhyne gave a brief report based on the staff report regarding the Community Development Block Grant program. 7. LIC 2023 ANNUAL ACTIVITIES A. Update LIC Members and Staff a. Activities 1) Assisting Unsheltered Population Items Discussed: Point-In-Time (PIT) Count, Public awareness, Trash bags are still being handed out at the camps and Inner City Action continues to offer daily pickups. 2) East Side Improvement Items Discussed: Advance youth programs; Friends Giving will be held the Friday before Thanksgiving; Lodi Adopt-a-Child Mural. 3) Community Improvement Items Discussed: Community Recognition; City Beautification through clean parks and murals; Storm Drain Art. 4) Administration, Transparency and Accountability City Council Engagement, minutes, Bylaw revisions and LIC Update will now be presented to the City Council at the October 24th Shirtsleeve meeting. Committee Members and staff discussed and gave updates that will be reflected on the next meeting packet attachment. Chair Siddle gave a brief update regarding the PIT count and stated the need for group leaders. She added that the Continuum of Care (COC) is the umbrella agency that will be coordinating the event. The event usually takes place the last week in January and typically falls on a Wednesday. The Arts Commission will be revealing the first Storm Drain mural at the October 21st Art Hop event and the first Storm Drain to be painted is the one in front of the Parks and Recreation building on Elm Street. 8. COMMENTS FROM COMMITTEE MEMBERS OR STAFF ON NON-AGENDA ITEMS • Member Vargas stated that on October 31st for a Halloween Event from 6:00-9:00 pm on East Lodi Avenue and Central Avenue. • Member Hill stated that the Lodi Association of Realtors will be holding their Trunk or Treat Event on Friday, October 27th at the Lodi Association of Realtors building on Ham Lane. 10. ADJOURNMENT There being no further business before the Committee, the meeting was adjourned at 7:05 p.m. Respectfully submitted, Jennifer Rhyne Neighborhood Service Manager The proposed Lodi Greenline would connect Downtown Lodi to the Lodi Lake and Woodbridge . Greenline Feasibility Study The feasibility study was conducted over a ten-month period, from the Spring of 2021 to the Winter of 2022. It was a joint project between the City of Lodi, Bike Lodi and the San Joaquin Council of Governments (SJCOG). It included a site visit, three public engagement events and online survey. Currently Bolster Economic Activity: By creating opportunities for biking and walking trips to Bolster local businesses and downtown Lodi. How the Lodi Conserve Conserve Land: By adoptively reusing a “leftover landscape. Greenline Trail Could Benefit Contribute Contribute Healthy and Active Living: By creating a safe off-street bike/pedestrian path for residents, visitors and disadvantaged community members to travel to the Community Lodi Lake and other local destination. Contribute to Community Character and History: By preserving the corridor, and Contribute creating opportunities for art, and historic/cultural interpretation. Improve Livability: By creating a public corridor for movement, gathering and Improve conviviality, community expression and pride. This study demonstrated that it is feasible to build a trail along the Union Pacific rail corridor from Woodbridge/Lodi Lake to downtown Lodi • Available space: The corridor is 60 feet wide and thus provides adequate space for a Class I shared use path. • Lack of Utility Conflicts: There are no major utility conflicts along or within the corridor. • Safety: There are five roadway crossings of the rail corridor and three are arterial roadways. • Connectivity and Land Use: Trail will connect Lodi Lake Park and commercial and civic destination on either end> It has the potential to provide connectivity to destination that can be served by walking and biking. • User Experience: Although the corridor has not been used for rail services for the past eight years, there are few nuisance issues like dumping, camping, or vandalism, suggesting reduced obstacles for development. Proposed land scaping and shade trees would create a vegetated buffer and enhance the user experience • The proposed Lodi Greenline Trail is an exciting vision for the future of how this corridor could serve the community by providing opportunities for active Community transportation and recreation. The Benefit construction of the Lodi Greenline Trail would provide a vital connection to the key community destinations that strengthen community ties, foster economic activity, and promote public health. City Council Strategic Vision Adopted May 17, 2023 Presented to LIC October 10, 2023 Overview • The development of the Strategic Vision was led by a professional facilitation firm and begin with interviews with City Council, staff and executives. • A retreat was held on April 11-12 that was open to the public and was designed to guide the City Council towards formation of a Strategic Plan. • The retreat was attended by executive staff of the City and all Council members contributed to the dialogue that led Council to agree upon eight strategic imperatives with underlying stretch goals and milestones. • The Strategic Vision was adopted by City Council on May 17, 2023 and can be found on the City’s website in its entirety. 2 Strategic Vision • The Strategic Vision is available for viewing and will be updated with progress quarterly at this link: https://www.lodi.gov/1260/City- Council-Strategic-Vision 3 Strategic Vision and Commissions/Committees • The City Council has adopted this Strategic Vision to guide City resource allocation and policy decisions. • Members of Committees and Commissions should consider the application of the Strategic Vision in discharging their duties. • To the extent a decision conflicts with the Strategic Vision or the Strategic Vision conflicts with the required duties of a Committee or Commission, the City Council requests the Committee or Commission include specific and detailed reasoning explaining the Committee’s decision. • Committees and Commissions serve at the pleasure of the Council and should align Committee and Commission efforts with the adopted Strategic Vision. 4 LODI IMPROVEMENT COMMITTEE REGULAR MEETING MINUTES CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, NOVEMBER 14, 2023 1. PRESENTATION: Explore Lodi Free Walking Tours Chair Siddle invited Alane Dashner, historic Lodi tour guide, to give a brief presentation regarding the walking tour of historic Lodi. Ms. Dashner gave a brief PowerPoint presentation with examples of what you will experience on her walking tour. Committee Members stated their appreciation for the presentation and the tour. Member Mellor left the meeting at 6:17pm due to a conflict with another event. 5. Action: Lodi Improvement Committee will 1) receive update on the CDBG program by Staff and 2) Committee evaluate and vote on any changes to the 2024 Annual Activities from 2023, 3) determine topics for upcoming meeting, and Reorganization. Background: 2024-2025 CDBG Program Year The City of Lodi is soliciting applications for the upcoming CDBG program year for Community Based Organizations (CBO) Capital Projects only. All Public Services awards are on a two-year cycle. Applications are due January 26, 2024 at 5:00pm. Based on an anticipated award of $600,000, the amount available to CBO’s for capital projects is approximately $160,000. 2023-2024 CDBG Program Year The City of Lodi solicited applications for the CDBG Program Year, which is funded by Community Development Block Grant (CDBG) entitlement program. The City estimates receiving a 2023-2024 CDBG grant award of approximately $640,000. Eligible organizations are limited to nonprofits and local government entities. Awarded funds were made available on July 1, 2023, and projects must be completed by June 30, 2024. The application was made available on Wednesday, December 16, 2022, and was due by 5 p.m. on Friday, January 27, 2023. Late applications were not accepted. The application instructions and forms were available on the City’s Community Development webpage: https://www.lodi.gov/183/Community-Development-Block- Grant-Progra. Page 1 of 3 Applicants presented (informally) on potential projects to be funded during the 2023-2024 CDBG Program Year on February 16, 2023. As the March 14, 2023 meeting was canceled due to a lack of a quorum, Staff received funding recommendations from Chair Siddle and provided individually to each other LIC member for their recommendations. Chair Siddle, Members Hill and Mellor, and Vice-Chair Scott all were in favor of the below funding recommendations for Public Services and it was concurred per vote of the Committee on April 11, 2023: CDBG Public Services Funding – Women’s Center $10,000 Second Harvest $10,000 LOEL $10,000 CPFSJ $25,000 Salvation Army $20,000 Graffiti Abatement $15,000 (An additional $15,000 will be funded under Capital) San Joaquin Fair Housing $18,000 (Funded under the administrative cap) CDBG Capital Projects Funding – City Graffiti Abatement: $15,000 HACSJ (Creekside): $100,000 Boys and Girls Club (Patio/Outdoor Space): $40,000 City Hale Park Project: 180,000 AAP Draft with funding recommendations were approved by City Council on May 3, 2023 and subsequently submitted to HUD 2024-2029 Consolidated Plan and Analysis of Impediments The 2024-2029 Consolidated Plan, which includes the 2024-2025 Program Year details and is informed by the Analysis of Impediments, is due to U.S. Department of Housing and Urban Development (HUD) by May 15, 2024. The following process is planned for the 2024-2029 Consolidated Plan cycle: - November 2022 (completed) – begin to prepare community outreach materials and schedule needs assessment meeting with stakeholders or similar outreach. - Late November 2022 (completed) – published notice for upcoming release of funding availability, analyze community stakeholder outreach, gather community data and policies for the Analysis of Impediments - December 2022(completed) – published notice of funding availability (NOFA), application presentation and community outreach meeting at LIC meeting - January 2023(completed) – release community survey via utility bills to solicit community feedback required for Analysis of Impediments - February 2023 –preliminary survey results and Analysis of Impediments and request public comment at LIC meeting Page 2 of 3 - March 2023 to February 2024 – Complete draft Consolidated Plan and Analysis of Impediments to Fair Housing Choice with input from HUD Representative - Mid-March 2024 – draft Consolidated Plan released to public for 30-day public review - Mid-April 2024 – presented draft Consolidated Plan to City Council - May 15, 2024 – submit Consolidated Plan to HUD The City is required to complete the Analysis of Impediments prior to approval of its Consolidated Plan, so that the recommendations provided in the report are incorporated into the Consolidated Plan. The City presented on preliminary results of the Analysis of Impediments and request comments from the Public on February 16, 2023. Consolidated Plan and Analysis of Impediments is planned for completion in February/March 2024. Evaluate Annual Activities for 2024 The Committee will evaluate 2023 Annual Activities and determine what items they would like to continue in 2024 and what changes they would like to make. They will then vote on the Annual Activities for 2024. Regular Business The Committee will determine topics for upcoming meetings. Reorganization The Committee will nominate and vote on the LIC Chair and Vice-Chair positions for 2024 Fiscal Impact: HUD’s annual allocation for the City of Lodi is $640,916 for FY 2023-2024. City Beautification Owner: Lisa Hill & Nancy Mellor The City Parks have been overrun with trash and the Committee wishes to help encourage the citizens to be good stewards of our parks.
