1. CALL TO ORDER / ROLL CALL
The Regular Lodi Improvement Committee meeting of July 9, 2024 was called to order by
Vice Chair Hill at 6:10 p.m.
Present: Member – Davis, Eproson, Mellor, and Vice Chair Hill
Absent: Member – Shirk, Vargas, and Chair Nuss
Also Neighborhood Services Manager Jennifer Rhyne and CDD Program
Present: Specialist Kari Chadwick
2. MINUTES
May 14, 2024 and June 11, 2024 Minutes
MOTION / VOTE:
The Lodi Improvement Committee, on motion by Member Mellor, Eproson second, approved
the minutes from the May 14, 2024 and June 11, 2024 Lodi Improvement Committee
meetings.
The motion carried by the following vote:
Ayes: Members – Davis, Eproson, Mellor, and Vice Chair Hill
Noes: Members –
Abstain: Members –

3. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER

4. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG):
Neighborhood Service Manager Jennifer Rhyne gave a brief report based on the staff report
regarding the Community Development Block Grant program.
Member Mellor asked for additional information on the Salas Park Affordable Housing
project. Ms. Rhyne stated that the project is an affordable project for seniors and veterans in
the current public right-of-way between Salas Park and the public storage facility.
Member Davis asked which non-profits are receiving Block Grant Program funding. Ms.
Rhyne read from the list that is in the staff report. She added that Lodi is an entitled
jurisdiction and receive funds directly from United States Department of Housing and Urban
Development (HUD). Ms. Davis asked who determines how much each of the organizations
receives. Ms. Rhyne stated that the Lodi Improvement Committee (LIC) determines who and
how much each of the service providers receives based on their applications. She added
that the LIC then makes a recommendation to the City Council for final decision.

a. Relationship with the Lodi Committee On Homelessness – Owner is

taking place

Night Out, Member Eproson took on the assignment for item B and is in the
process to meet with Michael at Community Wellness Center to try and put
together a NOMI event, and Lodi Adopt-a-Child Mural was completed at the
Love Lodi Event, but the dedication has not been scheduled
3) Community Improvement
a. Relationship with the ABCD Committee – Owner is Member Nuss
and Staff

Items Discussed: ABCD is still planning an event similar to a community
farmers market on Central Avenue somewhere between Flora and Vine Street,
Community Recognition suggestions will go to the same City Council meeting
as the LIC update, Poster Contest – Peach Jar on the LUSD website, City
Beautification through clean parks and murals, no murals are being painted at
this time due to the heat
4) Administration, Transparency and Accountability
a. City Council Engagement – Owner is Member Vargas with the
possibility of adding one additional member

Tasks:

City Council Engagement, Bylaw revisions and LIC Update will now be
presented to the City Council at July 17th meeting by Members Hill, Mellor and
Vargas
Committee Members and staff discussed and gave updates on the 2024 Goals.
Member Davis would like to add a task to add a subcommittee to LIC for the east side
business community. Ms. Rhyne stated that it would probably be best to discuss the best
way to create this goal or task at the workshop at the next meeting.
Member Mellor would like to have an update on the installation of the center handrail on
the front stairs of Carnegie Forum. Ms. Rhyne stated that she will follow up with John,
who took on this task, regarding an update on this item.
6. REGULAR BUSINESS

7. COMMENTS FROM COMMITTEE MEMBERS OR STAFF ON NON-AGENDA ITEMS
• Member Eproson would like to see the old newspaper stands turned into food pantries for
nonperishable items or Narcan. Ms. Rhyne stated that it may take some research to
ensure they are operated appropriately.

Subject: Staff Report on United Way Presentation, Regular Business
Purpose: Lodi Improvement Committee 1) supports Staff in implementation of the City’s five-year
Consolidated Plan including conducting outreach, providing feedback on program processes, and making
recommendations to the City Council on funding and project priorities; 2) has its purpose of maintaining and
improving the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the
community; 3) creates and takes action to implement annual goals and activities.
Action: Lodi Improvement Committee will 1) receive presentation by united way, 2) determine topics for
upcoming meetings.
Presentation:
United Way will present information and answer questions on programs.
Regular Business
The Committee will determine topics for upcoming meetings.
Fiscal Impact:
HUD’s annual allocation for the City of Lodi is $640,916 for FY 2023-2024. Anticipated for 2024-2025 is
$625,000.
