CALL TO ORDER / ROLL CALL The Regular Lodi Improvement Committee meeting of October 08, 2024 was called to order by Chair Nuss at 6:00 p.m. Present: Member – Davis, Eproson, Hill, Vargas, and Chair Nuss Absent: Member – Mellor, Also Neighborhood Services Manager Jennifer Rhyne, Community Present: Development Director John Della Monica and CDD Program Specialist Kari Chadwick 2. MINUTES August 13, 2024 Regular, August 13, 2024 Special, September 10, 2024 Regular, and September 10, 2024 Special Minutes MOTION / VOTE: The Lodi Improvement Committee, on motion by Member Hill, Davis second, approved the minutes from the August 13, 2024 Regular, August 13, 2024 Special, September 10, 2024 Regular, and September 10, 2024 Special Lodi Improvement Committee meetings. The motion carried by the following vote: Ayes: Members – Davis, Eproson, Hill, Vargas, and Chair Nuss Noes: Members – Abstain: Members – Absent: Members – Mellor 3. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER SPEAKER) None 4. PRESENTATION: BREAKTHROUGH PROJECT Maria Serna, Founding Member of Breakthrough Project for Social Justice, gave a presentation regarding the roots of the program and where it is headed. She stated that there was a cross burning at Tokay High School in 1998 which motivated people throughout the community to form the Breakthrough Project. Ms. Serna stated the focus is social justice. She added that the group asks as a liaison between the Lodi Police Department and victims of hate crimes. They also sponsor several events throughout the year such as the Martin Luther King Jr. Event in January on his birthday, the Cesar Chavez Scholarship Dinner in late March, and the Lodi Peach Walk in the fall. Vice Chair Hill asked how the relationship with the Lodi Police Department works. Ms. Serna stated that if the Police Department is notified of an incident then they will notify Breakthrough Project and the reverse will happen if Breakthrough Project is notified first. Member Davis asked if they only engage with the High Schools. Ms. Serna stated that there are events that target grades 5-12. Ms. Davis stated that there is a large bullying issue in the Lodi Improvement Committee Regular Meeting Minutes Tuesday, October 8, 2024 Page 2 of 4 schools and wondered if this program would think about presenting at the grade schools letting them know that bullying is a hate crime. Ms. Serna stated that they currently have programs that target bullying in the schools. Member Eproson asked if the program has a website. Ms. Serna stated that they do have a website. Mr. Eproson asked how many members the program currently has. Ms. Serna stated that they currently have 60 members. Mr. Eproson asked how someone would become a member. Ms. Serna stated that you can find that information through the website. Member Davis asked if there is training offered for members to determine what is a hate crime. Ms. Serna stated that they will be offering a training for board members in two weeks. Member Vargas stated her appreciation of the presentation and asked when the Peace Walk Event will be brought back. Ms. Serna stated that things are changing and the board is trying to reorganize the event to be more inclusive for those with mobility issues. Member Davis recommended a Peace Walk and Roll using golf carts and maybe floats to allow people to ride instead of walking. The website: https://www.breakthroughprojectlodi.org/ 5. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG): Neighborhood Service Manager Jennifer Rhyne gave a brief report based on the staff report regarding the Community Development Block Grant program. She stated that that application process will be opening up in the next couple of months so we need to know what meetings may be cancelled due to the holidays. 6. LIC 2024 ANNUAL ACTIVITIES – EVALUATION AND VOTE ON CHANGES A. 2024 Annual Activities Activities List: 1) Unsheltered Improvement a. Relationship with the Lodi Committee On Homelessness (LCOH) – Owner is Member Hill and Nuss Tasks: • Liaison – Assigned to Member Hill and Nuss • Point In Time (PIT) Count – Assigned to Member Hill – Next Survey will be Completed in January 2026 Items Discussed: LCOH meeting updates, City Council Special Town Hall Meeting, SJ CARES Program, and Access Center updates 2) East Side Improvement a. Advance Youth Programs – Owner is Member Nuss Tasks: • Liaison – Assigned to Member Nuss • Gang Reduction Intervention and Prevention – Assigned to Member Vargas and Staff b. Community Event and Mental Health – Owner is Member Eproson Tasks: Lodi Improvement Committee Regular Meeting Minutes Tuesday, October 8, 2024 Page 3 of 4 • Liaison – Assigned to Member Eproson • Event Notification – Assigned to Member Eproson Items Discussed: CPF Play, Tomas and the Library Lady, on October 19th, and Member Eproson is still in the process of meeting with Michael at Community Wellness Center and Genevieve with Behavior Health to try and put together a NOMI event and/or A Behavior Health Day Extensive discussion regarding the Special Council meeting took place. Vice Chair Hill encouraged Member Eproson to present at the LCOH if volunteers are needed. 3) Community Improvement a. Relationship with the ABCD Committee – Owner is Member Nuss and Staff Tasks: • Liaison – Assigned to Member Nuss • Recruitment Efforts – Assigned to Member Nuss b. Community Recognition – Owner is Member Vargas Tasks: • Liaison – Assigned to Member Vargas and all other LIC Members • City Council Meeting Prep – Assigned to Member Vargas, Nominating LIC Member, and Staff c. City Beautification – Owners are Members Mellor and Hill Tasks: • Poster Contest – Assigned to Member Hill • Citywide Murals – Assigned to Member Mellor • Stormdrain Murals – Assigned to Member Mellor • The Women’s Trail – Assigned to Member Mellor and all other LIC Members Items Discussed: Member Vargas is no longer affiliated with ABCD is no longer planning an event on Central Avenue, Community Recognition is still an ongoing project, City Beautification through clean parks and murals Member Eproson commended the Electrical Utility program with Tree Lodi with the tree give away. He stated how wonderful it is to have trees visible from the public right-of-way and feels that it bring beauty to our neighborhoods. 4) Administration, Transparency and Accountability a. Action: Lodi Improvement Committee will 1) receive a presentation from the Lodi Arts Foundation, 2) receive presentation on the CDBG Application Overview by Staff, 2) committee and Staff provide updates 2024 Annual Activities, 3) determine topics for upcoming meetings. Presentation: Lodi Arts Foundation presentation by Kelli Perrault Presentation: Community Development Block Grant (CDBG) Application Overview (Staff Presented) CDBG Background: 2024-2025 CDBG Program Year Staff presented the 23-24 Consolidated Annual Performance and Evaluation Report (CAPER) to City Council on September 18th and received approval to submit to HUD. Below are the approved programs/projects for program year 2024-25.
