CALL TO ORDER/ROLL CALL Trustees present – Gene Chow, Rick Seim, Caitlin Casey, and Frankie Kooger Also present – Library director Akiliah Manuel Mills, Friends president Kathryn Siddle and Literacy & Programs Manger Yvette Herrera B. INTRODUCTIONS C. APPROVAL OF MINUTES Trustee Chow motioned, Trustee Casey second. Motion passes. D. COMMENTS BY THE PUBLIC, LIBRARY BOARD, AND STAFF (NON-AGENDA ITEMS) If you wish to address the Library Board, please refer to the Notice at the beginning of this agenda. Individuals are limited to one appearance during this section of the Agenda. (The time allowed per person per non-agenda item for comments made by the public is limited to five minutes.) Ms. Siddle commented on Susan Hye room renaming be placed onto the December agenda. Trustee Casey said yes. Trustee Chow requested the board and Steve Schwabauer develop a performance plan per the employment contract for library director Akiliah Manuel Mills. Trustee Casey the current job description is finely tuned and it is good and clear enough of expectations. The board will host a closed session on 12-13-21 beginning at 5:15pm with Steve Schwabauer just prior to the regular monthly meeting. Trustee Chow inquired about their being a monthly report that will show the board what is going on in the library. Trustee Casey stated in the past one of the library directors provided a report that was data heavy. It included circulation stats, library cards issues etc. Trustee Seim mentioned during the hiring process for the library director there was some discussions regarding the vision for the library in the future. Revised 10/21 Trustee Casey said that although there has not been a big discussion on strategic planning now is a good time to begin. She would like to give the library director six months to get her library sea legs so Ms. Manuel Mills would want on the table with a professional planner. Trustee Casey would like to see this begin in January 2022. Trustee Chow would like to see the process begin sooner rather than later to include a strategic plan and mission statement. E. REPORTS E-1 Library Director Report – 1. First Team Meeting was held on 10.26.21 2. Director attended LPLF and FOL meetings. 3. Library has applied for $5,000 in Zipbooks funding through CA State Library. 4. Upcoming/Time Line • Grand Re-Opening (January 24th) • Strategic Plan (Now- February) > Internal SWOT Analysis (November 9th) >Asset Mapping (November 23rd) >Community Conversation (TBD) >Needs Assessment- (TBD) 6. Returning Programs • Homework help • Pre-natal • Chess (instructional and playing) • Paws to Read • Seed exchange program • Storytime 7. New Programs: • Dungeons and Dragons • Family Literacy • Bilingual Story Time • Teen Advisory Board (TAB) • Ready to Work/Lista Para Trabajar – Director Manuel Mills will consider changing the name of this offering so there is no confusion of another local program with the same name. 8. Staff Development: • “Communications and Teamwork” -Library Aid • “Preservation Techniques and Methods”-Librarian II • “Collaboration for Success: A Hispanic Heritage Month Case Study” -Librarian’s Associate • “Technology in Libraries” – Library Tech 9. Personnel- 8 FTE’s (Full Time) One vacancy 4.18 FTE’s (Part time) Three vacancies 5 staff shifted to Librarian II- Middle Manager’s purview (instructionally and functionally) 4 retained by Programs and Literacy Manager with 1FT and 3 vacancies slotted to Manager to build Literacy Department. 1 PT, Librarian’s Associate/Administrative Support shifted to Director’s purview. E-2 Library Hours Beginning Monday, January 24, 2022 the library will be open the following hours Monday, Tuesday and Wednesdays 10:00 a.m.to 6:00 p.m. Thursdays 12:00 p.m. to 8:00 p.m. Fridays CLOSED Saturdays 10:00 a.m. to 5:00 p.m. Sundays 10:00 a.m. to 2:00 p.m. Curbside service will cease City council will receive an informational courtesy notice of new hours effective January 24, 2022 that will be part of the library staff report. Library patron use begins to decline around 4:30 p.m. and is dead after 6:00 p.m. Trustee Kooger asked why open Sundays, Director Manuel Mills replied it will allow a person to use the public computer or a parent to pick up a book. Trustee Kooger motioned, Trustee Casey second. Motion carries. E-3 Private Sector (Trustees’) Investments Report Minutes from last months meeting on 9-13-21 were supplied to Phillips Finanacial to add Ms. Manuel Mills to the account. E-4 Mobile Library Grant Not pursued at this time. The city is only 14 square miles. Ms. Manuel Mills did hear from the state library funding may not be avaialbe for this grant next year. She also reached out to local senior living locations and most already have a plan in place to provide items for their residence. Two of them have revamped their on site libraries. E-5 Lodi Public Library Foundation Report – Nancy Potts Ms. Manuel Mills reported she met with member Kelly Nitmz and he shared the Foundation will doing an end of year mailer. D-6 Friends of the Lodi Public Library Report - Kathryn Siddle Kathryn Siddle reported the bookstore will reopen on 11/16 on Tuesday, Thursday and Saturdays. The Friends board will review the updated library hours beginning 1/24/22 and see what they will do regarding their book store hours. The lobby book sale brought in over $300.00 last month. This is on the honor system! Kathryn acknowledged Trustee Rick Seim for his continued support of the Friends. He has been an active participant at two book fairs as well at the Witch Walk in Woodbridge. F.
