CALL TO ORDER/ROLL CALL: 5:30 p.m. Trustees Present: Caitlin Casey, Frankie Kooger, Brian Campbell, Eve Melton, and Nick Dalebout. Also Present: Director Akiliah Manuel, Friends president Kathryn Siddle, library staff Yvette Herrera, and Jazmin Duffy. B. INTRODUCTIONS C. APPROVAL OF MINUTES Trustee Kooger motions, Trustee Dalebout seconds. Motion Carries. D. COMMENTS BY THE PUBLIC, LIBRARY BOARD, AND STAFF (NON-AGENDA ITEMS) If you wish to address the Library Board, please refer to the Notice at the beginning of this agenda. Individuals are limited to one appearance during this section of the Agenda. (The time allowed per person per non-agenda item for comments made by the public is limited to five minutes.) Director Manuel announced that the foundation office manager, Stefanie, will be responsible for placing the order for the bike stand. Stefanie has received confirmation on how to secure the 10 percent discount for the order and intends to proceed with it the following day. Upon confirmation of the final total, including shipping costs, the director will inform Trustee Casey to authorize a payment by signing a check for the bike stand. E. REPORTS E-1 Library Directors Report Building & Technology: • New laptops were purchased by the Lodi Public Library Foundation and have been setup. Staff & Volunteers: • Senior leadership team meetings have commenced. The team is comprised of the librarian, the senior library assistants, the library technician, the literacy and programs manager, and the senior administrative clerk. They will be assisting with future projects and sometimes training staff but will not be managing them. A new organizational chart was implemented as well showing the director will be managing all staff. Continuing Education & Meetings: • Yvette completed the safety management course offered by Prisim, as recommended by the Risk department. This training aimed to designate individuals from each city department to participate. • Jenna attended the HelpNow database workshop presented by PLP and the California State Library. She plans to share insights from this workshop during our upcoming team meeting. • Andriana obtained certification as a Teen Mental Health instructor, aligning with a grant the library received. She participated in the More Than Words program by the Catalyst program, organized by the California State Library. • The Director also became certified as a Teen Mental Health instructor, complementing the grant's objectives. Additionally, she holds certification as an Adult Mental Health First Aid instructor. Programming & Outreach: Outreach: • Yvette continues her outreach efforts with the "Raising a Reader" program, which involves visiting schools from kindergarten to second grade. This initiative focuses on teaching children how to become early library enthusiasts. Students participate by taking home a bag of books to practice with in their classrooms before returning them. Additionally, there are training sessions for both parents and classes, often followed by visits to the library. Yvette noted that this program has been warmly welcomed, with children particularly enjoying the opportunity to receive free books. Programs: • The community has shown strong attendance at our winter holiday programs, and snapshots of the events are available on our Facebook page. The director expressed satisfaction with the Author Talk event, which was enjoyable. The session drew six attendees, which was a positive turnout. Participants had the opportunity to engage with the local author and discuss her book, "The Abduction of Adrienne Berg" by Cheri Krueger. The grant, totaling $9,100, was collaboratively designed with library staff. Although the funds are expected to arrive within 8 to 10 weeks, progress on the project has been steady. E-2 Private Sector (Trustees’) Investments Report • Phillips Financial value on January 31, 2023: $157,784.96 • BOS value January 31, 2023: $3,047.89 • Trustee Kooger inquired about the need to relocate funds to secure sufficient funding for the bike stand. Director Manuel informed the board that Trustee Casey had recently augmented funds in the Bank of Stockton account. Considering this, Trustee Kooger proposed the idea of initiating a motion to transfer funds from the Phillips Financial account to meet the required amount in the Bank of Stockton fund. However, Director Manuel expressed uncertainty regarding the feasibility of such a motion due to the constraints outlined in the Brown Act. Trustee Campbell interjected, noting that the purchase had already been authorized in a prior board meeting. Trustee Casey directed a question to senior administrative clerk Jazmin regarding her involvement in previous movements of private sector funds. Jazmin clarified that she lacked authorization for such transactions. She suggested that the trustees execute the necessary fund transfer to maintain the minimum balance in the Bank of Stockton and prevent incurring a monthly fee. In response, Trustee Casey requested Jazmin to notify her via email once the total amount for the bike stand was determined, facilitating the transfer of the appropriate funds from Phillips Financial to the Bank of Stockton. E-3 Lodi Public Library Foundation Report – Stuart Krengel • The Books, Bubbles, and Brews event is well underway with planning. The Foundation will be participating at the 209 Gives event. E-4 Friends of the Lodi Public Library Report – Kathryn Siddle • In December, the bookstore generated $2664.31 in revenue, followed by $2441.03 in January, returning to pre- COVID earnings. Kathryn announced plans for the Friends to establish a subcommittee aimed at enhancing marketing efforts. This initiative will involve investigating where people obtain their news and gaining insight into why many are still unaware of the bookstore's presence within the library. The Friends will remain active in community engagement, participating in events like the Arts Hop and Boys and Girls Resources Fair. Additionally, they will distribute flyers on behalf of the library to bolster awareness. E-5 Homework Help Program Policy – Akiliah Manuel • Director Manuel announced the proposal of a new policy following a recent conflict involving a parent of a Homework Help participant. During the incident, staff could only refer to various procedures, lacking a specific policy. When Director Manuel spoke with the parent on the phone and they requested a policy, none existed. She assured the parent that once a policy was established and approved by the Board of Trustees, it would be sent to them. Trustee Kooger asked about the incident's cause. Director Manuel explained that the parent appeared to be alone in the children's area, prompting the security guard to question her presence. The parent's concern stemmed from feeling accused of wrongdoing while waiting for her child. Director Manuel clarified that the security guard would have approached any adult who appeared alone in the children's area. Trustee Kooger motions to accept E-5 as written, Trustee Campbell seconds. The motion carries to adopt the new policy. F.
