THURSDAY, July 7, 2022

A. Roll Call
Meeting was called to order at 8:00 a.m.
Present: Chair Woefel, Commissioners Schrenk, Spring, Whitmire
Absent: Commissioner Legan
Staff Present: Tyler Ashbaugh, Recreation Manager
B. Minutes of April Regular Meeting
Motion by Commissioner to approve the minutes of the May 5, 2022 meeting. Second by Commissioner

D. Action Items
D-1. Commissioners reviewed the Senior Bylaws and highlighted areas for further discussion. Following
final discussion, Chair Woefel made a motion to approve the Senior Bylaws for adoption.

E. Regular Agenda – Discussion Items
E-1. Commissioners reviewed the maps provided by Tyler Ashbaugh to identify “Senior Zones”.
Commissioners identified Target parking lot, including Tienda Rd. and Costco shopping center as a
“Senior Zone”. Recreation Manager, Tyler Ashbaugh will contact Public Works Director, Charles
Swimley to discuss the “Senior Zone” findings and inquire about crime and street lighting possibilities.

E-2. Commissioners discussed the Senior Awareness Day. Commissioners will coordinate with their
respective contracts to organize the event scheduled for November 2023. Additionally, Commissioners
would like to partner with the the Medicare Health Fair and organize vendor booths for the fall event at
Hutchins Street Square. Commissioner Whitmire will obtain the vendor applications and Chair Woefel
will check event details for this fall.
F. Comments by the Commissioner and Staff on Non-Agenda Items
Commissioner Whitmire addressed there is usually no meeting in August. Chair Woefel made a motion
to vote for no August meeting.

RECOMMENDED ACTION: Discuss and Approve Senior Awareness Event Participation
BACKGROUND INFORMATION:
Commissioner Whitmire proposed partnering with the San Joaquin Department of Aging to offer a Senior
Awareness Event in November, 2023. Commissioners will share what they’ve discovered and accomplished so
far.
The Commission also proposed to participate in and provide vendors for the Medicare Health Fair Sunday,
November 20, 2022. Commissioners shall share what they’ve discovered and accomplished so far. The
Commission shall discuss the application process, vendor services to be offered, necessary resources and
additional staffing needs, and develop a plan for participation from all Commissioners on the day of the event
present their information for further discussion to determine whether participation is possible and what steps
must be taken to move forward for vendor participation.
Staff recommends the Commission vote to approve participation as a vendor at the Medicare Health Fair on
November 20, 2022 and assign a Commissioner to take the lead in completing the necessary applications, and
lead a planning subcommittee to meet between now and the next Commission meeting, and report at the next
regular meeting, October 6, 2022.
