Roll Call Meeting was called to order at 8:00 a.m. Present: Chair Woelfel, Commissioners Legan, Spring, Whitmire, Young Absent: Schrenk Staff Present: PRCS Director Christina Jaromay, Recreation Manager Tyler Ashbaugh Public: None B. Minutes of May Regular Meeting DISCUSSION None Motion by Commissioner Whitmire to approve the minutes of July minutes. Second by Commissioner Legan. Regular Agenda – Discussion Items E-1 Receive Presentation on City Council Adopted Strategic Initiatives for Commissions, Committees and Boards PRCS Director Jaromay presented the Strategic Initiatives for Commissions adopted on May 17th and is available to view on the City of Lodi website. The initiatives set forth and approved by City Council include Downtown, Economic Development, Fiscal Health, Housing, Infrastructure, Parks, Public Safety, and Public Well Being. PRCS Director Jaromay explained that the vision of City Council is to strive for greatness in these focus areas to improve the quality of life and safety of the Lodi Community. City Council asks for involvement and support from all Commissions, Committees, and Boards in order to accomplish this new vision for the future. This is a long term vision with a timeline to accomplish in a minimum of 5 years. Commissioner Whitmire addressed that more support is needed to improve the appearance of downtown and PRCS Director Jaromay reassured her there are efforts being made with hired consultants to make that happen. With regards to Housing, Commissioner Whitmire mentioned the needs of more senior living and low residential housing opportunities in Lodi. Commissioner Legan also talked about improvement of lower income areas regarding neighborhoods and streets that need more attention. PRCS Director Jaromay  said there is a development being discussed to install new senior living near Salas Park with close park proximity and nearby shopping areas which can house 100+ seniors. Commissioner Whitmire discussed how Lodi should be more inviting and to develop a preventative maintenance plan so the City is not playing catchup with the work and improvements it needs. Commissioner Whitmire brought up the Walkability Program and how the improvements to the street traffic signs, signals, and sidewalk repairs that this is step in the right direction. E-2 Discuss Progress and Updates for Current Senior Commission Programs and Projects Recreation Manager Ashbaugh addressed the progress and updates for the Senior Commission programs and projects of 2022 and 2023. Many of the projects and goals are ongoing and the Senior Commission looks to expand and market the accomplishments to the public. Recreation Manager Ashbaugh will be working with the Marketing Coordinator to create a campaign for senior awareness, senior resources, senior safety, and establishing connections through local health providers for the benefit of seniors. E-3 Discuss New Commissioner Update Recreation Manager Ashbaugh welcomed the newly appointed Commissioner, Lauren Young as a new member to the Senior Commission. There was another appointed Commissioner Rita Cannon, but whom resigned soon after because of personal reasons. Recreation Manager Ashbaugh shared that the Mayor is now interviewing to fill Rita Cannon’s seat, and hopes it will be filled within the next few weeks, pending Mayor Approval. E-4 Discuss California Department of Aging’s Master Plan for Aging Senior Commission Chair Woelfel discussed the California Department of Aging’s Master Plan for Aging. The Master Plan statistical analysis provided with charts, graphs, and tables was presented as an introduction and baseline for where the Senior Commission can begin to focus efforts. Commissioner Whitmire addressed that the goals presented in the data are fairly aligned with the Strategic Plan vision approved by City Council and can work congruently. Commissioner Whitmire pressed that finding the needs within Lodi and statewide are critical datapoints to target. Commissioner Whitmire reminded everyone that the Senior Commission started the Partner’s Program in Lodi which has been very positive for Lodi. Chair Woelfel added that housing in Lodi requires more opportunities and options for all ages and stages. The Senior Commission collectively agreed to review and discuss the Master Plan in much further detail to learn what can be done to improve the general quality of life for seniors in Lodi. Recreation Manager Ashbaugh will extend the Commission meeting time and include a projector and screen equipment to review PowerPoint slides as a group for proper presentation for the January and February meetings. This initiative will support the future goals of the Commission along with the new Strategic Plan. F. Comments by the Commissioner and Staff on Non-Agenda Items None G. Due to Holidays and other potential scheduling conflicts, the Senior Commission will decide how to proceed with Special Meetings and/or meeting cancelations, if necessary. Regular meeting dates in 2024 include January 4, February 1, March 7, April 4, May 2, June 6, July 4 or 11, August 1, September 5, October 3, November 7, and December 5. The Senior Commission has been dedicated to introducing programs and projects for the betterment of the local Seniors of Lodi. In the past year, the Senior Commission has worked on the Walkability Program, Red Alert Program, 2-1-1 San Joaquin Resource, and Senior Safety. For the Walkability Program, the Senior Commission coordinated with Public Works for environmental safety improvements. This included 12 “Senior Zone” signage installation near senior facilities and sidewalk repairs. Through efforts from Adventist Health Lodi Memorial Hospital, the Red Alert Program was reintroduced to the Lodi community with the partnership of the Senior Commission, Lodi Fire, and Lodi Police Department. The Red Alert program is a medical alert program that allows 911 personnel and first responders to access important medical and emergency contact information for participating members. The 2-1-1 is a San Joaquin County resource that offers senior services for purposes of food assistance, housing assistance, utilities assistance, general senior/elderly support, transportation services and more. The Senior Commission discussed the growing concerns and incidents related to senior safety. There has been an increase in theft and people targeting seniors at grocery stores and shopping centers. The Senior Commission is pushing for more awareness and preventative measures through appropriate marketing avenues to the local seniors.
