MEETING MINUTES LODI SENIOR CITIZENS COMMISSION THURSDAY, March 7, 2024 8:00 AM MEETING A. Minutes of Regular Meeting DISCUSSION None Motion by Commissioner Spring to approve the January minutes. Second by Commissioner Schrenk. Comments by the Public, Commission and Staff on Non-Agenda Items DISCUSSION City Clerk, Deputy City Clerk, and PRCS Deputy Director were in attendance. The Commissioners welcomed City staff and thanked them for joining. Vice Chair Commissioner Whitmire allowed everyone to introduce themselves. Recreation Manager, Ashbaugh received a request from Mayor, Lisa Craig to make a presentation at an upcoming City Council meeting to share information on the Adult Daycare Program and the partnership with Adventist Health. Recreation Manager, Ashbaugh also told the Commission that it would be a good opportunity to also include the LOEL Center and explain the professional relationship of all the senior services within the City. This message was shared with the Chair and Vice Chair Woelfel and Whitmire via email when received. The Senior Commissioners would like to form a subcommittee to help organize the presentation for a future City Council Meeting. City Clerk, Nashed, mentioned the presentation does not have to be the next meeting, but within the near future. The presentation would have to be added to the agenda, which means the presentation is aimed for presentation in the months of May, June or July. This topic will be added as a discussion item at the following meeting. Senior Café was introduced by Commissioner Whitmire as a potential senior community event. This could be held at the LOEL Center and Hutchins Street Square once a quarter or month for purposes of connecting local seniors and providing a resource for the public to learn more about public services in the Lodi area. This topic will be added as a discussion item at the following meeting. D. Action Items DISCUSSION None E. Regular Agenda – Discussion Items E-1 Discuss Lodi Senior Transportation Services with Transportation Manager, Julia Tyack Recreation Manager, Ashbaugh explained to the Commissioners and Staff that the previous February meeting did not meet quorum. However, the Transportation Manager, Julia Tyack was in attendance with her team fully prepared with a PowerPoint presentation. We allowed the Transportation team to present their information informally on Thursday, February 1. The Transportation team made a well-informed presentation that explained all of the general services while also highlighting the senior services. The PowerPoint presentation included the Grape Vine routes, drop-off and pick-up locations, and some other mapping details. There are three separate programs including fixed route, Vineline (ADA) which is door to door access, and general public. There are new busses being serviced for launch. These are gas vehicles. Busses have designated senior seating, equipped with ADA ramps. Access San Joaquin also provides 1-on-1 training for seniors in Lodi and all other county cities. Whitmire expressed feedback from seniors regarding concerns and frustrations with the limited disability/ADA assistance. Van Go is a contracted transportation service that was later addressed as “Van No Go” because of the poor customer service of the program. The Transportation team expressed similar sentiments to the Van Go services and are actively researching other contracted options for improvement. The Transportation Team made it clear that there are some issues that they are working to improve upon because of feedback they’ve received. The Transportation team provided the Commission with their brochure. The brochure is outdated, so they plan to revise to cater to seniors. During the meeting on Thursday, March 7, Recreation Manager, Ashbaugh shared the information provided in the previous meeting to inform the Commissioners about what was presented. Commissioner Whitmire added that the City ADA services are lacking because the drivers do not help with ADA citizens. Commissioner Schrenk said the programs and services offered are not well advertised. The Commission will continue to work with the Transportation team to help educate the public and advise them on service improvement. E-2 Discuss Senior Residential Developments with Community Development Director, John Della Monica Recreation Manager, Ashbaugh explained to the Commissioners and Staff that the previous February meeting did not meet quorum. However, the Community Development Director, John Della Monica was in attendance and presented the department’s future plans with regards to senior residential living. Community Development Director, Della Monica shared similar opinions that are of concern for the Lodi senior community. There are two major areas of focus. First, the focus is downtown and secondly is affordable housing. The downtown focus includes incorporate housing which would encourage residential living that makes it easy to access services. Expanding downtown and providing housing in these areas would benefit the businesses and allow citizens living downtown to stay close and have access to all essential services. There is an RFP that is out and will be under contract by June 2024 to begin addressing this project. The main focus of housing is to promote residential development for the middle class. Community Development Director, Della Monica expressed a deep concern for the limited availability of middle income housing in Lodi. With the challenges of keeping Lodi under a 2% per year growth means that Lodi will have to start growing denser and upward instead of out. There may also need to be some consideration of restructuring ordinances to address the upcoming issues. Some of the zoning policies may also need to change to allow this type of development to occur. A new residential development project will go into effect soon near Salas Park. This development will be for senior living. It will have 110 units in total with about 40 units for affordable housing. The location is more desirable based on its location near a park and will be close to shopping centers. Community Development Director, Della Monica addressed that this is an ongoing project and will be happy to attend future meetings to provide updates for the Senior Commission. During the meeting on Thursday, March 7, Recreation Manager shared what was learned from the Community Development Director at the past informal meeting. E-3 Discuss Marketing Campaign Updates Recreation Manager, Ashbaugh shared the revised Senior Commission brochure to inquire about further updates. Commissioner Spring asked Whitmire if the Alzheimer’s language should be replaced with “Adult” for the Adult Day Care memo to be more general about the provided services. Commissioner Whitmire agreed. Recreation Manager, Ashbaugh will revise the brochure and present to the next meeting for a final vote from the Commission. E-4 Discuss California Department of Aging’s Master Plan for Aging Chair Woelfel has headed the Department of Aging’s Master Plan for Aging discussion item and was excused and absent from the Senior Commission meeting. The Senior Commissioners in attendance agreed to table this discussion item for the next meeting when Chair Woelfel has returned. F. Comments by the Commissioner and Staff on Non-Agenda Items None G. City Staff will advise the Senior Commission to include the LOEL Center and Senior Commission brochure in the presentation. City Staff will advise the Commission to present its vision, goals and recent accomplishments that align with the City Council Strategic Vision. A couple of these events include the University of Pacific, Medicare Part D Health Fair and the Senior Caregiver Workshop. The reservations are scheduled at Hutchins Street Square, as seen on Exhibit C and Exhibit D. Additionally, the Senior Commission is interested in introducing a Senior Café. The purpose of the Senior Café is to connect local seniors and provide beneficial resources for the public to learn more about senior services and programs in the Lodi area. City Staff recommends the Senior Commission to review Exhibit C and Exhibit D regarding the dates and times and discuss planning for the upcoming events, and also make sure the room layouts, details and notes are accurately addressed to Hutchins Street Square Building Services staff. City Staff will advise the Senior Commission to further discuss plans and implementation of a Senior Café including proposed locations, frequency of event, resources offered, possible donations, and other ideas to create a fun and engaging experience for attendees. After analysis, the Senior Commission invited a representative of the Community Development Department and Lodi Transportation Services to learn more about their role, services, and programs related to senior wellbeing. The Senior Commission will discuss and coordinate plans now having met with and learned more about the Department’s services. The Commission will focus efforts on a list of goals and accomplishments with a projected timeline of tasks and completion deadlines for the calendar year. Exhibit A has been prepared to highlight the five bold goals for 2030. This information will be organized and designated as potential Action Items for a vote at the March Senior Commission meeting. More Housing Options  Commission to invite Community Development to present upcoming development plans within the City that will address affordability, and what alternative options may be available to the public in the near future.  need to help senior home owner affordability, especially with the reduction of skilled nursing facilities in the past 20-30 years Strategy B: Transportation Beyond Cars,  Dial-A-Ride is a useful resource for many seniors but is limited  Senior Commission invite Public Works to seek grant funding for  transportation services and write a letter of support and invite Transportation Manager, Julia Tyack, for senior public transport information. o Accomplishing these goals would also meet the City Council Strategic Vision  Walkability Program addresses many of the goals for this strategy Strategy C: Outdoor & Community Spaces  Most senior residential areas are surrounded by parks with ease of access. Community Development is planning for new residential areas near Salas Park. Strategy D: Emergency Preparedness & Response.  Commission to contact the Fire Department to see if there is data regarding weather, health, emergency action plans. Cooling centers are necessary for extreme heat days and is available through the Public Library. Commissioner 1 EXHIBIT E  Fixed incomes make it challenging to pay for essential services. Does Utilities have discount programs for seniors? Strategy E: Climate Friendly Aging  Making lifestyle changes is essential in order to reduce emissions.  Public transportation is a simple solution.  Hydrogen vehicles are most cost effective and more efficient than electric vehicles, and may be the way of the future to address these issues. Goal 2. Health Reimagined Strategy A: Bridging Health Care with Home.  This goal is being met with the partnership between the City and Adventist Health Lodi Memorial Adult Day Services and in coordination with the LOEL Center. Strategy B: Health Care as We Age.  The Senior Commission is to collect data of unhoused seniors, who are using the Access Center and to attend the Homeless Committee held at the Police Department. Strategy C: Lifelong Healthy Aging.  The Walkability Program and Parks and Recreation Pool activities provide the services to support healthy aging. Strategy D: Geriatric Care Expansion Strategy E: Dementia in Focus Strategy F: Nursing Home Innovation.  Adult Day Services provided by Adventist Health Lodi Memorial provides the services needed.  Medicare Part D operated by University of the Pacific also provides expanding and preventative care at Hutchins Street Square and other local venues to senior residents at no charge.  The Lodi Street Faire held in May and October every year is an avenue to market the Senior Commission accomplishments and goals for additional community awareness and support.  The City of Lodi is the only Police Department in San Joaquin County that uses Project Lifesaver, a program that supports dementia patients. 2 EXHIBIT E Goal 3. Strategy E: Protection from Abuse, Neglect, & Exploitation  Scope beyond Senior Commissions ability to address. Future Goal A future goal for The Commission could be to organize a seminar for local seniors, ages 50+ to provide senior services such as financial (401k, social security), healthcare (Medicare enrollment), early retirement options, and more. Additionally, examining the poverty level and qualifications for receiving social services should be discussed with exploration of possible recommendations. Residents on fixed incomes between $1,200 and $2,500 struggle to afford the basic essentials and receive no assistance from the government. These seniors are the most at risk. 4
