MEETING MINUTES LODI PARKS AND RECREATION COMMISSION TUESDAY, FEBRUARY 1, 2022 6:23 PM MEETING Start of meeting was delayed due to technical difficulties with new equipment in Carnegie Forum. A. Roll Call Present: Commissioner VanNortwick, Erickson, Long, Carouba, Mitchell Absent: None Staff Present: Christina Jaromay, Laura Johnston, Steve Virrey, Terri Lovell B. Minutes of November 2, 2021 Motion by Commissioner Carouba to approve the minutes of the November 2, 2021 meeting. Second by Commissioner Long. Comments by the Public, Commission and Staff on Non-Agenda Items Mayor Mark Chandler, Member-at-Large – Mayor Chandler greeted the Commission as they started 2022. Mayor Chandler shared he was excited with having Director Jaromay here. He stated the City’s financial situation has improved so the Council is really interested in the Commissions priorities and giving the Commission as much support as they can. Mayor Chandler thanked the Commissioner’s for their service. D. Action Items Approve the Master Fees and Charges for Services Provided by the Parks, Recreation and Cultural Services Department Ms. Jaromay introduced this item. Ms. Jaromay transitioned the discussion to Ms. Johnston for further explanation. Ms. Johnston shared a PowerPoint presentation. The goal is for all programs to be incrementally increased over 3 years not more than 5% annually with the exception of a program whose fee is, for example, $2 and it’s being increased to $3. Ms. Johnston stated if, after analysis, a fee is determined to meet the cost recovery then the fee won’t be increased. The Commission discussed this item. Motion by Commissioner Carouba to approve the master fees and charges for services provided by Parks, Recreation and Cultural Services Department. Second by Commissioner Long. Regular Agenda – Discussion Items Receive Presentation from Jacob Neal Regarding a Tennis Complex in Lodi Mr. Neal shared information he has gathered to support a Tennis Complex in Lodi. The Commissioners thanked Mr. Neal for bringing this item. They thanked him for his enthusiasm, passion and desire The Commissioners feel the greater need of the community is finding funding to repair and replace existing facilities within the community or start with an existing court and build a program. They went on to say the City doesn’t have the bandwidth to take on a project of this magnitude at this time. Review Alternative Donor Memorial Opportunities Ms. Jaromay introduced this item. Commissioners brainstormed various options for donor recognition. Ms. Jaromay shared that staff will look into the suggestions, revise the policy and bring it back to the Commissioners. F. Comments and/or Questions on Staff Briefing (Refer to packet reports for additional information) Ms. Jaromay shared that Lodi Lake is beginning to be drained today for Woodbridge Irrigation District’s annual repairs to their equipment. She’s hoping that we receive the final permit for the Lodi Lake Riverbank Restoration Project. Ms. Jaromay shared they’re beginning the Blakely Sports Field and Irrigation Project Ms. Jaromay shared staff is waiting on the 95% completed construction drawings for DeBenedetti Park. Ms. Jaromay shared we have hired a new Recreation Manager, Tyler Ashbaugh. G. Announcements None H. BACKGROUND INFORMATION: At the November 2021 Parks and Recreation Commission meeting, Commissioners accepted a presentation from Deputy City Manager Andrew Keys who provided a presentation on PRCS’ budget including Measure L funding, the mid-year budget process and the City’s overall financial outlook. Commissioners requested staff to share, at a future meeting, what capital projects and funding requests will be made for Fiscal Year 2022/2023. Staff will present a list of anticipated capital projects, positions and other funding requests to be made the coming fiscal year. FUNDING CONSIDERATION OR IMPACT: None Monthly Staff Briefing January 1, 2022 through January 31, 2022 TO: Parks and Recreation Commission FROM: PRCS Staff DATE: March 1, 2022 Next Report: February 1 – 28, 2022 Upcoming Events – MARK YOUR CALENDAR March 18 Family Movie Night – Jumanji April 16 Hoppy Egg-Venture Operational Reports Programs & Services Hutchins Street Square Pool –Lap Swim, Aquatic Fitness Classes, and Open Swim were offered in January. There were 569 participants in total; a 154% increase from the previous month. We experienced pool closures for a couple weeks in December, which significantly impacted our participation numbers. Two hundred eighty patrons participated in Aquatic Fitness Classes in January; a 169% increase from the previous reporting period. Of those participants, 228 used a punch pass, 31 paid the daily entrance fee, and 21 used the SilverSneakers enrollment service through Tivity Health. Lap Swim had 158 participants; 119 participants used a punch-pass and 39 paid the drop-in entrance fee, a 126% increase from the previous period. 131 people participated in open swim; a 162% increase from the last reporting period. Of these participants, 60 used a punch pass and 71 paid the drop-in entrance fee. A total of 16 punch passes were bought in January, a 100% increase from the previous period. Swim Lessons – Swimming lessons had a 30% decrease in participation, with 35 participants; 17 Minnow, 9 Seahorse, 2 Jellyfish, 2 Otter, and 5 Private Lessons. Based on historical data, there is lower enrollment in the December and January months. There is a significant increase in enrollment for the February session. Aquatic Rentals – There was a pool party rental for 50 patrons in January. Field Rentals & Usage – In the month of January there were a total of 2 outside users renting fields. The Grape Bowl users included ASPIRE Ben Holt and Pacific Futbol Club. After School Programs (ASP) - The kids celebrated Valentine’s Day with parties, decorating cookies, making cards for their friends, family, and teachers. Lakewood’s daily attendance numbers are at 13, their roster count is at 22 with punch-pass kids. Larson and Vinewood are at 29 kids daily with 44 on their roster with punch pass kids. Reese had an increase in attendance of 3 children last month, from 20 to 23. ASP attendance varies depending on the severity of the Covid-19 virus and the variants. LUSD Bridge (After School Program) – Sites have slowly begun to show an increase in daily attendance. The lowest attended site, Millswood, has increased its attendance numbers from 28 to 38 kids daily; an increase of 35%. Victor school has 72 kids attending daily; an increase of 24%. The Bridge kids will be starting competitive basketball games. Our ASP Rec Specialist, Jason, will be refereeing the games. The games will be at different sites Tuesdays and Thursdays. The kids are practicing, planning, and strategizing how they can will “all “the games. Spring Camp – Staff are planning arts and crafts, and local walking field trips for this spring’s Camp Fun. We will continue to follow all the CDC guideline to ensure the safety of the campers and staff. The spring camp runs 2 weeks in March; March 14-25 at Hutchins Street Square. HSS Specialty Classes – One hundred and sixty-nine people participated in the special interest, music, performing arts, visual arts, and youth and adult fitness classes for the month of January. Our highest enrollment class was ballet. HSS Rentals and Events – Hutchins Street Square hosted approximately 1,325 visitors throughout the 25 room rentals during the month of January. Events included weddings, baby showers, birthdays, and meetings. Hutchins Street Square also hosted the California Fire Chiefs Association EMS Section Meeting. HSS Theater – On January 20, 2022, the Lodi Community Concert Association (LCCA) brought back their concerts with country music group Taylor Red. There were approximately 170 people in attendance, which included LCCA’s packaged ticket holders and 34 tickets that sold at our HSS Box Office. Adopt-A-Park Program – There are currently five Adopt-A-Park partners supporting the following parks: Henry Glaves, DeBenedetti, Emerson, Lodi Lake and Roget. During the reporting period Monthly Staff Briefing - January 1, 2022 – January 31, 2022 Page 2 of 5 no hours were submitted by the volunteers across those five parks due to inclement weather. The Lodi Garden club will resume their steady work at Lodi Lake on January 11. Lodi Lake Entrance – Four hundred thirty-five people utilized the self-pay station at the Lake. This represents about a 40% decrease over the same period last year. The front entrance booth will once again be staffed on weekends beginning in March. Docent Program – Staff will be hosting a Docent training to current and prospective Docents in March, led by Jay Bell, a long-time Lodi lake docent. The Docents will then be back out on the trail with students beginning in early April. Canada Goose Control - Permits for 2022 have been secured for the department and control activities will begin on March 1, 2022. The majority of the work will take place in April and May during the height of their nesting season. Internal Operations Vandalism –five instances of vandalism were recorded in January. The repairs cost the division $218.74 in labor and materials. Crews spent 4 hours removing graffiti, repairing chain link fencing, and replacing burned up trashcans. Blakely Park was vandalized with graffiti three times in January. Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People clean-up program, which has 7 active volunteers. Staff are scheduling an orientation for the next set of potential volunteers. The website has been updated with volunteer forms, and several citizens have reached out regarding the program. Their continued help is greatly appreciated. Activenet/Reservations – There was 1 Picnic Rental in January. HSS Operations –Building Services used 503.75 staffing hours for event setup, cleaning, and maintenance compared to 164 for this time in 2021 and 802 for 2020. Staff finished the sealing and waxing of the rotunda and replaced aisle lights in the theatre with LEDs. Security Lock and Key responded to a request for a site wide re-keying of all exterior doors. After we receive a quote, staff will look at feasibility. Key Capital Projects and Park Maintenance Zupo Field Grandstands – Parks staff completed preliminary drawings to address the replacement of the grandstand seating and press box along with the required ADA improvements. WMB Architects and their structural and electrical engineers are currently working on the final construction documents, specifications and calculations required for bidding and permits. Monthly Staff Briefing - January 1, 2022 – January 31, 2022 Page 3 of 5 Blakely Sport Fields and Irrigation Improvements – The proposed improvements are funded by the State California Youth Soccer and Recreation Development Program along with PRCS Capital. This project was awarded to Emert Construction of Stockton at the December 1, 2021, Council meeting. Total bid was $896,760. Work is scheduled to begin in February 14, 2022. Staff is currently reviewing project submittals. Lodi Lake Riverbank Stabilization Project – The proposed improvements are funded by the State of California through Assemblyman, Jim Cooper. This project has been awarded to ASTA Construction of Rio Vista at the December 1, 2021, Council meeting. Total bid was $541,013. Work is scheduled to begin in February 22, 2022. Northside parking lots and picnic shelter areas will be closed to the public for the duration of the project. • Ball field renovations are 90% completed. Staff is ready for high school and BOBS play at this time. • Soccer preparation continues at the Grape Bowl. • Irrigation systems are currently ON and operating at a 50% rate. • West Coast Arborist has completed tree work at Legion and Blakely. • Staff has removed the Hughes Beach timber picnic shelter that was structurally unsound for public use. • Staff has ordered a replacement slide for Century Meadows Park due to a cracked slide bed due to vandalism. • Staff has ordered two replacement sewer ejector pumps for the Grape Bowl restroom and concession building. One of the two pumps failed during the Band Review event. • Staff has ordered two replacement pool pumps. One for Blakely and the other for Lodi Lake Wading Pool. • Staff has been informed the park benches ordered for the “bench and plaque” donations will not arrive until March 2022. • Staff has ordered replacement hardware for the Peterson restroom to re-install the partition doors. • IT Staff has completed the switch hardware installation to close the loop for the Grape Bowl security cameras. 11 of the 13 cameras are currently operating through IP addresses. IT is working on get licenses for each camera to transmit back to the Police Department. • Staff is putting together information to make major repairs to the Kofu bleachers. This could be a potential service club project. • Staff is working with the Greater Kiwanis Club on future improvements to their shelter area at Lodi Lake to assist with their pancake breakfast operations. • Staff has ordered the new Zupo Field scoreboard donated by the Meehleis and Sinclair Family Foundation through the Lodi BOBS. • Staff is working with the Lodi Lions Clubs on placing additional climbing rocks in the Emerson Tot Lot play area. • Staff will be installing playground Fi-Bar at Villa Fiore Park on February 14. • ICR replaced the hot water heater at the Blakely Swim Complex.
