Minutes of March 1, 2022 Commissioner Mitchell shared his appreciation for the new format of the Commission minutes. Ms. Jaromay went over items that were submitted from PRCS for the budget. After discussion the Commissioners asked Commissioner VanNortwick to draft a statement and send the statement to the Parks, Recreation and Cultural Services Department for distribution to the Commissioners to massage. The Commission will discuss and finalize the statement at the May Commission meeting. Motion by Commissioner VanNortwick that he will draft and submit to the Parks, Recreation and Cultural Services Department a statement to be distributed to the Parks and Recreation Commissioners. She will be representing the City of Lodi. Ms. Jaromay shared that registrations for summer programs will begin on April 28 when the new Activity Guide becomes public. Ms. Jaromay shared that Music in the Park at Hutchins Street Square is returning on May 25. Ms. Jaromay shared that Steep Canyon Rangers will be the first performer of our concert series at Hutchins Street Square. They’ll be performing on May 27. Tickets are on sale. G. In the March 2022 meeting, the Commission accepted a presentation from the Department for anticipated budget submissions including capital projects, new positions and other funding requests such as vehicles and equipment. In the April 2022 meeting, the Commission voted for Commissioner VanNortwick to draft the statement based on the April 2022 meeting discussion, send to the Department for distribution to the Commission, and ultimately review, edit and approve the statement at its May 2022 meeting. The Commission will discuss, edit and approve a joint statement prepared by Commissioner VanNortwick to be read at City Council’s anticipated Shirtsleeve meeting scheduled for May 17, 2022, at 7:00 AM. FUNDING CONSIDERATION OR IMPACT: None To Lodi City Council From Lodi Parks and Rec Commission Re: 2022/23 Budget For PRCS Dear Council Members, As you work to finalize the budget for the 2022/2023 Fiscal year we as a Commission want to remind you of the importance of the City of Lodi Parks System. Parks are a tangible reflection of the quality of life in a community. They provide identity for citizens and are a major factor in the perception of quality of life in a given community. Parks and recreation services are often cited as one of the most important factors in surveys of how livable communities are. Parks provide gathering places for families and social groups, as well as for individuals of all ages and economic status, regardless of their ability to pay for access. Access to parks and recreation opportunities has been strongly linked to reductions in crime and to reduced juvenile delinquency. Parks have a value to communities that transcend the amount of dollars invested or the revenues gained from fees. Parks provide a sense of public pride and cohesion to every community. Unfortunately in Lodi it can be said our parks have been neglected for far too long. We have major problems with deferred maintenance and overdue replacement of outdated play structures for children. We have capital improvements and maintenance on bathrooms and buildings that have been delayed far too long. We do not have enough staff or equipment to maintain our parks. Yet our budgets have been cut and funds withheld year after year. We implore each of you to work to fix this and allocate enough funds to begin to start to make our parks the pride of our community again. We ask that you work with department employees and the commission to devise a plan to replace, renew and repair our parks system starting this year. We need to create capital reserves to replace outdated, worn out or expired facilities, structures and equipment. We need to set aside funds to hire employees, contractors or others to properly maintain and repair our parks. While we applaud the efforts being made this year, a one time infusion of capital improvements will not fix this problem. There were 668 participants in total, an increase of 164 participants in comparison to the previous month. A total of 314 patrons participated in Aquatic Fitness classes during this reporting period, a 48% increase from the previous reporting period. Of those participants, 258 used a punch pass, 36 paid the daily entrance fee, and 20 used the SilverSneakers enrollment service through Tivity Health. Lap Swim had a total of 188 participants, a 15% increase from the previous period. 146 participants used a punch pass and 42 paid the drop-in entrance fee. 166 people participated in open swim in the month of November, a 29% increase from the last reporting period. Of these participants, 74 used a punch pass and 92 paid the drop-in entrance fee. A total of 33 punch passes were purchased during the reporting period, a 38% increase from the previous period. All 33 were Open/Lap Swim Passes, as Fitness Passes were not being sold due to the absence of an Aquatic Fitness Instructor in the briefing period. Swim Lessons – Swim lessons had a 2% increase in participation, with a total of 57 participants. Of these, 24 were in Minnow, 16 in Seahorse, 8 in Jellyfish, 4 in Otter, and 5 Private Lessons. All Swim classes were full in this reporting period. Aquatic Rentals – There were no pool rentals in the month of March. Lifeguard Classes – One lifeguard class was held during the briefing period. There was a total of 9 students in the class. Sports/Field Rentals – In the month of March, there were a total of 5 external users using fields. The Grape Bowl was rented by Pacific Futbol Club for soccer practice. It was also rented by Gridiron Youth Football League and a Refugees Community Services Association for football games. LUSD High Schools used baseball and softball fields including Zupo, Kofu, Chapman, and the Softball Complex for games and practices. The BOBS began using Salas, Kofu, Chapman, and Softball Complex for seasonal play. There are multiple inquiries and reservations scheduled for the months ahead. There were 2 City-ran programs and 2 contracted programs in March. Adult Volleyball has a total of 10 teams with nearly 100 participants. Tot Soccer has a total of 162 participants. Air Attack Flag Football through National Academy of Athletics has a total of 43 participants. Tabotabo Tennis Academy had 11 enrollments in the beginner class and 0 for the advanced class. HSS Specialty Classes – 101 participated in the special interest, music, performing arts, visual arts, and youth and adult fitness during the current reporting period. With our Summer classes opening for registration soon, we are projecting more participation. This report will compare the current reporting period to the prior reporting period. In March, the Arts/ Education classes had 22 participants compared to 18. Ballet Arts had 50 participants compared to 56 participants. For Dance, there were 26 participants compared to 25 participants. Specialty /Enrichment had 1 participant compared to 1. The Fitness class had 3 participants compared to 1. In total, participant enrollment was about the same compared to the past reporting period. Adopt-A-Park Program – The Parks Department currently has five Adopt-A-Park partners supporting the following parks: Henry Glaves, DeBenedetti, Emerson, Lodi Lake and Roget. During the reporting period, 12 hours were worked by 7 volunteers across those five parks. Their tasks include, but are not limited to, litter removal, planting and fertilizing plants, spreading mulch and pulling weeds. HSS Rentals and Events – Hutchins Street Square hosted approximately 3,950 visitors throughout the 30 room rentals during the month of March. Events included crab feeds, trainings, and weddings. Monthly Staff Briefing - March 1, 2022 – March 31, 2022 Page 2 of 6 HSS Theater – On March 18, 2022, Hutchins Street Square presented the Squareflix Movie “Jumanji – Welcome to the Jungle.” There were 4 tickets sold for this event and one ‘package ticket’ that is for up to 6 people. On March 27, 2022, the Lodi Community Concert Association presented the music group “Branden and James.” There were approximately 250 people in attendance. This included LCCA’s packaged ticket holders and 26 tickets that were sold in house at Hutchins. After School Programs (ASP) - There are 35 school days left in this school year! The attendance numbers have increase from this time last year. Last year in April we had 57 kids enrolled in all 4 ASP sites. This year we have 149 enrolled in 4 sites. That is a 161% increase! Spring Break Camp - 74 campers enrolled in this year’s Spring Break Camp! Last Spring, we had a total of 22, that is an increase of 236%. The Pandemic played a big part in our attendance numbers being down so low last Spring. The kids tie dyed t-shirts, had root beer floats, and swam every day. LUSD Bridge (After School Program) –The Bridge kids will be starting their end of the year testing, more minimum days for teacher planning and doing report cards. Bridge staff will be busy planning the end of the year festivities. Lodi Lake Entrance -During the reporting period we had 404 people utilize the self-pay station at the Lake. This represents about a 27% increase over the same time period last year. The front entrance booth is now staffed on weekends as the weather has warmed and we are starting to see more visitors. We had 1,489 vehicles come through while the gate was staffed this month. That is a 40% decrease over the same time period last year. We also sold 95 season passes in the last month. Docent Program - So far this spring we have led 4 Lodi Unified School District classes through the nature area with volunteer docents. Ten more classes are booked and continue to get more requests coming in. The Docents will also begin opening the Discovery Center to the public on Saturdays from 10am-2pm. Canada Goose Control - Control activities have started and staff will continue to treat nests and eggs of Canada Geese for the duration of the nesting season. Hazing will then begin to help lower the resident population before the molting season starts in June. Internal Operations Vandalism – During the reporting period there were no recorded instances of vandalism. Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People clean-up program, which has 7 active volunteers. Staff are scheduling an orientation for the next set of potential volunteers. The website has been updated with volunteer forms, and several citizens have reached out regarding the program. Their continued help is greatly appreciated. Activenet/Reservations – There were 29 rentals during this time and in 2021 we had 13. Monthly Staff Briefing - March 1, 2022 – March 31, 2022 Page 3 of 6 HSS Operations – During this reporting period Building Services used 581 hours for event setup, cleaning, and maintenance compared to 174 for this time in 2021 and 755 for 2020. Maintenance continues to work on small projects including repairing and painting of the Holz and Kirst Hall walls. The re-keying of all exterior doors here at Hutchins Street Square was quoted by Security Lock and Key at almost $13,000. Key Capital Projects and Park Maintenance Zupo Field Grandstands – Park staff has completed our preliminary drawings to address the replacement of the grandstand seating and press box along with the required ADA improvements. WMB Architects and their structural and electrical engineers are currently working on the final construction documents, specifications and calculations required for bidding and permits. Blakely Sports Fields and Irrigation Improvements – The proposed improvements are funded by the State of California Youth Soccer and Recreation Development Program along with PRCS Capital. This project was awarded to Emert Construction of Stockton at the December 1, 2021, Council meeting. Total bid was $896,760. Work is scheduled to begin in March 16, 2022. Staff is currently reviewing project submittals. Lodi Lake Riverbank Stabilization Project – The proposed improvements are funded by the State of California through Assemblyman, Jim Cooper. This project has been awarded to ASTA Construction of Rio Vista was awarded at the December 1, 2021, Council meeting. Total bid was $541,013. Work began on February 22, 2022, rock work was completed on March 55, 2022, and imported soil, compaction and grading was completed on March 9, 2022. Landscaping improvements (trees, hydro-seeding and irrigation) began on March 14, 2022. Work is scheduled to be completed March 31, 2022. Warranty work will be taking place on the hydro-seeded turf areas through the month of May. Grape Bowl Turf Replacement Improvements – The proposed improvements are funded with PRCS Capital. This project was approved and awarded to FieldTurf through a CMAS contract, total bid $760,000. Staff has completed the Service Purchase Order and is waiting for insurance approval. Staff will be scheduling a pre-construction meeting for late March, first part of April. Work will begin in April and be completed by the end of July, 2022. • Ball field renovation are completed. Staff is ready for high school and BOBS play. BOBS Opening Day is scheduled for March 19. • Soccer continues at the Grape Bowl. Play will end once the field replacement work begins. • Irrigation systems are currently ON and operating at a 75% rate. • West Coast Arborist has completed tree work at Vinewood, Henry Glaves and Lodi Lake. WCA will be moving onto Salas Park prior to the start of the BOBS program starting. • Staff has ordered a replacement slide for Century Meadows Park. Cracked slide-bed due to vandalism. • Staff has received (2) replacement sewer ejector pumps for the Grape Bowl restroom and concession building. The trash basket is on back-order. All new equipment will be installed by Public Works W/WW staff once all the items are received. • Staff has received (2) replacement pool pumps. One for Blakely and the other for Lodi Lake Wading Pool. Staff will be installing prior to the start of swim season. • Staff has been informed the park benches ordered for the “bench and plaque” donations will not arrive until March 2022. Staff needs to schedule this work. • (3) Rotary Clubs completed 2 of 3 sections of bleacher plank replacement at Kofu Park on March 5th. The Rotary Clubs will return on Love Lodi Day, April 30th to complete the last bleacher section. • Staff is working with the Greater Kiwanis Club on improvements to their shelter area at Lodi Lake. Work is scheduled for March 17 through March 20. • Staff has ordered the New Zupo Field Scoreboard donated by the Meehleis and Sinclair Family Foundation through the Lodi BOBS. New equipment is scheduled to arrive late April – early May. • Staff is working with the Lodi Lions Clubs on placing additional climbing rocks in the Emerson Tot Lot play area. • Staff is assisting Tree Lodi with prep-work for the April 2 Arbor Day event scheduled for DeBenedetti Park. • Staff assisted Lodi PD with a homeless cleanup on March 10 at the Softball Complex. • Staff is assisting with irrigation repairs and replacement at Lodi Lake for the Bank Restoration project areas. • Benton Fencing will be at Salas Park marking fencing repairs for the ball fields. • Staff is working on 4th of July event items; temp fencing, port-a-pots, additional dumpsters and scheduling of staff. • Love Lodi Day is scheduled for Saturday, April 30; PRCS Project – Playground Fi-Bar installation @ Hutchins Street Square, Henry Glaves and Van Buskirk; Decomposed Granite @ the Kofu Park Flag Pole area and Ivy removal @ Emerson Park. • Parks staff worked with PD to completed a homeless clean up at the Softball Complex; totaling 10- man hours.
