MEETING MINUTES LODI PARKS AND RECREATION COMMISSION TUESDAY, OCTOBER 4, 2022 6:05 PM MEETING A. Regular Agenda – Discussion Items Discuss Sports Programs Offered by the City of Lodi Ms. Johnston shared a PowerPoint presentation with the Commission on sports offered by Parks & Recreation. Councilmember Khan, District 4 – Councilmember Khan has spoken with Christina and Steve Schwabauer regarding setting up a Sports Commission. Councilmember Khan doesn’t feel we need a Sports Commission after seeing Ms. Johnston’s presentation. Councilmember Khan asked if we could obtain grants to get lights at the new basketball courts. Commissioner Carouba stated we could have as much as you want to fund us. Commissioner Carouba shared that Parks & Recreation doesn’t own any indoor sports facilities. Ms. Jaromay stated where the basketball courts where, it lent itself to more light. Ms. Jaromay also shared that staff is not working on cricket lighting at DeBenedetti. Instead they’re working on the Lodi Lake southside project. Commissioner Erickson asked Commissioner Khan is his concern is whether we don’t have enough programs for the youth. Commissioner Khan is interested in having programs where youth can progress to national league teams. Commissioner Khan asked if the Commission thinks there should be a Sports Commission. Commissioner Erickson stated we should build facilities first and then these programs will come. Commissioner Carouba stated there isn’t a culture in Lodi to support youth sports. Commissioner Erickson discussed the skate park. She feels this is an area where the City can improve. F. Comments and/or Questions on Staff Briefing (Refer to packet reports for additional information) Commissioner Mitchell would like to see bigger acts at Hutchins Street Square that would attract wider audiences. He would like to see more effort put into these events. Ms. Jaromay shared Patice Yee Green is still working on possible bigger acts. Ms. Johnston stated renters are currently using the theatre and Patice is working on the 2023 line-up. Ms. Erickson feels the Wednesday night event is a great event and maybe we could increase this event. Commissioner Erickson asked how Parks & Recreation are involved in the two art installations. Ms. Jaromay shared the Arts Commission will coordinate selecting the artists, art pieces, and the installation. Commissioner Carouba explained where the monies are coming from for the art installations. Commissioner Erickson asked about playground replacements. She asked if the Commission is going to have a chance for input. She would like to see inclusive water playgrounds. There was discussion of this topic with those present. Commissioner Carouba suggested scheduling a presentation by Steve Virrey on this subject. Commissioner Erickson asked when staff is going to address the old pool at Blakely Park. She suggested a splash pad be installed. Commissioner Erickson brought up volunteer coaches and shared that parents aren’t interest in putting their kids in Parks & Recreation programs. Commissioner Carouba suggested having those parents’ coach. Commissioner Mitchell feels it’s a circular thing where kids are getting priced out of sports now. Commissioner Carouba discussed the buffer walking trail by Blue Shield which is coming due on 1/13/23. Mr. Jaromay shared she was able to hire an Administrative Analyst. She hired Shawnie Tate. FUNDING CONSIDERATION OR IMPACT: None Monthly Staff Briefing September 1 - November 30, 2022 TO: Parks and Recreation Commission FROM: PRCS Staff DATE: January 9, 2023 Next Report: December 1 - 31, 2022 Upcoming Events – MARK YOUR CALENDAR Feb 25 Family Movie Double Feature: Frozen Sing-a-long at 1:00 pm and Incredibles 2 at 3:30pm, Hutchins Street Square Mar 3 Lodi Youth Commission Casino Night, Hutchins Street Square Operational Reports Community-wide Special Events Taco Truck Cook-Off – On September 10, Lodi Arts Commission and Lodi Arts Foundation, in partnership with PRCS, held its 11th annual Taco Truck Cook-Off. The event was held in Hale Park with over 1,000 people attending throughout the event. Celebrating Mexican food and culture, seven taco trucks competed for the Judges Choice Award and the People’s Choice Award. Performing were Azteca and Folklorico dancers and a Mariachi band. For the children there were two art booths and a balloon artist. The beer garden was very popular and the new taco eating contest was a fan favorite this year. Aquatics Hutchins Street Square Pool - During the month of November 2022, we offered Lap Swim, Aquatic Fitness Classes, and Open Swim as drop in programs. There were 567 participants in total, 16% less than participants from the previous month. A total of 394 patrons participated in Aquatic Fitness Classes during this reporting period, the exact amount from the previous reporting period. Of those participants, 270 used a punch pass, 25 paid the daily entrance fee, and 99 used the SilverSneakers enrollment service through Tivity Health. Lap Swim had a total of 103 participants, a 26% decrease from the previous period. 103 participants used a punch pass and 15 paid the drop-in entrance fee. 70 people participated in open swim in the month of November, a 35% decrease from the last reporting period. Of these participants, 24 used a punch pass and 46 paid the drop-in entrance fee. A total of 25 punch passes were purchased during the reporting period, a 32% decrease from the previous period. 13 were Open/Lap Swim Passes and 12 were Water Fitness Passes. Swim Lessons – Swimming lessons had a total of 68 Participants, 16% less than the previous reporting period. Of these, 15 were in Minnow, 20 in Seahorse, 12 in Jellyfish, 5 in Otter, and 5 Private Lessons. All Swimming classes were full in this reporting period with the exception of level 1. Aquatic Rentals – There were 4 pool rentals during the reporting period, a total of 150 guests. Hutchins Street Square Events HSS Rentals and Events – The last concert of the season included “The Femmes of Rock.” The Femmes of Rock raised the roof with their high-energy, string rock-n-roll music by the Bellas. The show ended the 2022 Hutchins Street Square Concert Series after a 2-year hiatus. Stay tuned for more exciting things to come from the Hutchins Street Square this winter/spring including family movies, interactive live productions and new musical performances. HSS Specialty Classes – 170 students participated in the special interest, music, performing arts, visual arts, and youth and adult fitness during the current reporting period. Arts/ Education – 0 participants compared to 0 participants in October Ballet Arts – 86 participants compared to 79 participants in October Dance – 26 participants compared to 30 participants in October Specialty /Enrichment – 0 participants compared to 0 in October Fitness – 5 participants compared to 8 participants in October Recreation Programming Field Rentals – In the month of November, there were two City-run programs and one contracted program. There was a total of seven external users renting our sport facilities. Fall Adult Softball had their Playoff and Championship Games. All leagues were full, totaling 24 teams and roughly 250 participants. Winners of the Leagues were Finance of America, Lodiville Chuggers, Fit Squad, and Tailgaters. Junior Basketball started in November. All three leagues are full with a total of 18 teams and 190 participants. Due to limited space it is hard to expand, but we were able to accommodate about 10 more children giving us about a 5% increase. Last, we had a 3-day Flag Football Camp run by National Academy of Athletics. We had a total of 19 participants. Baseball/softball and basin fields are closed for the winter season. All 7 of the external users used the Grape Bowl. We had 3 soccer groups (Union Soccer, Aspire Ben Holt Academy, and BOBS All Stars Monthly Staff Briefing – September 1 - November 30, 2022 Page 2 of 6 Soccer). We had 3 football groups (Antioch Jr. Panthers Youth Football, Gridiron Youth Football, and RCSA Flag Football). LUSD used the Grape Bowl for their Annual Grape Bowl Classic event. Youth Programming After School Programs (ASP) - ASP is now free to the parents who need after school services full time, which is 5 days a week. The parents must commit to have their child attend 5 days a week and miss less than 5 days per month to keep their ASP services. PRCS Punch Pass Program is for the parents who only need 1-3 days of after school care. In the last 3 months, we have maintained our goal of 60 full time children per month at all 4 ASP sites. Here are the enrollment numbers for each ASP site: • Larson- 67 full time children and 50 kids on the wait list/ Punch Pass kids 8 • Lakewood- 65 full time children and 7 kids on the wait list/ Punch pass kids 4 • Reese- 68 full time children and 28 kids on the wait list/ Punch pass kids 5 • Vinewood- 68 children enrolled and 18 kids on the wait list/Punch pass kids 9 Punch Pass kids are not included in these counts, but there is room for 10 kids at each site. We invoice LUSD for reimbursement for all ASP programs. LUSD Bridge (After School Program) – Our 6 LUSD Bridge sites are Heritage, Lawrence, Woodbridge, Washington, Victor, and Houston. The goal of attendance for each of those sites are to have 75 kids attend daily. They can be full time or part time. The LUSD staff is in charge of enrolling and handing the daily attendance reporting. We are just the support staff to maintain safe ratios, which are 1:20. We invoice LUSD for staff services, supplies, and trainings. Fall Camp - The Fall Camp dates were October 3-14 2022. The first week we had 11 campers. The second week we had 22 campers. I believe our numbers were low due to LUSD running a free extended week of school at 3 locations from 7am to 6pm. The kids that attended the camp for both weeks had fun swimming daily, went to the Tuesday movie matinees, and had a large assortment of arts and crafts, games, and outdoor play with plenty of fresh air. They had a mask making craft and then a parade, and pizza to end week 1. Week 2, they made costumes, had a parade and they had an ice cream treat to end the fall camp on a sweet note. PigSkin – The Lodi Youth Commission hosted its annual PigSkin semi-formal dance for Lodi teens November 12, 2022, at Hutchins Street Square. This year’s theme, “Enchanted Forest” was picked and designed by the Commissioners who also decorated and cleaned up the event with numerous adult commissioners and volunteers. The event nearly sold out during its pre-event bid sales on October 24, 2022. The event sold out with 1,000 teens in attendance. Lodi Lake Lodi Lake Entrance - During the reporting period we had 413 people utilize the self- pay station at the Lake. This represents about a 4% decrease over the same time period last year. We had 2,207 vehicles came through while the gate was staffed this month. That is a 17% increase over the same time period last year. We also sold 2 season passes in the last month. That is a 33% decrease over the same time period last year. Monthly Staff Briefing – September 1 - November 30, 2022 Page 3 of 6 Docent Program - We are planning programs for the winter and spring to include Winter Walk in the Woods and our Tots on the Trail program for the little ones. We are also working on our main offering, which is school tours. We are working with schools and teachers to facilitate grade specific nature tours. Geese management/Water quality - Geese control activities have ended for 2022. Our program of egg addling, nest destruction, and hazing continue to have an impact on the water quality at the park. The 2022 season at the beach saw no closures due to water quality issues. Lodi Lake Events - This year we had our annual Scarecrow contest. We had a total of 15 sign ups. The Scarecrow contest went great and it was awesome that a lot of City departments participated. For next year we would like to strive to have more of the community join in on the fun. Internal Operations Vandalism – During the reporting period there were nine instances of vandalism. The repairs cost the division $923.08 in labor and materials. Our crews spent 16 hours removing graffiti, repairing chain link fencing, replacing sprinkler heads and repairing wooden fences. A repeat offender continues to cut the locks off the south side men’s restroom at Lodi Lake, and even cut the bars on the gate. Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People clean-up program, which has 7 active volunteers. Staff are scheduling an orientation for the next set of potential volunteers. The website has been updated with volunteer forms, and several citizens have reached out regarding the program. Their continued help is greatly appreciated. ActiveNet/Reservations – There were 9 park rentals during November 2022. During this same time in 2021 we had 15 park rentals. Adopt-A-Park Program – The Parks Department currently has five Adopt-A-Park partners supporting the following parks: Henry Glaves, DeBenedetti, Emerson, Lodi Lake and Roget. During the reporting period 36 hours were worked by 16 volunteers across those five parks. Their tasks include, but are not limited to, litter removal, planting and fertilizing plants, spreading mulch and pulling weeds. HSS Operations – Building Services Supervisor, Bob Gerhauser, retired December 2, 2022. The department is currently recruiting for his replacement. Key Capital Projects and Park Maintenance Zupo Field Grandstands – WMB Architects and their civil, structural and electrical engineers have completed the final construction documents for the Phase I Fire Restoration Renovations. Revised working drawings have been combined with staff’s drawing package and the plans have been resubmitted to the Building Department for review, and permitting. Construction documents will be sent to the insurance company to determine their financial support towards the project. Peterson Park Tennis Court(s) Resurfacing – This project has gone back to Council to approve plans, specifications and authorize staff to re-bid the project. The court improvements bids will be opened on November 30. This project is funded with 2022-2023 Parks Capital. Beckman “Small” Dog Park Area – Emert Construction of Stockton, CA, started work on October 24 and the new work is 80% completed. Emert is waiting on the delivery of the drinking fountain, park benches, Monthly Staff Briefing – September 1 - November 30, 2022 Page 4 of 6 and doggie-pot dispenser. All concrete work, fencing, grading and hydro-seeding work has been completed. These improvements are funded with 2022-2023 Parks Capital. Hale Parking Lot Reconstruction - This project is currently out to bid with the bid opening scheduled for December 14. The work includes replacing approximately 8,000 square feet of parking lot pavement, constructing a driveway approach, installing two handicap-accessible parking stalls, replacing miscellaneous concrete, and other incidentals and related work. These improvements are funded with CDBG Funds. • Ball fields are up and running for BOBS, Adult League and facility rental play. • Irrigation watering schedules are all off. • Mowing operations are in full swing. • Staff is working on various irrigation repairs at all park facilities. • West Coast Arborist completed tree pruning operations at Hale Park, Beckman Park, Lodi Lake, Grape Bowl and Zupo Field. • Staff has completed ALL bench and plaque donation projects. The bench and plaque donation program is on hold pending Parks and Recreation Commission future discussion. • Kofu Skate Park – Two local residents will be assisting with making repairs to the ramps. • Staff is working with the local Rotary Club’s on the RV Rotary Shelter re-roofing improvements and dry-rot repairs. • Environmental testing of the three Parks structures (Softball Complex Concession Bldg., Lodi Look After School Bldg., and Lawrence Restroom) has been performed. Asbestos and lead paint testing is part of the process to obtain the demolition permits. • The NEW John Deere Compact Utility Tractor/Backhoe has been ordered and is due to arrive late December, first-part of January. This purchase is part of the One-Time Funding. • Staff is still looking for the second work truck that was funded during the mid-year budget adjustments. • Staff received a $10,337 materials and labor cost proposal from Daktronics for repairs to the Grape Bowl sound system equipment. • Staff received a $12,900 materials and labor cost proposal from Musco Sports Lighting for repairs to the Kofu Skate Park lighting system equipment. • Staff has been working on updating ADA Transition Plan information for Community Development. • Staff will be assisting Lodi PD K9 Team with installing a water source and electrical outlets for their needs in their training area at Lawrence Park. • Staff is working on State Reimbursement paper work for the Blakely Park Improvements.
