Action Items Prioritize PRCS Projects for Possible One-Time General Fund Surplus Funding and Recommend Priorities to Council Ms. Jaromay introduced this item. Council will see this item in August. There’s $7M for the whole city. Ms. Jaromay has been asked to do a skate park presentation to Council at the June 21 meeting. Jeff Kirst, 1930 Tienda Dr., Suite 204, Lodi – Mr. Kirst is representing the Hutchins Street Square Foundation as it’s President. Daphne Felde was also in attendance as the Vice President. Mr. Kirst and Ms. Felde advocated for the following projects for Hutchins Street Square: • Roof Project – Current roof is 25 years old • Parking Lot • Interior Improvements (Paint, carpet or carpet cleaning, removal of items on the walls) • The Foundation has offered to help with the smaller items Kurt Anderson, President – BOBS – Mr. Anderson thanked the Commission for what they do. Mr. Anderson advocated for the following projects: • New and updated lights at Salas Park • Mr. Virrey shared that 9 poles were installed with 13 more to go. MUSCO lighting is already at the poles. There is a plan to upgrade the lights to LED’s. The Commission discussed the list of projects submitted. Commissioner Mitchell recommended skipping item #1 and doing items 2 – 5. There was additional discussion about the projects. Motion by Commissioner VanNortwick recommending list excluding items #1- #3, Skate Park, #15 and #20. Commissioner Long Commissioner Erickson. She recommends security at Lodi Lake in the evenings. Commissioner Long had a question about Public Works Director Charlie Swimley’s statement from the May 16, 2023, Commission meeting regarding selling dirt from Pixley Park. Commissioner Long feels any money from the sale of dirt should go to PRCS. G. Announcements NONE H. The term of office of the Chairperson and Vice Chairperson shall be one year and until the election of his or her successor. The terms of office for all members of the Commission shall be deemed to run from July 1 of each year. The Commission shall elect its Chairperson and Vice Chairperson to serve through June 30, 2024. BACKGROUND INFORMATION: The City Council at their regular meeting on May 3, 2023, approved $225,000 of CDBG (Community Development Block Grant) funds for park improvements at Hale Park. The scope of work shall include removal and replacement of existing deteriorating chain link fencing and resurfacing of the existing sports courts with new acrylic sports court surfacing. Staff proposes to eliminate one (1) modified size full basketball court and hoop standards for a new 41’x66’ 3 vs. 3 mini soccer court with permanent soccer goals; also remove the modified size half basketball court and hoop stand for a new pickleball court with a permanent net and stanchions. Of these, 323 attended Fitness Classes, 436 Open Swim, and 110 attended Lap Swim. 40 punch pass cards were purchased. A total of 228 patrons checked in via a Health Program. Swim Lessons - Swim lessons saw a total of 198 participants. 100 registered for session 1 and 98 registered for session 2. Lifeguard Course & Jr Lifeguard Camp - A lifeguard course was held in June. Seven participants registered, of which 3 passed the course. Three participants registered for the Jr Lifeguard Camp in June. Enze Pool - A total of 292 people attended the Enze Pool in June. Open/Community Swim participants totaled 254. Lap swim participants totaled 38. SNAP was not taken account for in June. Lodi Lake Beach - A total of 3,622 people visited Lodi Lake Beach in June. The total patrons attending Free Swim Friday on June 9, was 179. There were 787people attending on July 4th, over 100 more people than last year. Rentals - A total of three rentals took place in the month of June. Two at the Beach, and one at Hutchins Street Square Pool. Hutchins Street Square Events Music in the Park – On June 28, Hutchins Street Square hosted Music in the Park with Georgetowne. The weather was very nice that day and approximately 700 people came out including lots of families with kids. HSS Rentals and Events – Hutchins Street Square hosted approximately 6,118 visitors throughout the 63 room rentals during the month of June. Theatre Rentals – In June of 2023 there three rentals at the Charlene Powers Lange Theatre. These rentals were all multi-show dance recitals. There were over 3,200 people in attendance for the shows. Monthly Staff Briefing – June 1-30, 2023 Page 2 of 7 Recreation Programming Summer Sport Camps - In the month of June, a total of 35 participants enrolled into the National Academy of Athletics Sport camps. Sport camps included volleyball, soccer, and All Sorts of Sports. A total of 32 participants enrolled in tennis camps. Adult Sports - Adult Summer Softball started in June. We have a total of 23 teams which is one more than last season. A total of nine participants enrolled into Adult tennis. Sports Field Rentals - In the month of June, there was a total of nine external users renting our sport facilities. Baseball and softball field users consisted of BOBS, Junior Giants, Lodi JACL Baseball Club, and Big Valley Seniors. Grape Bowl users consisted of LUSD, Pacific Futbol Club, Union soccer, and NorCal Lions Football. Beckman Park cricket pitches are used every weekend by Lodi Cricket Club. HSS Specialty Classes - A total of 94 students participated in Specialty Classes during the reporting period, compared to 146 participants from the previous reporting period. • Arts and Education classes had zero total participants, two less than the previous period. • Ballet Arts had more students compared to the previous report, with a total of 33 participants. • Dance has 29 total participants, 10 less than the previous report. • Specialty ad Enrichments classes had 26 participants, because of the Island Kids day camp. • Adult Fitness gained one participant compared to last period, with a total of six participants. Youth Programming PRCS After School Programs (ASP) - Enrollments for Larson and Vinewood ASP sites are full with 70+ ELOP kids, 10 ASP Fee Based participants. We are currently working off the waitlist to fill the last few remaining ASP Fee and Free spots we have opened at Lakewood and Reese. Each ASP site will have 90 children enrolled for the new school year. LUSD Bridge – Bridge sites for the 2023-24 school year are Houston, Victor, and Heritage. We will be fully staffed and ready to go for the first day of school which is August 1. There will be training and orientation for staff on July 28 and July 31. It will be a very busy and fast school year. Each Bridge site hopes to have 85 kids enrolled in the program. Summer Camps - Summer Blast and Outdoor Adventure camps end July 28. Summer Blast had 45 to 51 kids daily and Outdoor Adventure had 16 to 25 kids daily. It was a very busy summer. The kids enjoyed their time at Summer Blast and the Outdoor Adventure kids had a great time kayaking. Monthly Staff Briefing – June 1-30, 2023 Page 3 of 7 We took the kids on 2 field trips. We went to Roseville Sun Splash and Discovery Kingdom in Vallejo. Fun in the sun! Outdoor Equity Grant (OEG) Camp - The Outdoor Equity Grant camp started June 26 and ran through July 28. We had 25-29 kids enrolled weekly. The kids ranged in age from 12 to 14. They swam at the lake and Enzi pool, kayaked down the river with Headwaters Kayak, and went on two field trips. They had a large variety of activities from knot tying to making very cool twinkle lit string crafts. Parents are already inquiring about the Fall camp coming up! OEG Camp was a hit. Lodi Youth Commission- LYC - The Youth Commission board still has one seat available with one applicant for the vacant seat. We have one applicant for the adult advisor seat. In our summer meetings, we began planning the Pigskin Formal, which will be November 18, and the theme will be “Under the Sea”. The Youth Commissioners talked about adding a Sadie Hawkins dance and they are looking at dates. They discussed the Community Service projects for this new school year. They are looking at the Yard Fairies and the Kofu Project again. It will be a very busy school year indeed for all of us! Lodi Lake Lodi Lake Entrance - During the reporting period we had 574 people utilize the self-pay station at the Lake. This represents about a 42% decrease over the same time period last year. We had 6,628 vehicles come through while the gate was staffed this month. That is a 29% increase over the same time period last year. We also sold 61 season passes in the last month. That is a 5% increase over the same time period last year. Discovery Center - We opened the Discovery Center this month during weekends and also on Thursday’s for the Tot’s on The Trails program. A total of 65 people visited the Discovery Center. We will be opening more dates for the Tot’s on The Trails program for the fall season. River Tours - During the reporting period we took 26 passengers out on the boat. Due to water conditions we didn’t start operating the boat for river tours until mid-June. We will be continuing river tours through the next few summer and fall months. Internal Operations Vandalism – During the reporting period, there were no recorded instances of vandalism. Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People clean-up program, which has seven active volunteers. Staff are scheduling an orientation for the next set of potential volunteers. The website has been updated with volunteer forms, and several citizens have reached out regarding the program. Their continued help is greatly appreciated. Monthly Staff Briefing – June 1-30, 2023 Page 4 of 7 ActiveNet/Reservations – There were 67 picnic shelter rentals in June 2022 and 60 picnic shelter rentals in June 2023 Adopt-A-Park Program – The Parks Department currently has five Adopt-A-Park partners supporting the following parks: Henry Glaves, DeBenedetti, Emerson, Lodi Lake and Roget. During the reporting period, 12 volunteers worked 28 hours across those five parks. Their tasks include, but are not limited to, litter removal, planting and fertilizing plants, spreading mulch and pulling weeds. Key Capital Projects and Park Maintenance Zupo Field Grandstands – Council awarded this project to AM Stephens Construction of Lodi at their May 3 regular meeting - $4,054,030.59. Work is scheduled to begin May 30. The project is 240 calendar days which takes us up to the start of the 2024 high school baseball season. Staff is currently working on a marketing plan for seating sponsorships and other facility donations to assist with future facility improvements. Peterson Park Tennis Court(s) Resurfacing – Vintage Contractors of San Francisco will start work June 5, 2023. Work is scheduled for 25 working days. This project is funded with 2022- 2023 Parks Capital. Beckman “Small” Dog Park Area – Emert Construction of Stockton, CA has completed the improvements and Tree Lodi, through a very generous donation from Reichelle Tado, planted 12 trees on Love Lodi Day within the small dog area. Mrs. Tado is also donating an additional park bench to be placed on the concrete slab. Parks staff will install the bench once it is received. Hale Parking Lot Reconstruction – Staff received 12 bids for this project on December 28. The low bidder was Tosted Asphalt of Fresno. Work is scheduled to begin in June and should be completed by August. These improvements are funded with CDBG Funds. Enze Pool – Raising Pool Bottom – Staff received one bid for this project on January 4. The low bidder was Western Water Features of El Dorado Hills - $197,175. The work includes raising one-third of the existing 75-foot-long swimming pool floor by 6 inches to facilitate public recreational swim activities at Enze Pool per public swimming pool code requirements; replace two main drain covers, replace the pool plaster finish, replace the pool depth markers, replace the lane tiles, and add a step approach at the northwest corner of the pool without losing a swimming pool lane. Work is scheduled to begin after Labor Day, 2023. These improvements are funded with Per Capita Funds from the State of California. Salas Parking Lot Reconstruction – Staff received 12 bids for this project. George Reed Construction of Modesto was awarded the contract -- $631,170 at the City Council regular meeting on May 3. The work includes new concrete curbing, pavement, parking lot lighting, and Monthly Staff Briefing – June 1-30, 2023 Page 5 of 7 ADA compliant driveway approaches along Stockton Street. Additionally, this project will convert the existing 13 post top lights to brighter and more energy efficient LED lights. The existing accessible parking stalls will remain in place; however, the striping will be redone with the rest of the parking lot. These improvements are funded with “One-Time” funding from 2022. Work is scheduled to begin June 20, 2023 and the BOBS programs have been notified by staff. • Parks staff, AM Stephens, West Coast Arborist and Benton Fence and Drilling have completed 100% of the storm damage. Beckman, Blakely, Hale, Henry Glaves, Kofu, Lawrence, Legion, Lodi Lake, Peterson, Roget, Salas, Softball Complex, Van Buskirk, Vinewood, and Zupo Field were our park sites with fallen trees. • Staff has assisted with the Fusion Music Event, Lodi Wine Experience (ZinFest), Lodi Beer Festival, and 4th of July. • Ball fields are all open. Zupo Field is CLOSED for construction at the facility. • Irrigation systems are in full operation with daily repairs and adjustments taking place. • Mowing operations are in full swing. • Staff submitted our final reimbursement requests for the Blakely Park Improvements. • Rose Gate II (aka Westgate Park) will be completed June, 2023. • Staff is assisting the Lodi Fire Foundation with the installation of two NEW life jacket stations. • Staff is working with Valley Iron Works to make repairs to the damaged front gate out at Lodi Lake Park. • Staff is working with Benton Fence and Drilling to make fencing repairs to the damaged fencing at Peterson Park and Henry Glaves Park. Sponsorship money to be deposited at the end of the month. Phillip reminded members the cost is $175 per banner. Jason asked that tax ID be put on sponsorship form. CITY COORESPONDENTS – Ashbaugh Sports Field Info: - Infield mix has been spread among both Vinewood fields with some mix leftover. The remaining mix has been added to Kofu field and will be added to all Salas fields before Memorial Weekend. - Salas Parking lot construction will begin June 20th and end in late August - no exact end date has been set yet. - Zupo field refurbishment will begin May 20th and end January 29th. City Info: - Spring Adult Softball is being played on Monday and Tuesday nights at the Softball Complex until May 23. - Summer Adult Softball will begin June 12 and end August 14. - Tot T-Ball season on Saturdays at Peterson, May 6-June 10 from 8:30am-11:30am. - Tot Soccer season on Saturdays at Peterson, July 8-August 12 from 8:30am-11:30am. BOBS/City: - We're continuing to coordinate with Spring Ball scheduling as we approach post season and end of season. - A meeting to be scheduled to discuss field conditions and scheduling for the Soccer program. - Football games have been scheduled for the 2023 season at the Grape Bowl. - Fall Ball schedules will be worked on as we get closer to the season. Field Users: - Lodi High School Baseball is in playoffs for another 1-2 weeks at Zupo field. - Lodi High School Softball is in playoffs for another week at Softball Complex. - Tokay High School Baseball is done for the season at Kofu. - Jr. Giants is looking for field availability like usual in the months of June and July. City, BOBS and Jr. Giants will be coordinating to get them the field space during their program. VI. Registration Timelines Kristina requested she would like a notice prior to registration openings of the different sports. Kurt stated he would try to accommodate her. New Board Member nomination: Drew Enloe Drew Enloe, Farm Yankee coach, was interviewed by Kim and Dawson. Due several incidents on the field and the outcome of the interview, it was recommended to not move forward. Bronze – Wong – NR Phillip reporting Jason and Sara are doing the vast majority of the soccer work and should receive recognition. Jason reporting, soccer has reached over 1000 + signups. 87 teams and 78 kids are currently on the waitlist due to not having enough coaches. Jason handed out the registrations of the 78 kids asking to notify him if any of parents could potentially be soccer coaches. Due to poor field conditions and the cost of repair (88-100K) North DeBendetti will not be used for soccer. Peterson Park will be used instead. There is a concern in regard to parking. 5. Kristina asked if there is a project priority list what needs to be completed as there is other work that needs to be completed at Salas (i.e., bullpens for the various sports). Dewey to develop a project management Excel sheet. Jason reporting, we need 2 new soccer goals for 12 U which would be covered by the registration fees. Phillip will separate baseball and softball after registrations. Baseball and softball official cost will be reviewed and reallocated. Still few envelopes with funds that need to be deposited (soccer reg, insurance reimbursement, board jacket funds, etc) Kim motioned to approve the financial report submitted by Kurt on behalf of Phillip. CITY COORESPONDENTS – Ashbaugh Sports Field Info: City Info: Zupo Construction underway and is anticipated to be completion 1/30 Salas Paving of parking lot projected completion 8/25 with limited usage prior. Tyler to check with the city to see if the North Century area could be used as a temporary parking area. Lighting project, council looking at funding at next month meeting, update to be provided. DeBendetti Phase 2 (concessions, rest rooms, parking lot) to be put up for bid in Oct. Soccer goals need to be moved to Peterson. Goals that were purchased by the city in the past needing replacement. Tyler to check with the city to see if they will be replacing them. Lodi Lake Parking. Impacted by other events, Tyler recommends we look at alternatives for Running Club training. VI. NEW BUSINESS – Anderson Why We Do What We Do” Video VII. OLD BUSINESS – Anderson – NR All Star Trail – Kurt Due to the increasing cost to the organization, parents, and players, exhausting administrative duties/filings, lack of competitiveness, inconvenience having teams/parents going out of town, players starting others sports, Kurt suggested looking at alternative options. Danny reporting this year 10 U softball girls provided an in – house All Star game that was significantly cheaper and very well received by the coaches, players and fans. Dewey also reporting after the game he spoke to some of the parents, and they were extremely happy the season ended on a high note and their daughters got to work and know other players and coaches. Action Item - Dewey to check with 9-10 y.o. Farm coaches and parents to get their input if they are in favor of in-house All Star game in lieu of following the traditional Cal Ripken tournament trial. Running club – Dawson Dawson brought a proposal to start a Running Club. The cost of registration would be $ 80-85 for 6–8- week program. Anticipated dates 11/1 through 1/12/13. Age groups would be broken down to different ages. Group 7-8; 9-10; 11-12; 13-15. Group would meet to 2-3 x per week for 45 minutes to an hr. Anticipated cost of the program would cost between $4,000 to 8,000 which would include race cost, insurance, lake rental, race medals, t-shirts, etc.). It was also discussed to provide a possible fund raiser race at the end of the season. Dawson would chair the group with parents acting as coaches. Dan motioned we provide a running program for the city for 2023. 2nd by Brian. Motion passed. VIII. AGENDA ITEMS – NR IX. COMMITTEE REPORTS: SPORTS COMMITTEE – Kim Kurt repotting 20 coaches ejected this year, 1 in softball. 2 appeals, non-overturned. A. Danny reporting 12 U will be going to Turlock and 14 U to Elk Grove Fall Softball – 4 teams for different levels with all levels full. 13 per team, Baseball – 6 teams for different levels full except for Babe Ruth. Dewey recommending 13 per team (except for Babe Ruth if It doesn’t fill) due kids have extracurricular activities in the Fall. This will allow more players to come off the waiting list. Container break in resulted in loss of tables, 1st Aid Kit and cabinet; BOBS canopy Pete asking to be replaced by BOBS. Cost of new canopy 10 x 10 $800 vs 10 x 15 $1200. Each comes with a 7 yr. warranty. If we go with the 10 x 10 canopy two would need replacing whereas if we go with the 10 x 15, Pete felt we only needed one.
