Adjournment Meeting adjourned at 7:34 p.m.  LODI PARKS AND RECREATION COMMISSION REGULAR MEETING OF DECEMBER 5, 2023 ACTION ITEM D-1 DISCUSS AND PRIORITIZE FUNDING FOR THE 2024 LODI LAKE IMPROVEMENTS PROJECT Notes:  PARKS AND RECREATION COMMISSION COMMUNICATION TO: Lodi Parks and Recreation Commission DATE OF MEETING: December 5, 2023 FROM: The Director's Office SUBJ: Discuss and Prioritize Funding for the 2024 Lodi Lake Improvements Project TYPE ACTION NEEDED: Discuss and Prioritize PREPARED BY: Christina Jaromay, Director RECOMMENDED ACTION: Discuss and prioritize funding for the 2024 Lodi lake Improvements Project BACKGROUND INFORMATION: The 2024 Lodi Lake Improvement Project includes replacement of the south side restroom and playground equipment, the reconstruction of the south east parking lot and access road to Hughes Beach and the north side of the lake, reconstruction of the Hughes Beach shade structure, and construction of a new restroom at the Hughes Beach parking area. The project is currently out to bid with a bid opening date of December 20, 2023. Based on the project estimate, additional funding will be necessary to complete the project as designed. Based on the engineer’s estimate of $3.76M, an additional $740,000 is needed. See Table below. The Commission will be reviewing bid alternates and partially funded PRCS capital projects in order to prioritize and recommend to City Council how to fund the 2024 Lodi Lake Improvements Project deficit. FUNDING CONSIDERATION OR IMPACT: None  Monthly Staff Briefing November 1 - 30, 2023 TO: Parks and Recreation Commission FROM: PRCS Staff DATE: November 28, 2023 Next Report: December 1 - 31, 2023 Upcoming Events – MARK YOUR CALENDAR Dec 3 Winter Wonderland Holiday Boutique, 10am-2pm, Kirst Hall, Hutchins Street Square 11-15 Light Up Lodi Contest  Operational Reports Aquatics Hutchins Street Square Pool - A total of 643 patrons came to the pool in the month of November. This was an expected drop in pool attendance of about 31% due to holidays and colder climate. Of these, 320 attended Fitness Classes, 110 for Open Swim, 11 for SNAP, and 102 attended Lap Swim. 14 punch pass cards were purchased. A total of 150 patrons checked in via a health program. Swim Lessons - Swim lessons saw a total of 63 participants for the month of November. This is 3 less participants than the previous month. Rentals - There were 2 pool rentals of about 50 total guests during the reporting period. Hutchins Street Square Events HSS Rentals and Events - • 19 recurring renter reservations • Camp Hutchins Fall Camp, Cepheid, Lodi Historical, Lodi Rotary • 34 private party/events • CIF Women in Sports • Weddings, birthdays, baptisms, and celebration of life events Administrative Reservations: 29 • 7 marquees • 8 meetings (City use, Committee, etc.) • 14 days of PRCS Fall Camp PRCS Activities/Classes at HSS: 113 • Ballet, ballroom, brick party, and painting Theatre Rental - We had two theatre rentals in November with approximately 210 people in attendance. Femmes of Rock – Starring Bella Electric Strings – On November 17, the concert was performed at Hutchins Street Square in the main theatre. Approximately 415 people were in attendance. Monthly Staff Briefing – November 1 - 30, 2023 Page 2 of 6 Recreation Programming Youth Sports – The Tot Basketball season had a total of 99 players which almost equals the amount of participants from the previous year. A total of 6 participants registered for the youth Tennis program, a 2-participant loss from the October class. Adult Sports - Adult Tennis classes had a total of 3 participants for November compared to 4 from the previous reporting period. The Adult Softball season completed with a total of 22 teams out of 24 available spots. Sports Field Rentals - In the month of November there were a total of 11 external users renting our sport facilities. Baseball and softball fields were rented by BOBS, Linden Legends, Pro Elite Baseball Club, and Nor Cal Bat Busters. Grape Bowl users consisted of LUSD (Lodi High Football & Flag Football), BOBS, Pacific Futbol Club, Lodi United, Union Soccer League, Ben Holt Soccer Teams, and Gridiron Youth Football. Beckman Park cricket pitches were used by Lodi Cricket Club. HSS Specialty Classes – A total of 85 students participated in Specialty Classes during the reporting period, a 27% increase from the October period. • Arts and Education classes had 3 total participants, 7 less than the previous period. • Ballet Arts had more students compared to the previous report, with a total of 62 which is 20 more than the previous month. • Dance classes, other than Ballet, had 15 participants. • Adult Fitness classes had 5 participants during the reporting period. Youth Programming After School Programs (ASP) - All Extended Learning Opportunity-(Elop) ASP sites are still full with 75 students. Each ASP site still has wait lists with over 40 parents waiting to be enrolled into the ELOP ASP Program. At the beginning of each month, we review attendance and most of the time each ASP Site has some movement to bring in new kids off the wait lists. LUSD Bridge – Bridge sites for the 2023-24 school year are Houston, Victor, and Heritage. We are ready for winter and cold weather. The holiday season is approaching fast and there is plenty of party planning ahead. Staff are still fine tuning their skills on group management, sportsmanship, homework, tutoring, and a new specialty class that provides cooking lessons. Winter Camp - We do not hold a Winter Camp. With the holiday season many kids have family to visit, keep them busy, and take care of them. We have tried a Winter Camp before and the attendance was very low. We will have Spring Camp March 18-29, 2024. Monthly Staff Briefing – November 1 - 30, 2023 Page 3 of 6 Outdoor Educational Adventures and Excursions (OEAE) - The OEAE camp will be offering a Spring Camp, from 7am to 6pm. We will have space for 30 kids who live close to Hale Park. Space will be very limited. This Camp is “Free” to middle school age children, ages 12-15 years old. We will offer educational experiences, journaling and self-reflection, fun arts and crafts, self-esteem building, music and dance, hands on science activities, sports, swimming, and field trips to enhance their outdoor experience. This program is funded by the Outdoor Equity Grants Program, created through AB 209 and administered by California State Parks, Office of Grants and Local Services. Lodi Youth Commission (LYC) - The Youth Commission board is made up of 9 high school students and 6 Adult Advisors. Final Pigskin Bid sales were 418. Each bid was for a couple. The Pigskin Fall Ball had 836 participants. It was a success and well attended by many high school students. It was packed with very well-behaved high school students who danced the night away. LYC Volunteers made it very easy to set up and clean up; our volunteers were the Commissioner’s parents, family, friends, and our Advisors brought their friends and family as well. The evening was a magical “Under the Sea” event. The Pigskin next year will be on, November 16, 2024. We are looking forward to it already! Lodi Lake Lodi Lake Entrance - During the reporting period we had 336 people utilize the self-pay station at the Lake. This represents about a 19% decrease over the same time period last year. We had 2,096 vehicles come through while the gate was staffed this month. That is a 21% decrease over the same time period last year. We also sold 1 season pass in the last month. That is a 50% decrease over the same time period last year. Discovery Center - We had a total of 32 people walk through the Discovery Center this month. We have been utilizing the Discovery Center for Tot’s on the Trails activities and will continue to do so throughout November. River Tours - During the reporting period we took 21 passengers out on the boat. We have been scheduling small tours whenever inquired. We plan to do a few tours through the month of November as well. Internal Operations Vandalism – During the reporting period, there were no recorded instances of vandalism. On Saturday, October 28, vandals entered the Lodi Lake maintenance storage area and cut the fuel lines on the Kubota mower and Jacobsen utility vehicle, puncturing the fuel tanks in the process. The cost of these repairs are still unknown, and repairs are ongoing. Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People clean-up program, which has seven active volunteers. Staff are scheduling an orientation for the Monthly Staff Briefing – November 1 - 30, 2023 Page 4 of 6 next set of potential volunteers. The website has been updated with volunteer forms, and several citizens have reached out regarding the program. Their continued help is greatly appreciated. ActiveNet/Reservations – There were 3 picnic shelter rentals in November 2022 vs 6 picnic shelter rentals in November 2023. Hutchins Street Square – We have had an increase in facility usage by 3.2% from last year in the month of November. We will be planting 5 new trees in West Park for a memorial. PoolPak HVAC is up and running on the cooling side. It will take time getting moisture out of room. The roofing project is still moving forward quickly. Key Capital Projects and Park Maintenance Zupo Field Grandstands – Work continues to progress nicely; the masonry work for the dugouts and backstop skirt wall have been completed, wrought iron perimeter site fencing is 90% completed, concrete work continues to be formed and placed, electrical underground work is 60% completed, storm system work is 75% completed. The grandstand footings have been excavated and reinforcement steel has been placed and awaiting inspection for concrete. Sheet pile shoring to stabilize the Grape Bowl southeast roadway remains underway. Electricians will begin switching the lighting over to 208V three phase power from 408V single-phase power, so outages are expected. Work began in May 2023 with a 240-calendar work day schedule. Engineer’s Estimate is $4.3M. Enze Pool – Raising Pool Bottom – Work continues at Enze Pool by Western Water Features of El Dorado Hills. Work includes raising one-third of the existing 75-foot-long swimming pool floor by 6 inches to facilitate public recreational swim activities per public swimming pool code requirements; replace two main drains, associated plumbing and drain covers; work also includes replacement of the pool plaster finish, replace the pool depth markers, and the lane line tiles. Work began September 25, 2023, and is scheduled to be completed at the end of December this year. These improvements are funded with Per Capita Funds from the State of California and a $160,000 transfer from the Salas Parking Lot project. Parks and Public Works Construction Projects: • DeBenedetti Park – Architect’s 100% REVISED construction documents were submitted to the Building Department on October 31, 2023, to begin the plan review to obtain permits for construction • Lodi Lake South Improvements will be on the Council’s agenda to approve, plans, specifications and authorize staff to go out to bid.
