MEETING MINUTES LODI PARKS AND RECREATION COMMISSION THURSDAY, JANUARY 11, 2024 6:00 PM MEETING A. Roll Call Present: Commissioner Bradford, Carouba, VanNortwick, Long, Erickson Absent: None Staff Present: Christina Jaromay, Emerson Yellen, Steve Virrey, Terri Lovell B. Minutes of December 5, 2023 Meeting Motion by Commissioner Long to approve the minutes of the December 5, 2023, meeting. Second by Commissioner Bradford. Comments by the Public, Commission and Staff on Non-Agenda Items Chair Erickson acknowledged Commissioner Bradford. Commissioner Bradford introduced himself. Chair Erickson introduced the new Deputy Director, Emerson Yellen. She shared that Ms. Yellen had joined the Lodi team from Texas. Donna Phillips, 1040 Laurel Ave., Lodi – Ms. Phillips was a member of the Friends of Lodi Lake from 1995-2005. Ms. Phillips is here tonight because she’s interested in what’s happening at Lodi Lake and wants to gather information. D. Action Items NONE E. Regular Agenda – Discussion Items Discussion of Joint Use Agreement (JUA) between the City of Lodi and Lodi Unified School District (LUSD) Ms. Jaromay gave an overview of the Joint Use Agreement JUA. Commissioner Carouba is very disappointed with the current JUA. Commissioner VanNortwick feels the JUA is bad because Parks & Recreation is turning away paying customers for LUSD uses. Ms. Jaromay suggested a subcommittee of Commissioners and PRCS staff look at statistics of the JUA. Chair Erickson asked that the topic be brought back to the Commission to set up the subcommittee. Update on Lodi Lake Improvement Project Ms. Jaromay gave the Commission an overview of what took place with the bid opening for the project and the subsequent Council meeting. Mr. Virrey shared the project could start sooner than the proposed January 18 start date but will depend on permits. Donna Mayo, 1046 Laurel Ave., Lodi – Ms. Mayo appreciated all the information that was given this evening. She would like the City to keep in mind the foot traffic by their home due to the closure. Ms. Mayo asked that the City make sure people don’t have access during the construction. Donna Phillips, 1040 Laurel Ave., Lodi – Ms. Phillips did a drawing for Ms. Jaromay of how she feels the City can fence and secure the lake. Ms. Phillips also discussed some of the challenges that Laurel residents have with Lodi Lake. F. Adjournment Meeting adjourned at 7:20 p.m. LODI PARKS AND RECREATION COMMISSION SPECIAL MEETING OF FEBRUARY 12, 2024 ACTION ITEM D-1 APPOINT COMMISSIONERS TO LODI UNIFIED SCHOOL DISTRICT JOINT USE AGREEMENT SUBCOMMITTEE Notes: PARKS AND RECREATION COMMISSION COMMUNICATION TO: Lodi Parks and Recreation Commission DATE OF MEETING: February 12, 2024 FROM: The Director's Office SUBJ: Appoint Commissioners to Lodi Unified School District Joint Use Agreement Subcommittee TYPE ACTION NEEDED: Action PREPARED BY: Christina Jaromay, Director RECOMMENDED ACTION: Appoint two (2) Commissioners to a subcommittee to analyze the Lodi Unified School District Joint Use Agreement BACKGROUND INFORMATION: The Lodi Parks and Recreation Commission at its January 11, 2024, meeting expressed a desire to create a subcommittee to analyze the Joint Use Agreement between Lodi Unified School District and the City of Lodi, Parks, Recreation and Cultural Services Department for use of facilities. The subcommittee would be comprised of department staff to be determined by the Director and two (2) Parks and Recreation Commissioners to be determined by the Commission Chair. Upon discussion by the Commissioners, Commission Chair shall appoint two (2) Commissioners to participate in the subcommittee. Of these, 336 attended Fitness Classes, 121 Open Swim, and 141 Lap Swim. A total of 233 patrons checked in via a Health Program for either lap swim or a fitness class. 23 punch pass cards were purchased. Swim Lessons – January lessons had 37 participants total and saw higher student advancement in levels. Rentals – Hutchins Street Square Pool saw two rentals in the month of January, with a combined total of 50 guests. Hutchins Street Square Events HSS Rentals and Events – Hutchins Street Square hosted approximately 3,100 visitors throughout the 18 room rentals during the month of January. Theatre Rentals – In January of 2024 there were three rentals the Charlene Powers Lange Theatre. These rentals were all multi-show performances and 1 conference. There were over 4,000 people in attendance for the shows. Special Events - • Movie Day – On January 5, 2024, Squareflix Movies showed the movie “Abominable.” There were around 60 kids and adults in attendance. Afterwards, children were treated to craft and activity time in Crete Hall. Recreation Programming Youth Sports – The Junior Basketball 4-6 Grade League will begin playoffs starting the first week of February and the younger age groups will continue with a couple more regular season games up to mid-February. The Tennis beginner and intermediate programs had low enrollment for January, so a couple students were transferred to February which will begin soon. Adult Sports – Adult Basketball Drop-In began in January for a 10-week program and has a total of 24 participants enrolled. This program is held at the Lodi High School south gymnasium. Sports Field Rentals - In the month of January there were a total of 7 external users renting our sport facilities. Baseball and softball fields were out for conditioned maintenance preparing for the spring season. Monthly Staff Briefing – January 1 - 31, 2024 Page 2 of 7 Grape Bowl users consisted of Lodi High School Soccer Teams, Pacific Futbol Club, Lodi United Futbol Club, Union Soccer League, and Ben Holt Soccer Teams, Venture Academy High School, and Arsenal Soccer. HSS Specialty Classes – A total of 55 students participated in Specialty Classes for January, a 17% decrease from the November report. • Arts and Education classes had 7 total participants, 0 less than the previous period. • Ballet Arts had 28 students compared to the previous report, with a total of 54 participants. • Dance had 17 total participants, 9 less than the previous report. • Adult Fitness with a total of 3 participants, compared to 4 from the previous month. Youth Programming After School Programs (ASP) - The ASP ELOP program is running smoothly. All ASP sites are full. We have capped the wait list at 100 per site. Larson was the first to reach the maximum wait list number. Parents can get on the wait list again in August after we have enrolled kids off the waitlist. The kids have been enjoying indoor play during rainy days. They have arts and crafts, Legos, board game competitions, and have requested some prizes and treats for their Fantastic Fridays. When the weather allows outdoor fun, they stay out as long as they can. I see tetherballs, basketballs, and kickballs flying high in the sky! LUSD Bridge - We are still recruiting staff for all after school programs especially for Bridge sites. Staff College schedules have left us with staffing issues. The Bridge sites are fully staffed. The new staff are learning hands on with group management, group activities, and lesson planning. The kids are very receptive to new staff. They want to get to know the staff and they are very helpful to tell them all the Bridge rules. Spring is just around the corner and they are busy reading, doing their homework, art projects, and hoping for longer outside play. Spring Camp – Spring Camp registration is open. We will hold Spring Camp in the Holz room at Hutchins Street Square. The camp dates are March 18-29. Campers will visit the WOW museum, go to the movies, picnic on the grass for lunch, and indoor swimming. They will try to catch the Story Time at the Library. They will do special projects and research their Community Heroes. Outdoor Equity Grant - We are currently looking for Camp space for the Outdoor Equity Grant Campers. Our options are Hutchins Street Square, the batting cages, and possibly the Lodi Boys and Girls Club gym. I am waiting for a response back from the Lodi Unified School District in hopes of reserving the Needham school cafeteria. No matter what space we get for the OEG campers, they will have lots of fun! I know they will be doing challenging STEM projects, swim at the indoor pool, tie dye t-shirts, card and board game competitions. They enjoy playing Monthly Staff Briefing – January 1 - 31, 2024 Page 3 of 7 Chess. The Campers will go on walking field trips to the Library, go see a movie, and perhaps go bowling! Lodi Youth Commission (LYC) - The LYC’s next event will be the Sadie Hawkins Dance. “Rave the Night” is the theme with black lighting, music, snacks, and glowing kids! The event is February 16, 2024, from 8-11 pm at Hutchins Street Square. Bids will be sold from January 29 to February 16 at the Hutchins Street Square box office, Monday through Friday from 8 am to 7 pm. The price for the Sadie Hawkins bids will be $30 per person or $25 with 2 canned goods. Lodi Lake Lodi Lake Entrance - During this reporting period we had 166 people utilize the self-pay station at the Lake. This is more than double what we had during the same time period a year ago. We sold 41 season passes in the last month. That is a 5% decrease over the same time period last year. Discovery Center - We have several dates in January and February for Tots on the Trail. We will be utilizing the west side of the lake and the Discovery Center for activities once construction begins. The Discovery Center will be open on the weekends beginning in March. River Tours - The boat is currently going through annual inspections and repairs. We anticipate beginning operation in March, weather depending. Internal Operations Vandalism – During the reporting period there were five instances of vandalism. The repairs cost the division $170.48 in labor and materials. Our crews spent 3 hours removing graffiti, repairing chain link fencing, replacing burned up garbage bins and repairing wooden fences. A section of fence was cut at the Parks Corp yard, giving access to an unknown man who stole a scooter that was waiting to be repaired. As of now the scooter has not been recovered, however, Benton Fence has replaced the damaged fence. Adopt-A-Park Program – The Parks Department currently has five Adopt-A-Park partners supporting the following parks: Henry Glaves, DeBenedetti, Emerson, Lodi Lake and Roget. During the reporting period, 11 volunteers worked 20 hours across those five parks. Their tasks include, but are not limited to, litter removal, planting and fertilizing plants, spreading mulch and pulling weeds. Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People clean-up program, which has seven active volunteers. Staff are scheduling an orientation for the next set of potential volunteers. The website has been updated with volunteer forms, and several citizens have reached out regarding the program. Their continued help is greatly appreciated. Monthly Staff Briefing – January 1 - 31, 2024 Page 4 of 7 ActiveNet/Reservations – There were 2 picnic shelter rentals in January 2024 vs 3 picnic shelter rentals in January 2023. Hutchins Street Square – This January we had a total of 1,241 reserved hours for the building compared to 519 reserved hours for January of 23 (10% increase). Our equipment usage has increased 11% from this time last year. Key Capital Projects and Park Maintenance Hutchins Street Square - Roofing is in progress and still have 6-8 weeks until complete. Painting project is about to get underway. Areas getting touched up are east and west hallway off rotunda, Kirst, Crete, Cottage and Pisano. Zupo Field Grandstands – Work continues to progress in between rain storms; all masonry and concrete work has been completed, wrought iron and chain link fencing are 95% completed. We are waiting on electrical cabinets and panels to be delivered to the site for installation. The seating and press box package components are scheduled to arrive from Texas on March 11. Parks and Recreation staff will be meeting with the high school athletic director’s on options of playing games at Kofu or waiting for the work to be fully completed at Zupo. Work began in May, 2023 with a 240 - calendar work day schedule. Engineer’s Estimate is $4.3M. Enze Pool – Raising Pool Bottom – Western Water Features of El Dorado Hills has completed the scope of work which included raising one-third of the existing 75-foot-long swimming pool floor by 6 inches to facilitate public recreational swim activities per public swimming pool code requirements; deck-step entry with hand railings, replacement of the two main drains, associated plumbing and drain covers; replacement of the pool plaster finish, replacement of the pool depth markers, and the lane line tiles. Work began September 25, 2023, and is scheduled to be completed at the end of December this year. These improvements were funded with Per Capita Funds from the State of California and a $160,000 transfer from the Salas Parking Lot project. Playground Site(s) Improvements – Staff received nine bids on January 31. The low bidder for the project is PBM Construction of Rocklin, CA - $1,298,749. The five sites receiving replacement equipment and new surfacing are Peterson Park “East” playground, Katzakian Park, Legion Park, English Oaks Common Park and the Tot Lot at Hale Park. These improvements are funded by 2020-2021 “One-Time” Funds approved by City Council. Demolition of Park Structures – Staff received eight bids on November 29. The low bidder for the project is Soracco Engineering of Lodi, CA - $100,550 plus $20,800 to cover the alternate bid item of the fire damaged playground area at Lawrence Park. Pre-construction meeting is scheduled for February 7, work should be completed by the end of March weather pending. These improvements are funded by 2020-2021 “One-Time” Funds approved by City Council. Monthly Staff Briefing – January 1 - 31, 2024 Page 5 of 7 Lodi Lake Box Culvert Improvements - Staff received bids on November 15. The low bidder for the project is Consolidated Engineering, Inc of Valley Springs, CA - $148,500. These improvements are funded by 2020-2021 “One-Time” Funds approved by City Council. Lodi Lake Southside and Hughes Beach Improvements – Staff received on December 20. The lower bidder for the project is AM Stephens Construction of Lodi, CA - $3,265,500.73. These improvements are funded by 2020-2021 “One-Time” Funds approved by City Council. Parks and Public Works Construction Projects: • DeBenedetti Park – Architect’s 100% REVISED construction documents were submitted to the building department on October 31, 2023, to begin the plan review to obtain permits for construction. Park Staff Projects: • Staff has started ball field renovations for the 2024 Baseball and Softball season. • Irrigation systems are currently OFF. Staff will be performing maintenance work on the booster pumps prior to Spring. • Mowing operations still continue M through TH schedule. • West Coast Arborist has completed the Fire Mitigation tree work in the Nature Area. This work was funded by 2021-2022 “One-Time” Funds approved by City Council. • West Coast Arborist has completed pruning at Softball Complex, Chapman, Katzakian, Lodi Lake and Salas. • Work has started on the Climate Control system at Hutchins Street Square. • Phase II of the Hutchins Street Square Roofing Project is underway and work is progressing nicely. These improvements are funded by 2021-2022 “One-Time” Funds approved by City Council. • Park staff will be installing irrigation and turf at the Zupo Field entry area. Memorial tree plantings will follow. • Grape Bowl – Soccer rentals are ongoing. • Staff is starting to research the SourceWell RFP documents to bring on American Ramp Company to start the discussions/design work of a new skate park location, design and construction documents for bidding. This process is funded by 2021-2022 “One-Time” Funds approved by City Council.
