Motion by Commissioner Long to approve the minutes of the January 11, 2024, special
meeting. Second by Commissioner Bradford.

D. Action Items
Appoint Commissioners to Lodi Unified School District Joint Use Agreement Subcommittee
Chair Erickson went over what was discussed at the January meeting and why this item is on
the February agenda.
Ms. Jaromay shared that two Commissioners need to be selected to be on the subcommittee.
Ms. Jaromay stated the two Commissioners will serve on the subcommittee along with PRCS
staff and herself.
Motion by Commissioner Carouba to appoint Commissioner Long and Commissioner
VanNortwick to be on the Lodi Unified School District Joint Use Agreement subcommittee and
the subcommittee will report their findings to the Parks & Recreation Commission. Second by
Commissioner Bradford.
DISCUSSION
There was discussion regarding how the outcome of the subcommittee would affect the Joint
Use Agreement.

select advertising method for obtaining a skate park design consultant
BACKGROUND INFORMATION:
City Council allocated a total of $745,000 to the skate park project. $175,000 is for the design phase of the
project which includes planning, design efforts, construction documents and community engagement meetings.
$570,000 has been allocated for the construction phase. To begin the planning phase of the skate park
project, a steering committee shall be established.
Skate Park Steering Committee
The Lodi Parks and Recreation Commission’s joint statement to the City Council in April 2023 included a
recommendation to establish a steering committee to begin the process of building a new concrete skate park.
The steering committee would identify the best location of the skate park and work with a consultant on the
design.
The Commission shall appoint commissioner(s) to the Skate Park Steering Committee.
Advertising method for selection of a skate park design consultant
The city participates in a national cooperative purchasing program through Sourcewell
(https://www.sourcewell-mn.gov/). Sourcewell streamlines the procurement process by developing Request for
Proposals (RFP) and Invitation for Bids (IFB) for national competitive solicitations that meet or exceed local
requirements. Four (4) skate park design firms are certified through Sourcewell and the city may proceed with
contracting with either of these firms through an informal bidding process. The firms certified through
Sourcewell include California Skateparks from Upland, CA, Artisan Skateparks from Kitty Hawk, NC, Spohn
Ranch, Inc. from Los Angeles, CA and American Ramp Company from Joplin, MO.
The city could also advertise for bid through a formal RFP process to solicit interested skate park design firms
to submit proposals.
The Skate Park Steering Committee would then review and rank proposals and ultimately award an agreement
to a skate park design consultant.
The Commission shall determine the appropriate advertising method for selection of the skate park design
consultant.

Operational Reports
Aquatics
Hutchins Street Square Pool - A total of 1,254 patrons came to the pool during the reporting
period. Of these, 951 attended Fitness Classes, 146 Open Swim, and 157 Lap Swim. A total of
289 patrons checked in via a Health Program for either lap swim or a fitness class. 20 punch
pass cards were purchased. In comparison to the total monthly pool attendance, there was a
staggering increase of over 73%.
Swim Lessons – February lessons had 74 participants compared to 61 from the previous month.
All levels were filled, showing higher student advancement and the addition of new swimmers.
Rentals – Hutchins Street Square Pool had 2 rentals in the reporting period, a total of 75 guests.
Lifeguard Course – The first Lifeguard Certification Course of the year was held March 18-20. A
total of 7 participants registered for the course.
Hutchins Street Square Events
HSS Rentals and Events – Hutchins Street Square hosted 3,006 visitors throughout the 53 room
rentals during the month of March. Events included weddings, camps, and trainings.
Theatre Rentals – There were two rentals for the theatre in March and approximately 850
combined patrons attended those events. The upcoming Movie Day featuring the movie “Hop”
will be on March 22, 2024, and the annual egg hunt will be on March 30.
Recreation Programming
Tot Sports – The Tot Soccer League began on Saturday, March 16. We have a total of 121
children enrolled for the 3-4.5-year-old age group. 103 enrolled for the 4.6-6-year-old age
group with a total of 224. The previous year had a similar number of participants at 226.
Youth Sports – The contracted Skyhawks Sports Academy is running a camp-based Track &
Field and Flag Football program at the Grape Bowl. The Track & Field program has a total of 14
participants and Flag Football has a total of 23 participants enrolled. These programs run for 5
weeks, and then repeats for session two of the same programs. Registrations are still open for
the next session.
Adult Sports – Adult Coed Volleyball League began Monday, March 4 with 7 teams enrolled.
The program experienced a decline in team enrollments from the previous year due to the later
program times. The program start times were pushed back due to high school gym availability.
The Adult Coed and Men’s Softball Leagues will begin March 25 and 26. The two Monday

leagues have 4 teams and the two Tuesday leagues are full at 6 teams. In comparison to
previous seasons, the total teams are full at 24 or hovering around 20.
Sports Field Rentals - In the month of February there were a total of 8 user groups renting our
sport facilities.
The baseball and softball season is in full swing for the High Schools and Lodi BOBS
organization. The Softball Complex, Kofu 90’ Field, and Grape Bowl have been used for
practices and tryouts so far. The Lodi BOBS are continuing practices at reserved fields including
Kofu, Softball Complex, Chapman, Salas, Vinewood, Blakely, Peterson, Katzakian, Emerson,
Beckman, and Lawrence fields (through the LUSD JUA). The Lodi BOBS begin games on
Saturday, March 23. Nor Cal Batbusters have reserved Blakely West 60’ Field for a couple
Sundays for youth practices. Lodi Vintage Giants have reserved Kofu 90’ Field for their season
home games. Lodi United Futbol Club began renting out DeBenedetti South Field for a few
soccer games.
Grape Bowl users consisted of Pacific Futbol Club, Lodi United Futbol Club, Union Soccer
League, Arsenal Soccer, and Lodi BOBS.
HSS Specialty Classes – A total of 66 students participated in Specialty Classes during the
reporting period, compared to 52 participants from the previous.
• Arts and Education classes had 10 total participants, 7 in the previous period.
• Ballet Arts had 44 students compared to the previous report, with a total of 29
participants.
• Dance has 12 total participants, 0 less than the previous report.
• Adult Fitness with a total of 0 participants.
Youth Programming
After School Programs (ASP) - ASP is on Spring Break, nothing to report.
LUSD Bridge – Bridge is on Spring Break, nothing to report.
Spring Camp - Spring Camp has many fun activities and field trips planned for the campers. The
first day of camp they did shaving cream art, playdough sculptures, and played Giant Uno and
the Giant Connect 4! They will go to the matinee movies, WOW Museum, visit the Police
Station, and walk to get Ice cream. They also have planned spring art and they’ll make bags art
to collect eggs for their Easter egg hunt.
Outdoor Equity Grant (OEG) - The OEG campers will tie dye t-shirts, color eggs, go swimming,
go to the matinee movies, go to the WOW museum and go to the Serpentarium! They will
journal, do STEM projects, and play in a WII bowling tournament. Campers will also experience

Lodi Lake and the Mokelumne River via kayak and paddleboard. The winning team will get root
beer floats and the 2nd place team will get double scooped ice cream cones!
Lodi Youth Commission (LYC) – The Lodi Youth Commissioners are busy collecting donations
from local businesses for their “Game Night” raffle. The event will be held at Kirst Hall April 26,
from 8-11 pm. This is a popular event for the Youth Commission. This event was formally known
as “Casino Night”. It will be a fun event for all teens.
Lodi Lake
Discovery Center - We have several dates scheduled in March and April for Tots on the Trail.
We will be utilizing the west side of the lake and the Discovery Center for activities due to
construction. The Discovery Center has been open on weekends and we have had 156 visitors
walk through this month.
River Tours - The boat is currently going through annual inspections and repairs. We anticipate
beginning operation in March, weather depending.
Internal Operations
Adopt-A-Park Program – The Parks Department currently has five Adopt-A-Park partners
supporting the following parks: Henry Glaves, DeBenedetti, Emerson, Lodi Lake and Roget.
During the reporting period, no hours were worked across those five parks. Their tasks include,
but are not limited to, litter removal, planting and fertilizing plants, spreading mulch and pulling
weeds.
Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People
clean-up program, which has seven active volunteers. Staff are scheduling an orientation for the
next set of potential volunteers. The website has been updated with volunteer forms, and several
citizens have reached out regarding the program. Their continued help is greatly appreciated.
ActiveNet/Reservations – There were 8 picnic shelter rentals in March 2023 & 4 picnic shelter
rentals in March 2024.
HSS Building Services - We have hired one new building services staff. The interior painting
project has been completed. Roofing project is coming along nicely with minimal issues and will
be finished in about 5 weeks. Flooring project will start end of March and finish before summer
starts.
Key Capital Projects and Park Maintenance
Hutchins Street Square – Roofing project is in progress with 5-8 weeks until completion.

Zupo Field Grandstands – Work continues to progress in between rain storms; all masonry and
concrete work has been completed, wrought iron and chain link fencing are 95% completed.
We are waiting on electrical cabinets and panels to be delivered to the site for installation. The
seating and press box package components are scheduled to arrive from Texas on March 11.
Parks and Recreation staff will be meeting with the high school athletic director’s on options of
playing games at Kofu or waiting for the work to be fully completed at Zupo. Work began in
May, 2023 with a 240 - calendar work day schedule. Engineer’s Estimate is $4.3M.
Enze Pool – Raising Pool Bottom – Western Water Features of El Dorado Hills has completed
the scope of work which included raising one-third of the existing 75-foot-long swimming pool
floor by 6 inches to facilitate public recreational swim activities at Enze Pool per public
swimming pool code requirements; deck-step entry with hand railings, replacement of the two
main drains, associated plumbing and drain covers; replacement of the pool plaster finish,
replacement of the pool depth markers, and the lane line tiles. Work began September 25,
2023 and is scheduled to be completed at the end of December this year. These improvements
were funded with Per Capita Funds from the State of California and a $160,000 transfer from
the Salas Parking Lot project.
Playground Site Improvements (5) – Staff received nine bids on January 31. The low bidder for
the project is PBM Construction of Rocklin, CA - $1,298,749. The five sites receiving
replacement equipment and new surfacing are Peterson Park “East” playground, Katzakian
Park, Legion Park, English Oaks Common Park and the Tot Lot at Hale Park. These
improvements are funded by 2020-2021 “One-Time” Funds approved by City Council.
Demolition of Park Structures – Staff received eight bids on November 29. The low bidder for
the project is Soracco Engineering of Lodi, CA - $100,550 plus $20,800 to cover the alternate bid
item of the fire damaged playground area at Lawrence Park. Pre-construction meeting was
scheduled for February 7, work should be completed by the end of March weather pending.
These improvements are funded by 2020-2021 “One-Time” Funds approved by City Council.
Lodi Lake Box Culvert Improvements - Staff received bids on November 15. The low bidder for
the project is Consolidated Engineering, Inc. of Valley Springs, CA - $148,500. These
improvements are funded by 2020-2021 “One-Time” Funds approved by City Council.
Lodi Lake Southside and Hughes Beach Improvements – Staff received bids on December 20.
The low bidder for the project is AM Stephens Construction of Lodi, CA - $3,265,500.73. These
improvements are funded by 2020-2021 “One-Time” Funds approved by City Council.
Parks and Public Works Construction Projects:
• DeBenedetti Park – Architect’s 100% REVISED construction documents were submitted
to the building department on October 31, 2023, to begin the plan review to obtain
permits for construction. Comments have gone back to consultant for updating.

Park Staff Projects:
• Staff has started ball field renovations for the 2024 Baseball and Softball season.
• Irrigation systems are currently OFF. Staff will be performing maintenance work on the
booster pumps prior to Spring.
• Mowing operations still continue M through TH schedule.
• Work has started on the climate Control-system at Hutchins Street Square.
• Phase II of the Hutchins Street Square Roofing Project is underway and work is
progressing nicely. These improvements are funded by 2021-2022 “One-Time” Funds
approved by City Council.
• Park staff will be installing irrigation and turf at the Zupo Field entry area. Memorial tree
plantings will follow.
• Grape Bowl – Soccer rentals are ongoing.
• Staff is researching the SourceWell RFP documents to bring on a company to start the
discussions/design work of a new skate park location, design and construction
documents for bidding. This process is funded by 2021-2022 “One-Time” Funds
approved by City Council.
