REGULAR MEETING MINUTES LODI PARKS AND RECREATION COMMISSION TUESDAY, JUNE 4, 2024 6:00 PM MEETING A. Roll Call Present: Commissioner Bradford, Carouba, VanNortwick, Long Absent: Commissioner Erickson Staff Present: Christina Jaromay, Emerson Yellen, Terri Lovell B. Minutes of April 2, 2024 Regular Meeting Motion by Commissioner VanNortwick to approve the minutes of the April 2, 2024, regular meeting. Second by Commissioner Bradford. DISCUSSION None Ayes: Commissioner Bradford, Carouba, VanNortwick, Long Noes: None Motion carried 4 – 0 C. Comments by the Public, Commission and Staff on Non-Agenda Items None D. Action Items Approve Use of Athletic Field Rental User Manual Ms. Yellen introduced the item by stating that staff wanted to update the allocation process. Commissioner VanNortwick had some concerns as a user. He’s concerned that people won’t have advanced reservations in place in a timely manner. Commissioner Carouba feels 90 days would be tight. He didn’t like the organization verification and was concerned who would monitor the coaches and teams. After additional discussion, this item was tabled and sent back to staff for additional input. E. Regular Agenda – Discussion Items Update on Skate Park Committee Meeting Ms. Jaromay asked Commissioner Bradford to update the Commission on the last meeting of the Skate Park Committee. Commissioner Bradford shared: • Consensus is the skate park should be an all-wheel park • Consensus was Lawrence Park is the best option based on Steve Virrey’s presentation • Diede Construction purchased the American Legion Building • May be able to trade off spaces with the Police Department • Commissioner Bradford sent other skate park information to committee members • Next step – meet after the 4th • Work on RFP – members of the committee would be involved putting that together Update on LUSD Joint Use Agreement Committee Meeting Ms. Jaromay introduced this item. Commissioner VanNortwick shared: • Staff talked a lot about LUSD usage of City facilities • Staff wasn’t aware of some things LUSD should be doing • LUSD facilities are used mostly for swim Staff will come back with actual usage figures. Comments and/or Questions on Staff Briefing (Refer to packet reports for additional information) Ms. Jaromay shared the following items: • Celebrate America will be on July 2 in West Park at Hutchins Street Square • 4th of July taking place • Music in the Park on June 26, July 24, and August 28 • The new City Manager, Scott Carney, started yesterday (June 3) Commissioner Carouba asked about the budget. Ms. Jaromay shared the draft budget is online and the budget will be discussed at Council on June 5. Commissioner Bradford is working with the committee on the homeless along with Ms. Yellen. Ms. Yellen invited the Commissioners to the City Council meeting on June 20 for the Parks and Recreation month proclamation presentation. G. Announcements None H. Updates shall include items such as budget adoption and departmental projects. FUNDING CONSIDERATION OR IMPACT: None Monthly Staff Briefing May 1 - 31, 2024 TO: Parks and Recreation Commission FROM: PRCS Staff DATE: August 5, 2024 Next Report: July 1 - 31, 2024 Upcoming Events – MARK YOUR CALENDAR AUG 28 Music in the Park, HSS – West Park SEPT None OCT 4 Shane Q – HSS - Wishek Operational Reports Aquatics Hutchins Street Square Pool - A total of 1,550 patrons came to the pool in the month of June. Of these, 658 attended Fitness Classes, 690 Open Swim, 4 SNAP, and 198 attended Lap Swim. 60 punch pass cards were purchased. A total of 306 patrons checked in via a Health Program. Swim Lessons and Water Polo Camp - Swim lessons and Water Polo Camp saw a combined total of 226 participants for the month of June. Swim League - The Summer Swim League saw a total of 406 participants. Enze Pool - A total of 401 people attended Enze Pool at Blakely Park in June. 399 participated in Open Swim and a total of 2 participated for lap swim. Lodi Lake Beach - A total of 5,650 people visited Lodi Lake Beach in June. 293 of these patrons attended Free Swim Friday on June 14. Rentals - A total of 7 rentals took place in the month of June. 2 at the beach gazebo totaling 100 guests, 2 at Enze pool totaling 75 guests, and 3 at Hutchins Street Square pool totaling 98 guests. Recreation Programming Tot Sports – Tot T-Ball registration is open and ramping up and set to begin July 13. Youth Sports – Contracted sports by Skyhawks Sports Academy had a Volleyball Camp this month with 12 participants. Adult Sports – We are gearing up for another ‘season’ of adult Softball and adult Volleyball. Softball will begin in July and Volleyball will begin the end of September. We have also started taking registrations for our new adult Kickball program being held Thursday evenings beginning in late August. Sports Field Rentals – In the month of June there were 10 different user groups renting field space at Kofu, Zupo and the Grape Bowl. Grape Bowl users consisted of Pacific Futbol, Union Soccer League and Lodi High Soccer. Upcoming Programming – We are working on pushing adult Kickball and have started working on an Adaptive Soccer program which we hope will be ready by Fall. HSS Specialty Classes – A total of 56 students participated in Specialty Classes during the reporting period. Monthly Staff Briefing – May 1 - 31, 2024 Page 2 of 6 • Dance has 36 total participants, 7 more participants than previous period. • Adult Fitness with a total of 4 participants. • Stem Camps had 17 participants Youth Programming After School Programs (ASP) - The ELOP ASP sites, Larson. Lakewood. Reese, and Vinewood are now officially Bridge sites as of May 2, 2024. The first day of school is July 30, 2024. LUSD Bridge – We will continue to be the CBO (Community Based Organization) for Bridge LUSD Programs for the following sites, Lakewood, Larson, Reese, Vinewood, and Victor. The program offers tutoring, clubs, computer training, and recreational sports. There are big changes ahead for the parents and children of the former ASP ELOP Sites. The Bridge program is free to all students who attend the school Bridge is being offered at. All Bridge sites currently have waitlist as well. The total attendance for the sites are expected to have 85 students per site. Summer Camp - Our Summer Blast Camp was busting at the seams with 65 children. They had many adventures to the movies, WOW museum, and walking to Police Station, getting ice cream, and exploring different parks. They have arts and crafts, swimming, games, and lots of fun outside while the weather permitted! We partnered with Lodi Unified School District to feed the campers breakfast and lunch. The kids had plenty of food, snacks, and drinks. It was a very fun and fast summer! Lodi Youth Commission (LYC) - The first official meeting will be August 12. They will be selecting officers, discussing the back-to-school event “Take the Beach”, and they will schedule the Pigskin, Casino Night, and their Community Service Projects for the year as well. We will be painting the Kofu Park plank benches at the baseball diamond for their first Community Service Project for this new school year. It will be a busy year indeed for us all! Internal Operations Adopt-A-Park Program – The Parks Department currently has five Adopt-A-Park partners supporting the following parks: Henry Glaves, DeBenedetti, Emerson, Lodi Lake and Roget. During the reporting period, 11 volunteers worked 72.5 hours across those five parks. Their tasks include, but are not limited to, litter removal, planting and fertilizing plants, spreading mulch and pulling weeds. Vandalism – During the reporting period, there were five instances of vandalism. The repairs cost the division $405.80 in labor and materials. The only incidents reported all occurred at Villa Fiore Park, where our crews spent 6 hours removing graffiti, repairing chain link fencing, replacing burned up garbage bins and repairing wooden fences. Monthly Staff Briefing – May 1 - 31, 2024 Page 3 of 6 Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People clean-up program, which has seven active volunteers. Staff are scheduling an orientation for the next set of potential volunteers. The website has been updated with volunteer forms, and several citizens have reached out regarding the program. Their continued help is greatly appreciated. ActiveNet/Reservations – • June - There were 29 picnic shelter rentals in June 2023 vs. 12 picnic shelter rentals in June 2024. • July - There were 26 picnic shelter rentals in July 2023 vs. 12 picnic shelter rentals in July 2024. Hutchins Street Square - Between the months of June and July HSS Rentals has had over 4,000 hours of rentals bringing over 10,000 guests to the building. Maintenance team has received and completed more than 45 work orders. We are currently looking to bring on two more part time laborers to the group. Key Capital Projects and Park Maintenance Hutchins Street Square - We have received our new main drape and are currently scheduling its installation as well as finalizing the new booster pump for the irrigation system. Additionally, Hutchins Street Square is now in contract with Odyssey Landscaping for weekly landscaping service that will help improve the overall appearance of the Square. Zupo Field Grandstands – The project is 98% completed with two change order items that need to be addressed. The Building Department has issued us a temporary occupancy certificate at this time. Once the work is completed, we’ll request a final inspection for the overall project. Staff is currently working on close-out paperwork for the State $750K reimbursement. Enze Pool – Raising Pool Bottom – Work has been completed and staff is currently working on close-out paperwork for the State reimbursement. These improvements were funded with Per Capita Funds from the State of California and a transfer from the Salas Parking Lot project. Playground Site(s) Improvements (5) – Our contractor, PBM Construction of Rocklin is waiting on building permits. Staff needs to address a few comments from the Building Department regarding path of travel to the play structures, either from the public right of way or on-site accessible parking stalls. The equipment for the five playground locations has arrived and is being storage in the Parks Division Main Street yard. These improvements are funded by 2020- 2021 “One-Time” Funds approved by City Council. Demolition of Park Structures – Soracco Engineering of Lodi has completed demolition work at our three site locations: Lodi Look Building, Lawrence Park restroom and fire damaged play area. Paving and sod work should be completed by the end of April. These improvements are funded by 2020-2021 “One-Time” Funds approved by City Council. Monthly Staff Briefing – May 1 - 31, 2024 Page 4 of 6 Lodi Lake Box Culvert Improvements - Consolidated Engineering, Inc. of Valley Springs has completed their portion of the culvert work and AM Stephens will pave this project area with their scope of work for the Southside pavement work. These improvements are funded by 2020-2021 “One-Time” Funds approved by City Council. Lodi Lake Southside and Hughes Beach Improvements – Our contractor, AM Stephens Construction of Lodi, was able to make enough progress to have the park available for the 4th of July event and the park was opened to the public on July 5. Currently, the playground is under construction and should be completed by mid-August. The building permit has been issued for the Hughes Beach Picnic Shelter and the shelter materials are scheduled to arrive the first week of September. The restroom drawings for the Southside and Hughes Beach are being reviewed by staff and the Building Department. We probably won’t see the new structure until October/November. Electrical panels are still a ways out, we have not received an updated delivery schedule regarding those items. These improvements are funded by 2020-2021 “One- Time” Funds approved by City Council. Parks and Public Works Construction Projects: • DeBenedetti Park – We received our Architect’s cost proposal to revise the 100% construction documents which were returned to us from the Building Department on March 11, 2024. These revisions will address the correction comments from the Building Division. This item will go to Council in August. Park Staff Projects: • Ball fields – BOBS Fall Ball and outside rentals (July – October). • Soccer – BOBS (July – October / Peterson and DeBenedetti Parks). • Mowing operations still continue Monday through Thursday schedule. • Irrigation systems are currently running at 100% and repairs are being made daily. • West Coast Arborist completed work on the West Bank and Chapman Field. • Phase II of the Hutchins Street Square Roofing Project is completed. These improvements were funded by 2021-2022 “One-Time” Funds approved by City Council. • Grape Bowl – Soccer rentals are ongoing/Pop Warner Football (July – November). • Staff will be working with Skate Park Committee to put together an RFP to secure design and construction documents for bidding. This process is funded by 2021-2022 “One- Time” Funds approved by City Council. • Staff had the Sheriff Work Crew out at the Nature Area, West Bank and Orchard Lane basin in June. • Staff has started construction drawings for the Hale Park court resurfacing and fencing improvements. • Staff have been installing Park Rule and Measure L signage. • Staff will be scheduling the installation of a new drinking at Peterson Park within the next couple of weeks. • Staff replace the irrigation double-check valve at Hutchins Street Square. • Staff will begin work on the Salas Lighting project in August.
