Motion by Commissioner Bradford to approve the minutes of the September 3, 2024, meeting.

C. Comments by the Public, Commission and Staff on Non-Agenda Items
Lou Tovar – Uses Peterson Park quite a bit. Mr. Tovar is looking to get lighting for the
basketball court. He’s concerned with injuries and safety. He feels with lighting there would be
less use of tennis courts by other sports.
Allison Mettler – Lodi High football parents and booster board. Ms. Mettler is here regarding
the Grape Bowl to work collaboratively on the Grape Bowl shortcomings. She wants to make it
the best it can be for the community.
Lisa Craig-Hensley, Mayor, City of Lodi – Ms. Craig-Hensley thanked the Commissioners and
City staff for their work. Ms. Craig-Hensley shared three things with the Commission.
1. Lodi/Tokay Rotary will be cleaning up the Rotary shelter at Lodi Lake
2. Encouraged the Commissioners to attend a cricket game at Beckman Park
3. Visit Lodi has funding and will be conducting a feasibility study on the city’s sports
facilities
D. Action Items
Discuss Donor Memorial Program and Assign Subcommittee Members
Director. Jaromay introduced this item. This program has been on hold since 2022.
Commissioner Erickson thinks this is great. Her idea was to take inventory of what’s old/new
and how many benches/plaques are needed at each park.
Mr. Virrey shared there’s a list of trees for each park. The tree program is currently going
through Tree Lodi. The challenge is mowing around the obstacles like benches, trees and
plaques.
Commissioner Bradford saw metal tables/benches at Vinewood Park that he felt would work
good in other parks.
Motion by Commissioner VanNortwick to set a subcommittee with two Commissioners.
Commissioner Bradford seconded.
DISCUSSION
The Commissioners chose Chair Carouba and Commissioner Erickson to be on the
subcommittee.

E. Regular Agenda – Discussion Items
Update from LUSD Joint Use Agreement Committee
Commissioner VanNortwick updated the Commission. The Committee looked at how much
LUSD and the City use each other’s facilities. We received an invoice from LUSD for out uses
and we didn’t bill them for their uses.
Mayor Craig-Hensley suggested the Commission debrief the 2 X 2 Committee
(Councilmembers Bregman and Hothi) to be brought to the next 2 X 2 meeting with LUSD.
Update from Subcommittee Members on Status of Skatepark Project
Commissioner Erickson updated the Commission. She shared the Request for Proposal is out.
The local skate shop has closed.
Discuss Electric Bicycle (eBike) Use at Lodi Lake Nature Area
Director Jaromay introduced this item. She shared the use of eBikes is not reflected in the
Municipal Code.
Commissioner Bradford asked if it’s scooters and electric motors and gas motors. There was
discussion regarding types of eBikes.
Feedback from the Commissioners is no motorized vehicles should be allowed in the Nature
Area.
Director Jaromay will bring the item back to the Commission for action.
Discuss Request for Proposals (RFP) Scope of Work for a Comprehensive Program and Fee
Study
Director Jaromay introduced this item. Council adopted 40% cost recovery goal for PRCS.
PRCS received funding this year for a comprehensive cost and fee study. Director Jaromay
asked the Commission tor review the draft scope of work and discuss at another meeting.

BACKGROUND INFORMATION:
This is follow-up to the discussion that took place at the November 5, 2024, Parks & Recreation Commission
meeting.
The Commissioners will be reviewing and making changes to the draft Scope of Work for the fee study.
FUNDING CONSIDERATION OR IMPACT: City Council adopted FY 2024/2025 Budget covers consultant
costs for the Program and Fee Study which has potential to identify potential revenue and help with long-term
sustainability.

Operational Reports
Aquatics
Hutchins Street Square Pool - A total of 1,473 patrons came to the pool in the month of
September. Of these, 693 attended Fitness Classes, 199 Open Swim, 8 SNAP, and 151 attended
Lap Swim. 22 punch pass cards were purchased. A total of 422 patrons checked in via a Health
Program.
Swim Lessons - Swim lessons had a total of 58 participants in the reporting period.
Rentals - 2 Rentals took place during the reporting period. 75 guests attended in total.
Pumpkin Plunge - Pumpkin Plunge was held October 12. A total of 22 participants attended. 15
collected pumpkins.
Hutchins Street Square Events
HSS Rentals and Events – Hutchins Street Square hosted 4,290 visitors throughout the 76 room
rentals during the month of October. Events included weddings, trainings, and baby showers.
We also welcomed a Townhall on Homelessness and the Mayor's Annual State of the City.
• 10/4 - Concert Under the Columns on - 50 attendees
• 10/5 - Lodi Community Concert Association hosted Lyin Eyes Band - 376 attendees
• 10/18 – Marc Maples Comedy Night - 170 attendees
Recreation Programming
Tot Sports - There were no Tot Sports during this period.
Youth Sports - Skyhawks Sports held a Jr. Soccer camp for 9 participants.
Adult Sports - Adult Softball continued throughout the month of October.
Sports Field Rentals - In the month of October there were 15 user groups renting our sports
facilities including Grape Bowl, Kofu Park, Softball Complex and Lodi Lake.
Upcoming Programming – K-1 grade Basketball will be starting in November as well as Adult
Late-Night Drop-In Basketball – both programs are held at the Grape Festival Pavilion. We are
looking into the possibility of expanding our Adaptive Soccer programming to twice a year, as
well as adding Adaptive Bowling and possibly Adaptive T-ball/Baseball.

Youth Programming
ASP Fee Based - Fee based ASP at Hutchins Street Square is running smoothly. We have a total
of 12 participants in our fee-based ASP program. We are being housed in rooms at Hutchins
Street Square. We provide transportation to the Square and have a full afternoon schedule that
they follow daily. Kids begin to arrive between 12:00pm and 1:30pm. The kids have free play
outside, indoor play, snack and homework time. ASP staff offer a wide range of activities like
arts and crafts, music, movies, Legos, play dough, and group sports later in the afternoon. They
love kickball and baseball.
LUSD Bridge (After School Program) – Bridge programs are busy preparing for the holiday
seasons. The kids are very excited, they have been working hard on homework, reading, sports,
and holiday arts and crafts. We are the support staff for the Bridge program and we are fully
staffed at all 5 bridge sites. Those sites are Lakewood, Larson, Victor, Reese, and Vinewood.
Each site now has over 75 kids enrolled into each of those sites. The goal is to eventually reach
100. Each Bridge site also has a wait list.
Fall Safari Camp - Camp was quite busy with young campers. They did arts, crafts, went on
walking field trips, and they had so much fun playing outside with their friends. The weather
was beautiful and Fall was definitely in the air. We had a total of 26 campers and they enjoy
every bit of their time at camp. We are now prepping for Spring camp in March.
Outdoor Equity Grant Camp (OEG) – At OEG camp the kids went on walking field trips, we
drove them to the Fish Hatchery and to White Slough. They enjoyed the Fish Hatchery, but
White Slough was challenging. While the kids are at camp they journal, discussing STEM
projects, play group sports, Volley ball is always a hit, socializing with each other, and discuss
upcoming events and projects they’d like to do. We will begin working on the State Report due
on December 1. 2024.
Lodi Youth Commission-(LYC) - We are working on the Pigskin, bid sales, music, hall layout,
snacks, volunteers, and decorations. We are expecting nearly 1,000 teens from within the LUSD
boundaries. The teen age range is 13 to 19 years of age. We are working hard to promote this
event and the LYC Commissioners, Adult Advisors, HSS staff and the PRCS staff are working very
hard to provide a fun, safe, and fabulous Fall ball. The Pigskin theme is “Meet Me at Midnight”.
HSS Specialty Classes
A total of 73 students participated in Specialty Classes during the reporting period

Internal Operations
Adopt-A-Park Program – The Parks Department currently has five Adopt-A-Park partners
supporting the following parks: Henry Glaves, DeBenedetti, Emerson, Lodi Lake and Roget.
During the reporting period 27 hours were worked by 16 volunteers across those five parks.
Their tasks include, but are not limited to, litter removal, planting and fertilizing plants,
spreading mulch and pulling weeds.
Vandalism – During the reporting period there was one instance of vandalism. The repairs cost
the division $1,087.78 in labor and materials. Our crews spent 24 hours replacing a 200’ stretch
of wire that was pulled on the West Bank of Lodi Lake.
Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People
clean-up program, which has seven active volunteers. Staff are scheduling an orientation for
the next set of potential volunteers. The website has been updated with volunteer forms, and
several citizens have reached out regarding the program. Their continued help is greatly
appreciated.
ActiveNet/Reservations – There were 44 picnic shelter rentals in October 2023 vs. 32 picnic
shelter rentals in October 2024.
Hutchins Street Square - The month of October we had 1,284 hours in reservations.
Key Capital Projects and Park Maintenance
Hutchins Street Square - Cameras have been fully installed. The water damage in the dressing
rooms have been completed. We have been working on the pool area as of late and prepping
for pool closure to do some much-needed repairs.
Zupo Field Grandstands – Staff is currently working on close-out paperwork for the State $750K
reimbursement.
Playground Site Improvements (5) – Our contractor, PBM Construction of Rocklin has
completed all their scheduled work and the playground sites are open to the public for use.
(Peterson “East”, Hale Tot Lot, Legion, Katzakian and English Oaks). This project will be on the
Council’s agenda for acceptance on November 20. These improvements were funded by 2020-
2021 “One-Time” Funds approved by City Council.
Lodi Lake Southside and Hughes Beach Improvements – The Hughes Beach Picnic Shelter has
been installed and signed off by the Building Department. We are currently waiting on the
Restroom manufacturer to address comment revisions from the Building Department. EUD has
changed out a main wood service pole and also installed the new pad mounted transformer.
Secondary electrical wiring will be installed over the next couple of weeks. These improvements
are funded by 2020-2021 “One-Time” Funds approved by City Council.

Parks and Public Works Construction Projects:
• DeBenedetti Park – Our consultant CALA Landscape Architecture is currently working on
revisions to the plan set per the Building Department comments and also adding the EV
charging stall requirements. These revisions will address the correction comments from
the Building Division.
Public Works Engineering Division is currently out to bid on the “South” Parking Lot
Expansion. Bid Opening is scheduled for December 4.
• Salas Sports Lighting Retro-Fit Project – Parks and Public Works Engineering Division
has started work on the construction documents. This project will be on the Council’s
agenda December 18 to approve plans, specifications and authorize bidding. Tentative
project start would be June, 2025. The BOBS Board has been notified of the project
scheduling.
• Lodi Lake North Restroom Restoration – The Building Department has approved the
plan set of drawings and staff along with WMB Architects has completed the project
specifications for bidding. The approved drawing package has been submitted to the
Risk Manager to forward onto the insurance company for their review. This project will
be on the Council’s agenda November 20. Bid Opening is scheduled for January 30.
Park Staff Projects:
• Ball / Soccer fields – Park staff is looking at in-house renovation scheduling
• Soccer – BOBS (July – October / Peterson and DeBenedetti Parks)
• Mowing operations still continue M through TH schedule
• Irrigation systems are currently OFF
• West Coast Arborist is scheduled for work at Vinewood and the Grape Bowl
• Grape Bowl – Soccer rentals are ongoing / Pop Warner Football (July – November)
• Staff and the Skate Park Committee has completed the RFP to secure design and
construction documents for bidding. This process is funded by 2021-2022 “One-Time”
Funds approved by City Council. RFP submissions are due December 4.
• Staff has started construction drawings for the Hale Park court resurfacing and fencing
improvements.
• Staff will be installing a new BBQ at the Peterson Park shelter
• Staff continues work in the Nature Area for the State funded improvements that must
be completed by the March of 2025. All new interpretive panels and frames have been
installed. Staff will be moving into irrigation and the Native Garden Area.
