MINUTES CITY OF LOGANVILLE Council Meeting Thursday, January 12, 2012 7: 30pm Council Chambers The City of Loganville City Council met for their regularly scheduled Council Meeting on Thursday, January 12, 2012 at 7: 30pm in the Council Chambers. Mayor Ray Nunley and Council Member Dan Curry, Wendell Geiger, Mark Kiddoo, Michelle Lynch, Rey Martinez and Jerry Price were all present. Mayor Nunley called the meeting to order at 7: 30pm. WQC Director Chris Yancey gave the invocation and the pledge to the flag was led. Council Member Mark Kiddoo made a motion to adopt the agenda. Council Member Dan Curry seconded the motion. Motion carried 6- 0. City Attorney Karen Woodward presented minutes of the action taken during the executive session of the December Council Meeting. She asked that these minutes be approve however, she explained that they would remain in her custody until the real estate matter is concluded. Council Member Rey Martinez made a motion to approve the minutes from last month' s meeting. Council Member Michelle Lynch seconded the motion. Motion carried 6- 0. Council Member Mark Kiddoo made a motion to adopt last month' s financial report. Council Member Dan Curry seconded the motion. Motion carried 6- 0. Fire Chief Danny Roberts recognized several members of the Loganville Fire Department and 26th Walton County EMS for their efforts to save an individual on November who had went into cardiac arrest. Battalion Chief Carl Morrow, Lt. Michael Moon, Lt. Kyle MacKenzie, Sgt. Rex Warner, Sgt. Stephen Wilson, Paramedic Dennis Carlock, and EMT Troy Willard were recognized for their efforts in saving the individuals life. Each was presented with a certificate and a pin that can be worn on their uniforms. Council Member Mark Kiddoo presented the Bond Ordinance for the reissuance of the current water and sewer revenue bonds and GEFA loans. Council Member Mark Kiddoo made a motion to approve the bond ordinance and allow Mayor Nunley to sign the ordinance. Council Member Dan Curry seconded the motion. Motion carried 6- 0. Council Member Michelle Lynch reported that the volunteer events committee is in place and will begin working on the upcoming 2012 events calendar. She explained that she expected to have the calendar ready for the Council' s approval at the February meeting. Council Member Dan Curry reported that the water tank has been filled, tested for bacteria, the lines to the tank have been pressure tested, the SCADA system is working and the tank is finally in service. He explained that the punch list should be completed in the next few days. City Manager Bill Jones reminded everyone of the Walton Municipal Meeting next Thursday in Social Circle at 7pm. City Attorney Karen Woodward presented an ordinance to the Council to repeal the current Tattoo / Body Art Ordinance. Mrs. Woodward explained that since the City passed the current ordinance Walton County has since passed their own Tattoo / Body Art Ordinance and are now regulating these businesses in the City as well as the County. She further explained that the Gwinnett portion of the City was already exempt from the City' s ordinance due to the fact that they already had their own ordinance in place. Council Member Dan Curry made a motion to approve the ordinance to repeal the Tattoo / Body Art Ordinance in its entirety. Council Member Mark Kiddoo seconded the motion. Motion carried 6- 0. Mayor Ray Nunley presented plaques in appreciation to Council Members Wendell Geiger and Jerry Price for their service and dedication to the City of Loganville during their tenure with the City. With no further old business, Council Member Dan Curry made a motion to adjourn old business. Council Member Rey Martinez seconded the motion. Motion carried. Loganville Municipal Court Judge Brad Brownlow gave the oath of office to Council Members Skip Baliles, Dan Curry and Mike Jones. Each spoke and thanked the citizens and their families for support and stated that they look forward to working with everyone. Council Member Rey Martinez made a motion to nominate Dan Curry as Vice Mayor. Council Member Mike Jones seconded the motion. Motion carried 6- 0. Council Member Mark Kiddoo made a motion to reappoint R.C. Shanks, Steven Landers and Arno Angulo to the Planning Commission to be sworn in at the next planning commission meeting at the end of the month. Council Member Michelle Lynch seconded the motion. Motion carried 6- 0. COMMUNITY FEEDBACK: 28th Mrs. Janice Tribble came forward and invited everyone to a spaghetti supper on January from 5- 7pm benefiting the Special Olympics. She stated that tickets are $ 6 each. Mrs. Tribble also thanked Bill Jones, Michelle Lynch, Loganville Fire Department and City Workers for all their help with the Touch- a- Truck at the Autumn Heritage Festival. Council Member Mike Jones spoke regarding the Loganville Fire Department. He explained that the department has grown over the years and explained that they have a quick response time and know what they are doing. He credited them with saving his life two years ago. He stated that the Fire Department is money well spent. Mr. Jamie Dempsey came forward and thanked the Council for the work that they do on behalf of the City. He explained that in his line of work he has seen lots of craziness in government and wanted to express his appreciation to the Council for the job that they have done. With no further business, Council Member Michelle Lynch made a motion to adjourn. Council Member Rey Martinez seconded the motion. Motion carried 6- 0. Meeting adjourned at 8: 09pm.
