MINUTES CITY OF LOGAVNILLE Regular Council Meeting Thursday, December 13, 2012 7: 30pm Council Chambers The City of Loganville Mayor and Council met for their regularly scheduled Council Meeting on Thursday, December 13, 2012 at 7: 30pm. Mayor Ray Nun ley and Council Members Skip Baliles, Dan Curry, Mike Jones, Mark Kiddoo and Michelle Lynch were all present. Council Member Rey Martinez was present via phone from active duty service. Mayor Nun ley called the meeting to order at 7: 30pm. WQC Director Chris Yancey gave the invocation and the pledge to the flag was led. Council Member Mark Kiddoo made a motion to adopt the agenda with requested changes of removing the resolution regarding the transitional home ( application was withdrawn) and the addition of discussion of a new one way traffic pattern around the town green. Council Member Dan Curry seconded the motion. Motion carried 5- 0. Council Member Mark Kiddoo made a motion to approve last month' s minutes as presented. Council Member Dan Curry seconded the motion. Motion carried 5- 0. Council Member Mark Kiddoo made a motion to approve last month' s financial report as presented. Council Member Michelle Lynch seconded the motion. Motion carried 5- 0. Council Member Skip Baliles recognized Mr. Bobby Boss for his service and dedication to the City of Loganville through his work with the American Legion. He also announced that Mill Street would be renamed Bobby Boss Drive. d City Attorney Karen Woodward presented the 2" Reading of the Alcohol Ordinance for d approval. Council Member Skip Baliles made a motion to approve the 2" Reading of the Alcohol Ordinance as presented. Council Member Dan Curry seconded the motion. Motion carried 6- 0. 100th Ms. Ivey Morgan was recognized having celebrated her birthday on 12/ 12/ 2012. Council Member Mark Kiddoo made a motion to adopt the State Building Codes for 2013. Council Member Michelle Lynch seconded the motion. Motion carried 6- 0. Council Member Mark Kiddoo made a motion to approve the liquor license for Johnny' s New York Pizza. Council Member Dan Curry seconded the motion. Motion carried 6- 0. Council Member Mark Kiddoo presented the Economic Incentive Formula to the Council. He explained that the Finance Committee met and has developed a recommendation to the Council on formula. Council Member Mark Kiddoo made a motion to approve the economic incentive formula based on the three tiers as defined in the occupational tax portion of the policy and recommended the following reductions: Construction Permits Tier 1 - 25% Tier2 - 50% Tier3 - 75% Capital Recovery Fees Tier 1 - 10% Tier2- 20% Tier3 - 30% Occupational Tax Fee Reductions as outlined in the policy. Council Member Skip Baliles seconded the motion. Motion carried 6- 0. Council Member Dan Curry made a motion to approve the annual physicals for Fire Department Personnel. Council Member Skip Baliles seconded the motion. Motion carried 6- 0. Council Member Michelle Lynch made a motion to renew the CodeRed Contract. Council Member Mark Kiddoo seconded the motion. Motion carried 6- 0. Council Member Michelle Lynch made a motion to approve a new one- way traffic plan around the town green with one- way on Pecan Street between Main Street and Broad Street and one- way on Covington Street in the opposite direction between Main Street and Broad Street. Council Member Mike Jones seconded the motion. Motion carried 5- 0. Council Member Mike Jones made a motion to approve the plan for the town green allowing for any minor changes as necessary. Council Member Dan Curry seconded the motion. Motion carried 5- 0. Council Member Michelle Lynch recognized the members of the 2012 Events Committee for their work over the last year. She also recognized the following: Loganville Woman' s Club - help decorating for Christmas and assistance with the Tree Lighting Loganville Legacy Lions Club— assistance with the Christmas Parade American Legion— assistance with Veteran' s Day Ceremony and Tree Lighting Council Member Dan Curry made a motion to approve the purchase of SEMS Software for the water department at a cost of$ 32, 000. Council Member Mark Kiddoo seconded the motion. Motion carried 5- 0. Council Member Skip Baliles made a motion to approve the purchase of two F150 regular cab pickup trucks for$ 16, 611 each and one Crew Cab pickup for $22, 060 for the Public Works Department utilizing 2012 SPLOST funds. Council Member Mike Jones seconded the motion. Motion carried 5- 0.
