MINUTES CITY OF LOGANVILLE Regular Council Meeting Thursday, March 12, 2020 6:30pm Council Chambers The City of Loganville Mayor and Council for the City of Loganville met for their regularly scheduled Council Meeting on Thursday, March 12, 2020 at 6:30pm in the Council Chambers. Mayor Rey Martinez and Council Members Jay Boland, Linda Dodd, Bill DuVall, Danny Ford, Anne Huntsinger and Lisa Newberry were all present. Mayor Rey Martinez called the meeting to order at 6:32pm. Joseph Manu with First Baptist Loganville gave the invocation and the pledge to the flag was led. Council Member Anne Huntsinger made a motion to approve the agenda with the addition of an LDA appointment to the agenda. Council Member Danny Ford seconded the motion. Motion carried 6-0. Council Member Jay Boland asked that the agenda be further amended to add Walton County EMA Director Carl Morrow and Nina Cleveland from the Department of Public Health to the agenda to give an update on COVID-19. Council Member Lisa Newberry seconded the motion. Motion carried 6-0. At this time, Walton County EMA Director Carl Morrow and Nina Cleveland updated everyone on the current status of the COVID-19 outbreak. Council Member Danny Ford made a motion to adopt the consent agenda as follows: a. Last Month’s Minutes b. Last Month’s Financial Report c. Development Regulations and Utility Department Specs d. Station 15 HVAC Unit Replacement - $11,167.00 e. Renewal of Terra-Mark Mapping GIS Contract - $17,000 f. Station 15 HVAC Unit Replacement - $11,167.00 g. Demo – 248 / 254 Main Street – Southern Concrete $36,660.00 h. Gwinnett County IGA 800Mz Radio Channels Council Member Lisa Newberry seconded the motion. Motion carried 6-0. Council Member Anne Huntsinger announced that with the resignation of Jeremy Dupree to the LDA, is nominating Skip Baliles as his replacement to complete the remainder of his term. Mr. Baliles was unable to attend and the oath of office will be administered at a later date. Planning & Zoning Case #R19-020 was presented to the Council. TC / JP Development, LLC has requested to rezone 2.69 acres located on Lawrenceville Road from R-44 to CN for the development of retail / mixed use development. Council Member Lisa Newberry made a motion to deny the application as requested. Council Member Jay Boland seconded the motion. Motion carried 4-2 with Council Members Linda Dodd and Anne Huntsinger voting in opposition. Council Member Anne Huntsinger made a motion to approve the annual contract with Control Concepts for a reduced increase from 5% to 3% as follows: 2020 $2,720, 2021 $2,802, 2022 $2,886. Council Member Danny Ford seconded the motion. Motion carried 6-0. Council Member Jay Boland made a motion to approve the purchase of 2020 Ford Explorer for the Police Department for $32,356 (equipment cost NTE $15,804.88). Council Member Bill DuVall seconded the motion. Motion carried 6-0. Council Member Danny Ford made a motion for City Manager Danny Roberts to cease pursuit of propose development of downtown. Council Member Jay Boland seconded the motion. Motion carried 4-2 with Council Members Linda Dodd and Anne Huntsinger voting in opposition. With no further business to discuss, Council Member Anne Huntsinger made a motion to adjourn. Council Member Linda Dodd seconded the motion. Motion carried 6-0. Meeting adjourned at 7:31pm.
