MINUTES CITY OF LOGANVILLE Regular Council Meeting Minutes Monday, November 8, 2021 6:30pm Council Chambers The City of Loganville Mayor and Council met for their regularly scheduled Council Meeting on Monday, November 8, 2021 at 6:30pm in the Council Chambers. Mayor Rey Martinez and Council Members Jay Boland, Linda Dodd, Bill DuVall, Danny Ford, Anne Huntsinger and Lisa Newberry were all present. Mayor Rey Martinez called the meeting to order at 6:30pm. The invocation was given and the pledge to the flag was led. Mayor Rey Martinez called for a moment of silence in remembrance of former City Manager Bill Jones who had recently passed away. Council Member Anne Huntsinger made a motion to approve the agenda. Council Member Danny Ford seconded the motion. Motion carried 6-0. Council Member Linda Dodd made a motion to approve last month’s minutes. Council Member Lisa Newberry seconded the motion. Motion carried 6-0. Council Member Anne Huntsinger made a motion to approve last month’s financial report. Council Member Linda Dodd seconded the motion. Motion carried 6-0. Mayor Rey Martinez recognized Treasure Williams, Cierra Thomas and Jaden Bateman as Mayor for a Day. Gwinnett County Chairwoman Nicole Hendrickson and Walton County Chairman David Thompson were present and addressed the Mayor and Council. Representatives from the Library Board were present and made a presentation to the Council regarding their desire to construct a new library. Mayor Rey Martinez read a proclamation for National Injury Prevention. Council Member Jay Boland made a motion to amend the vehicle purchase for the police department that was approved September 2021 to $89,316.00 (includes 10% contingency) due to the inability to obtain Dodge Chargers and instead purchase Ford Explorers. Council Member Anne Huntsinger seconded the motion. Motion carried 6-0. Council Member Bill DuVall made a motion to combine the 2021 and 2022 LMIG Fund and rebid the project at a later date. Council Member Lisa Newberry seconded the motion. Motion carried 6-0. Council Member Danny Ford made a motion to approve the resolution regarding rules of decorum. Council Member Anne Huntsinger seconded the motion. Motion carried 6-0. Council Member Lisa Newberry made a motion to approve the Computer, Internet and Email policy to include elected officials. Council Member Linda Dodd seconded the motion. Motion carried 6-0. Council Member Danny Ford made a motion to go into Executive Session to discuss legal matters with Council. Council Member Lisa Newberry seconded the motion. Motion carried 6-0. Council Member Lisa Newberry made a motion to go back into open session following Executive Session. Council Member Anne Huntsinger seconded the motion. Motion carried 6-0. City Attorney Robyn Webb announced that no action was taken during the Executive Session. Council Member Council Member Bill DuVall made a motion to authorize the Mayor to sign the necessary forms as requested to the Walton County SDS agreement. Council Member Linda Dodd seconded the motion. Motion carried 6-0. Council Member Lisa Newberry made a motion to approve the SDS Resolution requested by the Joint Development Authority of Jasper County, Morgan County, Newton County and Walton County. Council Member Bill DuVall seconded the motion. Motion carried 6-0. Council Member Danny Ford made a motion to approve the resolution to preserve the City’s sewer capacity and to limit the use of the City’s Sanitary Sewer Wasterwater System to within the City limits. Council Member Anne Huntsinger seconded the motion. Motion carried 6-0. With no further business, Council Member Danny Ford made a motion to adjourn. Council Member Lisa Newberry seconded the motion.
