Planning & Development Committee Meeting
Thursday, July 2, 2020 5:30pm

The City of Loganville Planning & Development Committee met on Thursday, July 2, 2020 at
6:30pm in the Council Chambers. Committee Chair Lisa Newberry, Mayor Rey Martinez and
Committee Members Bill DuVall and Danny Ford were present.
Committee Chair Lisa Newberry called the meeting to order at 5:31pm.
The current moratorium on Multi-family Residential Density Districts was discussed. City
Attorney Robyn Webb explained the current zonings and the differences between them. She
explained that under federal law and the affordable housing the housing in an area must be
affordable meaning you cannot exclude certain classes of people. You cannot make it impossible
to find affordable housing within the main residential areas of the City. Currently there are six
properties zoned RM8 and two that are zoned RM6.
There was discussion of removing the RM8 zoning completely but it must be studied more. The
committee asked that Planning Director Tim Prater look into how serious the currently zoned
properties are in developing their proposed apartments, the number of units in each and the
prince point including the development on Bay Creek. Committee Chair Lisa Newberry made a
motion to have staff and City Attorney Robyn Webb take a look at all multi-family zoning
classifications and the occupancy rate and price points for current apartments and make a
recommendation to the committee. Council Member Danny Ford seconded the motion. Motion
carried.
The Committee discussed the appeal of Walmart regarding the signage on their building.
Planning Director Tim Prater explained that due to the large size of their building it was his
opinion that there should be another classification added to the sign ordinance to allow for more
signage for these larger stores. Council Member Danny Ford made a motion to recommend to the
Council a next week’s council meeting, a new tier in the sign ordinance be added to increase the
maximum signage for larger stores to increase the max sign face by 100 square feet from 350
square feet to 450 square feet. Committee Chair Lisa Newberry seconded the motion. Motion
carried.
With no further discussion, Council Member Danny Ford made a motion to adjourn. Council
Member Bill DuVall seconded the motion. Motion carried.
