City of Loganville Planning & Development Planning Commission Public Hearing (Called Meeting) Municipal Council Chambers 4303 Lawrenceville Road Thursday, November 29, 2018 • 6:30 p.m. ATTENDANCE: Planning & Development Director, Tim Prater; Planning Commission Chairwoman, Janice Tribble; Planning Commissioners, Barbara Forrester, Bruce Granoff, Amanda Soesbe, Richard Homick and Kathrine Self. Admin. Assistant II, Angela Page recorded the minutes. MEETING CALLED TO ORDER: The meeting was called to order at 6:31 p.m. Invocation was given by Janice Tribble followed by the pledge of allegiance. APPROVAL OF MINUTES: A motion was made by Barbara Forrester and seconded by Katherine Self to approve the minutes from the August 30, 2018 Planning Commission meeting. Motion carried 5-0. BUSINESS: Case #18-018 – Amend Zoning Ordinance for the purpose of adopting the Main Street Overlay District. Chairwoman Janice Tribble requests for Tim Prater to begin explaining the definition and purpose of the Overlay. Barbara Forrester’s concern was that 3 stories would be too many on Main Street. Tim Prater stated that as it stands currently 5 stories are allowed. Discussion among Commission members was unanimous to limit the height of stories as 3 will be too many. Barbara Forrester brought up the issue of distance between alcohol licensing and churches on Main Street. Tim Prater suggested by the design layout of the property this issue would be non-existant. Bruce Granoff asked if the parking and trees suggested in the Overlay on Main Street would be feasible. Tim Prater added that this would be a discussion with the GDOT. Citizen Branden Whitfield questioned if there would be a designated Uber or Lift drop-off and pick-up? Tim Prater suggested that this could be a consideration with Developers to possibly incorporate into the plans. A motion was made by Richard Hamick and seconded by Katherine Self to recommend the City Council approve to amend the Zoning Ordinace for the purpose of adopting the Main Street Overlay District.
