Box 338 - Lone Rock, WI 53556 608-583-0088 Village Board Meeting Minutes 12-Dec-2023 Roll Call The roll call confirmed the attendance of Dan Quinn, Steve Morgenson, Harry Pulvermacher, Brandon Bindl, Adam Reno, and Mary Litviak via Zoom due to illness. Also in attendance: Alvin J Christianson, Christa Quinn, Brad Seymour, Sandra Creasey, Pat Christianson, Theresa Jensen, Esther Marshall, Bart Nies. Zoom: Linda Schwanke, Sara Christianson. Approve Agenda Motion to approve the agenda made by Adam Reno, seconded by Steve Morgenson. The motion carried unanimously. Approve 11/14/2023 Minutes. Motion to approve the minutes made by Steve Morgenson, seconded by Adam Reno. The motion carried unanimously. Proposed WWTF Upgrade & Sanitary Sewer System Improvements Update Bart Nies, Delta 3. The board discussed an update on the proposed WWTF upgrade and sanitary sewer system improvements. A significant delay in the approval of the sludge management plan by the DNR has impacted the schedule for submitting a CDBG application. Two options were presented for the project schedule: one following the original plan and another involving a potential delay. Despite the DNR delays, approval for the facility plan was still pursued aggressively to capitalize on additional available funding for the project. There was a consensus to stay on the current schedule, and if needed, to involve legislative assistance to expedite the DNR review process. Documentation of any noncompliance or images showing the condition of the sewer plant was requested for grant application support. Set Date for Caucus The board was required to establish a date for the Caucus between December 1 and January 1, which would then be held between January 2nd and January 21st. Adam Reno made a motion to set the date for January 16th, 2024, at 7:00 PM, seconded by Brandon Bindl. The motion carried unanimously. Appointment of Election Inspectors/Poll Workers for 2024-2025 The board moved to appoint Mary Gorman, Lisa Evans, Tammi Reno, Esther Marshall, and Tammy Christianson as Election Inspectors/Poll Workers for the 2024-2025 term. Motion to appoint election officials made by Steve Morgenson, seconded by Mary Litviak. The motion carried by Adam Reno abstained. Proposal for Property Tax Assessment Maintenance & Revaluation A discussion took place about the approaching revaluation requirement and proposals for conducting it. One proposal been received, and another potential provider was signaled. It was decided that it would be better to get several bids before deciding. Building Permit(s): (D. Butteris approved) On 10/20/2023, Dennis Butteris approved a building permit to Nate Coleman for an Electric Service Inspection, done online with no physical interaction needed. Motion to approve building permit made by Adam Reno, seconded by Harry Pulvermacher. The motion carried unanimously. Fire District No updates were provided for the Fire District. Police No updates were provided for the Police. Library No Library updates were mentioned. Public Works Department – Chris Conner & Cameron Quinn Cameron gave an update on the vehicles selling on WI Surplus. Public Input Brandy Dosch provided an update concerning EMS. During the public input session, there was a discussion about grant applications and issues regarding Medicare status. Moreover, an increase in emergency runs from the previous year was also mentioned. Upcoming Village or Community Meetings Notices were given about an upcoming Plan Commission meeting on Wednesday, December 20th, and the next Board Meeting scheduled for January 9, 2024.
