Village Board Meeting
2024-08-06 Meeting minutes
Roll Call
The meeting was called to order. A roll call was conducted, and the following members were present: Dan Quinn,
Mary Litviak, Harry Pulvermacher, Brandon Bindl, Adam Reno, Corey Ewers, and Brad Seymour.
Also in attendance: Esther Marshall, Chris Conner, Cameron Quinn, Christa Quinn, Don Brander, Sandra Creasey, Pat
Christianson, Theresa Jensen, Sara Carstensen, Joseph Carstensen, Betty Ruhland Creasey, Bruce Creasey. ZOOM:
Linda Schwanke.
Approve Agenda
A motion to approve the agenda was made by Adam Reno and seconded by Mary Litviak. Carried.
Approval of 07/09/2024 Minutes
A motion to approve the minutes of the meeting held on 07/09/2024 was made by Adam Reno and seconded by Brad
Seymour. Carried.
Zoning Administrator
Brad Seymour expressed interest in the role.
A motion was made to accept Brad Seymour as the Village Zoning Administrator by Adam Reno, seconded by Mary
Litviak. Carried.
Zoning Board of Appeals – Sara & Joe Carstensen
Sara Carstensen proposed tabling the issue and taking it back to the committee since they came up with a different
solution instead of incurring legal expenses. The Board agreed to set up a future appointment to address the matter.
WI DOT Bridge Closure
Discussion regarding the uncertainty of the timeline for the Wisconsin Department of Transportation bridge closure
occurred. Coordination with the head of the drawing crew was ongoing and no definitive date was given at the
meeting.
Discussion and Recommendation on Tentative Approval of Revised Ordinances
Large Vehicle Parking & Storage Ordinance
Brad Seymour provided revised ordinances related to large vehicle parking and storage. The modifications include
requiring a parking permit, to be issued by the zoning administrator, with annual renewal. The police department
would have the authority to enforce these regulations.
A motion was made to approve ordinance 10-1-28, regarding vehicles over 15,000 pounds or 22 feet in length and
submit it to the attorney for review by Adam Reno, seconded by Harry Pulvermacher. Carried
Brush – Don Brander
Clarification was provided regarding the policy on brush pickup. It was confirmed that the village would continue to
pick up storm damage while discontinuing the service for trimming and landscaping debris generated by residents.
Spring Clean Up
Follow-up on properties originally cited for clean-up was discussed. Three properties were referred to the sheriff’s
department, while additional letters were being sent to others still non-compliant.
4th of July Update – Mary Litviak
An update was provided on the 4th of July event, which made a profit of $4,000 despite inclement weather. The next
year’s committee plans were also discussed.
Lone Rock Farmers Market – Mary Litviak
Details of the upcoming weekly Lone Rock Farmers Market starting August 22nd through October 24th were shared.
The market will be held every Thursday from 4 to 8 PM.
Operator’s Licenses for Dollar General
Motion to approve operator's licenses for Pamela Hanson and Julie Day by Adam Reno, seconded by Brad Seymour.
Carried.
Fire District – Harry Pulvermacher
The Fire District discussed changes to how billing would be managed for residents in the district. Individual fire call
bills, if not a resident, will be billed. More will be discussed at the September meeting.
Village Fire Station, not the district, will be installing 4 new fans in the new building and replacing 2 existing fans
because of terrible climate control.
EMS - Theresa Jensen
EMS reported the resignation of an EMT and the appointment of a new president Theresa Jensen. It was noted that
they had been experiencing a high volume of emergency runs.
Police
An email was received from the sheriff’s office, responding to 34 calls for service and issued 4 citations in the village.
Library – Brad Seymour
The library had 212 visitors and checked out 130 items last month. 47 children and 23 adults attended July programs.
The next library board meeting is scheduled for Monday at 5:30 PM.
Public Works Department – Chris Conner & Cameron Quinn
Bid on Well #1
A bid from B&M Tech was presented for the maintenance of Well #1 in preparation for nitrate management.
Motion to approve the bid of $17, 658.00 from B&M Tech for Well #1 maintenance by Harry Pulvermacher, seconded
by Adam Reno. Carried.
Community Center
A discussion was held about the financial deficits related to maintaining the community center, where it was
highlighted that the costs exceeded the income from rentals.
Public Input
Feedback was provided by residents concerning storm damage clean-up misconceptions and issues at the splash pad.
Upcoming Village or Community Meetings
Public Test of Voting Machine
The public test of voting machines is scheduled for Wednesday, August 7th at 10:00 AM at the Village Office.
Next Board Meeting
The next board meeting will be held on September 10th, 2024, at 7:00 PM at the Village Office.
