Attendees present were Dan Quinn, Mary Litviak, Harry Pulvermacher, Brandon Bindl, Adam Reno, Corey Ewers, and Brad Seymour. Also in attendance: Esther Marshall, Chris Conner, Cameron Quinn, Christa Quinn, Amanda Diehl, Sandra Creasey, Pat Christianson, Theresa Jensen, Troy Rinehart, Bart Nies. ZOOM: Linda Schwanke, Valley Sentinel AI Notetaker. Approve Agenda Motion to approve the agenda. Result: Approved without opposition. Made by: Harry Pulvermacher. Seconded by: Brad Seymour. Approval of 08/06/2024 Minutes Motion to approve the 8/6/2024 minutes. Result: Approved without opposition. Made by: Adam Reno. Seconded by: Brad Seymour. Proposed WWTF Upgrade & Sanitary Sewer Improvements Approve Plans, Specifications, and Estimates Motion to approve the plans, specifications, and estimates for the WWTF upgrade. Result: Approved. Made by: Adam Reno. Seconded by: Brad Seymour. Approve Engineering Services Contract Motion to approve the engineering service contract. Result: Approved. Made by: Harry Pulvermacher. Seconded by: Adam Reno. Approve Grant Administration Services Contract Motion to approve the grant administration services contract. Result: Approved. Made by: Harry Pulvermacher. Seconded by: Corey Ewers. Approve Submittal of CWF Application Motion to submit the CWF application. Result: Approved. Made by: Adam Reno. Seconded by: Corey Ewers. Approve CWF Authorized Representative Resolution #2024-08 A resolution was adopted to authorize the village president to function as the representative for CWF-related matters. Motion to approve CWF authorized representative resolution #2024-08. Result: Approved. Made by: Adam Reno. Seconded by: Brad Seymour. Approve CWF Reimbursement Resolution #2024-09 A resolution to allow for DNR funds to reimburse expenditures for the WWTF upgrade was approved. Motion to approve CWF reimbursement resolution #2024-09. Wisconsin DOT TAP Grant – S.T.H. ‘130’ Sidewalk State Municipal Financing Agreement The board discussed the layout and aspects of the proposed sidewalk along S.T.H. ‘130’. A resolution was adopted, contingent upon the project location and summary of cost revisions. Motion to approve the state municipal agreement for the TAP Grant, contingent on project location and summary of cost revisions. Result: Approved. Made by: Corey Ewers. Seconded by: Mary Litviak. Approve Engineering Firm for Project The board authorized the hiring of an engineering firm for the sidewalk project without involving the D.O.T review process. Motion to approve Delta 3 Engineering for the sidewalk project engineering services. Result: Approved. Made by: Corey Ewers. Seconded by: Harry Pulvermacher. Richland County Comprehensive Plan Villages Survey Mary Litviak provided an update on the comprehensive plan meeting and survey. Motion to approve a survey response. Result: Approved. WI DOT Bridge Closure A schedule for bridge closures in the village was announced, with closures starting September 16th for 2 weeks, pending weather conditions. Zoning Administrator Update Zoning Permit Fee The board reviewed and established a set fee of $50 for future zoning permits, based on comparisons with neighboring communities. Compensation for Zoning Administrator A proposal for compensation arrangements for the Zoning Administrator was discussed and approved. Motion to approve the zoning administrator compensation structure. Result: Approved. Made by: Adam Reno. Seconded by: Harry Pulvermacher. Abstained: Brad Seymour. Dion Puzon Zoning Permit A zoning permit application made by Dion Puzon was addressed and approved, along with Ewers Construction & Ronald/Teresa Bass. Ordinance 10-1-28 to Allow for Adoption of the Revised Ordinance Discussion and adoption of the ordinance were tabled to the next meeting due to pending adjustments. Spring Clean Up Brad Seymour reported on progress and compliance from property owners following an ongoing cleanup effort. Wi-Fi at the Community Center by WeConnect An initiative for installing Wi-Fi at the Community Center, with details on connectivity options still pending. Building Permit(s) Two building permits were reported and approved concerning ongoing projects within the village. Motion to approve the reported building permits. Result: Approved. Made by: Harry Pulvermacher. Seconded by: Adam Reno. Fire District - None. EMS - An update was provided on repairs required for EMS services, particularly mentioning pending ambulance service arrangements. Police - The July police report included 22 calls for service and 3 citations issued. Library - Approval for a New Board Member Motion to approve Amanda Diehl as a new board member for the library. Result: Approved. Made by: Dan Quinn. Seconded by: Adam Reno. Public Works Department Routine operations continue smoothly with no additional notable issues presented. Set Date and Time for Performance Reviews The board scheduled performance reviews for village employees on September 30th. Set Date and Time for 2025 Budget The budget meeting was scheduled for October 15th, allowing department heads to prepare their plans for the 2025 fiscal year. Public Input The floor was opened for public comment, where members expressed gratitude for community support efforts, including the farmers' market success. Picnic tables donated by Ethel Fitzgibbons. Next Board Meeting The upcoming village board meeting is scheduled for October 8th, with the next economic development meeting set for September 24th. Review Check Register/Bills The board reviewed the village’s financial expenditures as presented in the check register. There was no specific comment or motion noted regarding finance.
