2024-10-08 Village Board Meeting minutes
Roll Call
Attendance was taken, confirming the presence of board members: Dan Quinn, Mary Litviak, Harry Pulvermacher, Brandon
Bindl, Adam Reno, Corey Ewers, and Brad Seymour.
Also in attendance: Esther Marshall, Chris Conner, Cameron Quinn, Christa Quinn, Pat Christianson, Sandra Creasey, Theresa
Jensen, Bruce Creasey, Betty Ruhland.

Approve Agenda
Motion to approve the agenda was made by Adam Reno and seconded by Mary Litviak. Motion was carried.
Approval of September 10, 2024, Minutes
Motion to approve the September 10, 2024, minutes was made by Adam Reno and seconded by Brad Seymour. Motion carried
unanimously.
Historical Society – Ethel Fitzgibbons
Ethel Fitzgibbons attempted to join the meeting remotely to discuss matters related to the Lone Rock Historical Society's tax-
exempt status. The issue centered around the proper legal use of a tax-exempt number. It was decided that the village would
consult with the village attorney.
Trick or Treat (Thursday)
Trick or treat hours were set for Thursday, October 31st, from 4 PM to 7 PM.
Motion to approve trick or treat hours was made by Adam Reno and seconded by Brad Seymour. Motion passed.
2024 League Insurance Renewal Effective November 01, 2024
The board reviewed the renewal details for the 2024 League Insurance. The renewal was accepted with no objections noted.
The motion to accept the 2024 league insurance renewal was made by Adam Reno and seconded by Harry Pulvermacher. Motion
agreed.
2024 Spring Clean Up Follow Up Report and Enforcement Action
A follow-up report was provided on properties not in compliance with village maintenance standards. Improvements were noted
on South Maple and East Richland Street, with ongoing enforcement to ensure compliance before snowfall. Further action
regarding junk items on Richland Street property is pending.
Zoning Administrator Report
• Chapter 13 zoning ordinance revisions have not been completed due to a delay at the attorney's end.
• Permit issued for reconstruction of a fire-damaged property at 254 E Richland Street.
• Discussion on potential amendment to zoning regarding garages over 864 square feet. The zoning administrator showed
interest in implementing flexibility.
Zoning Ordinance Setback Modification
A proposed modification to change the zoning setback requirement in R-2 zones from 12 feet to 25 feet was discussed to align
with R-1 requirements, considering potential future street widening and parking concerns.
Motion to change the minimum street yard setback from 12 feet to 25 feet in R-2 zones was made by Brad Seymour and seconded
by Adam Reno. Motion carried.
Ordinance 10-1-28:
Discussions regarding Ordinance 10-1-28 were tabled due to unfinished attorney documents.
Repeal Current Zoning Codes and Adopt Revised Code of Ordinances Chapters 13-16
These items were also tabled due to pending deliverables from the attorney.
Myrtle Street
A proposal to vacate a block of Myrtle Street from Forest Street to Dr. B Reynolds was discussed to increase lot availability.
The motion to vacate the designated block of Myrtle Street was made by Brad Seymour and seconded by Brandon Bindl. Motion
passed.
Fire District
The fire district detailed a new brush truck purchase and outlined impending financial considerations for replacing a major vehicle
within five years. Adjustments to eliminate the fire call billing for residents effective 2025 were also approved.
EMS
There was a report concerning unauthorized additions to the EMS roster by an external party related to emergency management.
Steps are being taken to have the individual removed from the roster.
Police
Police activity for August included 24 service calls, with one citation issued and costs amounting to $3,812.50. September activity
included 20 service calls, with one citation issued and costs amounting to $2,337.50.
Library
The library reported 109 visitors, 20 kids engaged through story time, 130 physical checkouts and 69 Libby eBooks &
eAudiobooks. Upcoming eye screening event for homeschools kids.
Public Works Department – Chris Conner & Cameron Quinn
Updates included ongoing efforts with tree removal and other maintenance activities.

• VLR Budget Meeting scheduled for Tuesday, October 15th at 6:00 PM at the Village Office.
• Next Board Meeting scheduled for November 12, 2024, at 7:00 PM.

The check register and associated bills were reviewed by the board. There was no new action or resolution noted in this area.
