Box 338 - Lone Rock, WI 53556 608-583-0088 2024-11-12 Public Hearing/Village Board Meeting minutes Roll Call – Public Hearing 2025 Proposed Budget Attendance was taken, confirming the presence of board members: Dan Quinn, Mary Litviak, Harry Pulvermacher, Brandon Bindl, Adam Reno, Corey Ewers, and Brad Seymour. Also in attendance: Esther Marshall, Chris Conner, Cameron Quinn, Christa Quinn, Pat Christianson, Sandra Creasey, Theresa Jensen, Don Brander. ZOOM: Not available Discussion on Proposed Budget Received contract from Richland County Sheriff Department just prior to the hearing. Except proposed budget with the stipulation of approving of Richland County contract. Adjourn Motion to adjourn was made by Mary Litviak and seconded by Adam Reno. Motion passed. ZOOM: Linda Schwanke (Home News), Valley Sentinel, Ethel Fitzgibbons. Approve Agenda Motion to approve the agenda was made by Adam Reno and seconded by Harry Pulvermacher. Motion was carried. Approval of October 8, 2024, Minutes Motion to approve the October 8, 2024, minutes was made by Adam Reno and seconded by Brad Seymour. Motion carried. Consideration of and possible action on the 2025 budget for the Village Motion to approve the 2025 Village Budget was made by Adam Reno and seconded by Brandon Bindl. Motion carried. Bridge Plaques Bronze will be used on the plaques. Motion to approve rivets was made by Brad Seymour and seconded by Corey Ewers. Motion passed. Santa Treat Donation The motion to donate $150.00 to Royal Bank was made by Adam Reno and seconded by Mary Litviak. Motion agreed. Halverson CPA, Inc. Received a letter of resignation. Halverson’s provided utility financial support and completed the Annual Public Service Report on behalf of the Village. Recommendations on other firms were provided. Board instruction was to reach out to these firms to get bids immediately. Water & Sewer plans for School Forest Lots Delta 3 will be contacted for water and sewer plans for the school forest lots. The plan is to begin with two and go forward if it is feasible to work in a series from there. Community Center Rental fees were increased but not before some disagreement about the changes. The upstairs cost will be $200 with a deposit of $250 and $100 for the basement with two trustees, Litviak and Pulvermacher, voting nay. One exemption, as for the Red Cross, will be recognized. Litviak suggested reconsidering reduced rates for 501(c)(3) organizations. “Anything that benefits our town I don't think should pay rent,” Pulvermacher said. “If the fire department wants to use it for a special occasion, they should not have to pay. If our American Legion wants to use it. They should not have to pay.” Ewers said his only concern about not charging is that it is shifting the cost to everybody else, all the other taxpayers in the community that may or may not benefit from what those organizations do. “If that is what we want to do as a community, which is fine, but it is costing all of us, whether you realize it or not, to let these organizations come for free. Cost quite a bit to maintain and operate that building.” He added that it is a nominal fee and not unreasonable at all. On the public input side, Ethel Fitzgibbons said she has concerns about the changes in the fees and the lack of communication and transparency from the board. She is also concerned about the changes in the use of the village tax-exempt number for raffle licenses, which the Lone Rock Historical Society has always used. There are legal constraints, village clerk Tammy Christianson explained. The village needs to wait for written confirmation from the attorney before moving forward with who can use the tax-exempt number. 2024 Spring Clean Up Two Certified letters with a 30-day window were mailed. Enforcement action may be taken. Zoning Administrator Report • Chapter 13 zoning ordinance revisions have not been completed due to a delay at the attorney's end. • Zoning approval given to Jeffrey Hackl for an LP tank installation. • Zoning denied Bill Kolman on proposed attached garage. • Zoning code violation on Jeff Lamont/JTL Welding for business sign. Building Permit(s): • LR Community Congregational Church to remodel house at 211 E Commercial St on 10/10/24. • Jeffrey Hackl to install garage wall heater on 10/23/2024. Fire District Nothing. EMS Theresa Jensen distributed a contract from Richland County Emergency Management. Discussion followed, will be placed on December’s agenda. Police Police activity for October included 24 service calls, with 2 citations issued and costs amounting to $2,537.50. Library The library reported 149 visits, 123 checkouts and 60 Libby eBooks. Successful Halloween night with 74 people stopping in. Raffle with the prize being a Harry Potter Box Set. The water runoff from roof was discussed. Public Works Department – Chris Conner & Cameron Quinn DNR has suggested that we should investigate a new well. Bart from Delta 3 would be contacted. Public Input Election report card was passed around. The election workers received 96.50 out of 100. Upcoming Meetings Next Board Meeting scheduled for December 10, 2024, at 7:00 PM. Review Check Register/Bills The check register and associated bills were reviewed by the board. There was no new action or resolution noted in this area. Adjourn The meeting was adjourned at 8:06 PM.
