The following board members were present: Dan Quinn, Mary Litviak, Harry Pulvermacher, Brandon Bindl, Adam Reno, Corey Ewers, and Brad Seymour. Also in attendance: Esther Marshall, Cameron Quinn, Christa Quinn, Sandra Creasey, Steve Morgenson, Bruce Creasey, Betty Ruhland, and Doug Enke. ZOOM: Linda Schwanke (Home News), Valley Sentinel AI and Krystal Mitchell. Approve Agenda Motion to approve the agenda made by Reno, seconded by Bindl. Motion carried unanimously. Approval of 11/12/2024 Minutes Motion to approve the minutes from November 12, 2024, made by Litviak, seconded by Seymour. Motion carried unanimously. S.T.H. '130' Sidewalk State Municipal Agreement – Delta 3 Village President Quinn presented an update on the State Highway 130 sidewalk project. He explained that the project had been previously approved, but changes were made due to switching sides of the highway for the sidewalk and eliminating 3 blocks because of a memorial. The changes resulted in the addition of a crosswalk on Liberty Street to access the park, which would still be covered under the 80% contract. The board discussed the project timeline, which had been pushed back. The commencement deadline is now June 4, 2028, with a completion deadline of June 30, 2030. Concerns were raised about the extended timeline and its impact on other village projects. Motion to approve the sidewalk state municipal agreement made by Reno, seconded by Seymour. Motion carried unanimously. Set Date for Caucus The board discussed setting a date for the village caucus, which needs to be held between January 2nd and January 21st, 2025. After considering various dates and potential conflicts, the board agreed on January 7th, 2025, at 7:30 PM. Motion to set the date for the Village of Lone Rock caucus on January 7th, 2025, at 7:30 PM made by Reno, seconded by Ewers. Motion carried unanimously. Town & Country Sanitation new contract Doug from Town & Country Sanitation presented the new 2025 contract for waste management services. He explained that rates have increased due to rising costs in labor, equipment, and general expenses since COVID-19. The new rate will be $16.50 per home per month for weekly garbage pickup and bi-weekly recycling. Board members discussed the increase, noting that while it was significant, it still represented fair value for the service provided. The contract is for a 5-year term with annual increases of 50 cents per home. Motion to accept the Town & Country Sanitation contract made by Pulvermacher, seconded by Seymour. Motion carried unanimously. Operator's Licenses Village President Quinn presented operator's license applications for Geneva Sittig (Dollar General), Buffy Lugo (LR Mart), Miranda Quinn, and Sheila Pulvermacher (The Woods). Motion to accept the operator's licenses for the listed individuals made by Reno, seconded by Bindl. Motion carried unanimously. 2024 Spring Clean Up Seymour provided an update on the ongoing efforts to bring three properties into compliance with village ordinances: 1. 414 South Maple: Significant cleanup has occurred, but more work is needed. The occupant has been contacted and informed of the requirements. 2. 444 South Maple: New items have appeared that are not allowed to be stored. A letter has been sent to the property owner. 3. 255 East Richland Street: A certified letter was undeliverable. The village is considering options for addressing the violations, including potentially removing a pickup truck at the owner's expense. Zoning Administrator Report Seymour reported that the Ordinance Attorney, Alan Harvey, would be providing written copies of revised ordinances soon. A public hearing will be required due to significant changes in the zoning code. The goal is to review and adopt the ordinances at the January 14th Village Board meeting. One zoning approval permit was issued to Brandon Bindl for a fence at 304 East Madison Street. There were no denied permits. An ongoing zoning code violation with Jeff Lamont, JTL Welding and Fabrication property is being addressed through a change of zoning application. Building Permit(s) issued A building permit was issued to Ewers Contracting for a 30' x 40' x 12' accessory building on December 5, 2024. Motion to approve the building permit made by Pulvermacher, seconded by Seymour. Motion carried with Ewers abstained. Fire District A donation for the Fire Department from Eric and Irene Rapp was acknowledged. EMS – Richland County Emergency Services Agreements The board discussed a draft agreement from Richland County for emergency services. Concerns were raised about the $200 intercept fee and the overall intent of the agreement. The board decided to refer the matter to the Public Safety Committee for review and to request a presentation from the county. Motion to refer the Richland County Emergency Services Agreement to the Public Safety Committee for review and recommendation made by Seymour, seconded by Litviak. Motion carried. A donation for EMS from Eric and Irene Rapp was acknowledged. Police – 2025 Contracted Services Agreement The board reviewed the 2025 police services agreement with the Richland County Sheriff's Department. It was noted that there were date errors in the document that need to be corrected. Motion to accept the 2025 police services agreement with the Richland County Sheriff's Department, pending correction of dates, made by Reno, seconded by Pulvermacher. Motion carried unanimously. Village President Quinn reported that in November, the police managed 25 calls for service and issued 6 traffic citations. Library Seymour presented the library report on behalf of Director Troy Rinehart, the library had 106 visitors in the last month, 82 checkouts with 57 additional checkouts on the Libby app. The library will have a tree at the Festival of Trees celebration and has puzzles available to borrow. Appreciation was expressed to Public Works staff for installing new gutters at the library. Public Works Department – Chris Conner & Cameron Quinn Brush Grapple – Bids Cameron Quinn presented bids for a new brush grapple. The recommended option was a CID grapple from Simpsons, priced at $4,200. The board discussed the need for the equipment and its benefits for storm cleanup and tree work. Motion to accept the bid for the CID grapple from Simpsons for $4,200 made by Reno, seconded by Pulvermacher. Motion carried unanimously. Flushable Wipes Cameron Quinn discussed issues with flushable wipes causing damage to the sewer system. Two lift stations were clogged simultaneously due to these wipes. The board discussed potential solutions, including public education, and investigating the source of the problem. Public Input Village President Quinn informed the board that there might be an opportunity to salvage parts of the small bridge being removed for use in the park. The construction team will attempt to save corner pieces if possible. Review Check Register/Bills The board briefly discussed the need for a finance committee meeting to address the garbage fee increase and its impact on the budget.
