Roll Call
Dan Quinn, Mary Litviak (Zoom), Harry Pulvermacher, Brandon Bindl, Adam Reno, Corey Ewers, and Brad
Seymour were present.
Also in attendance: Esther Marshall, Chris Conner, Cameron Quinn, Christa Quinn, Pat Christianson, Sandra Creasey,
Jen Merrison, Lisa Evans, and Tom Frieberg.

Approve Agenda
Motion to approve the agenda made by Harry Pulvermacher, seconded by Brad Seymour. All in favor.
Approval of 12/10/2024 Minutes
Motion to approve the 12/10/2024 minutes made by Adam Reno, seconded by Brad Seymour. All in favor.
Treasurer Resignation
The treasurer announced their resignation after 25 years of service. The resignation date was set for April 30th,
allowing time for advertising the position and training a replacement. The board discussed the need to initiate the
process of finding a new treasurer through the Finance Committee.
Mary was identified as overseeing the committee, which also includes Corey and Brandon. It was decided to schedule
a meeting on January 22nd at 6 PM for the Finance Committee to discuss this matter further.
The board requested that Esther, the current treasurer, prepare a job description for the position.
Garbage & Recycling Rate
The board discussed increasing the garbage and recycling rate from the current $27.50 per quarter to $49.50 per
quarter to cover costs. Brad Seymour suggested approving an annual adjustment to match the contracted increases for
the next 5 years, eliminating the need for yearly board approvals.
Motion made by Brad Seymour to increase the garbage and recycling collection rates to match the contracted price,
initially set at $49.50 per quarter for this year, increasing to $.50 per month by the end of 2029, matching the agreed-
upon contract prices. Seconded by Corey Ewers. All in favor.
Temporary Liquor License
Motion to approve a temporary liquor license for March 1st for the Cabin Fever event made by Adam Reno, seconded
by Harry Pulvermacher. All in favor.
Operator's License to MH Friends
Motion to grant operator's licenses to Chris Risch and Dustin Husom made by Adam Reno, seconded by Harry
Pulvermacher. All in favor.
Zoning Administrator Report
The Zoning Administrator reported on the following:
● Revisions to Chapter 13 ordinances are still in progress, with some updates received from Attorney Allen
Harvey.
● A zoning approval permit was issued to Tom Frieberg for an accessory building at 1018 Fairview Court.
● The Jeff Lamont JTL property zoning code violation is on hold pending possible rezoning by the planning
commission.
The board discussed the need to formally approve zoning permits issued by the Zoning Administrator. It was decided
to include this approval process in future agendas.
Motion to approve the zoning permit issued to Tom Frieberg made by Adam Reno, seconded by Brandon Bindl. All in
favor.
Building Permit(s)
Motion to approve Tom Frieberg's permit for a garden shed made by Adam Reno, seconded by Harry Pulvermacher.
All in favor.
Fire District
The next Fire District meeting was announced for January 28th. No new information was provided.
EMS
The new EMS president, Jen Merrison, introduced herself and asked for guidance on what to report monthly. The
board requested updates on any changes or new developments. Brad mentioned an upcoming public safety committee
meeting to discuss mutual aid agreements proposed by Richland County and administrative issues related to EMS
record keeping.
Police
The board reviewed the December police report, which included 22 calls for service and 0 citations issued.
Library
Brad Seymour reported:
● 103 visits in December, totaling 1,597 for the year
● 139 checkouts in December, totaling 1,578 for the year
● 74 Libby app checkouts in December, totaling 925 for the year
● New hours are implemented in January, continuing into February. Now it is open Tuesday to Friday and 2
Saturdays a month.
● Puzzles available for checkout
● Seeking suggestions for summer programs or presenters.
● Working on the annual report
● Planning an annual book sale at the end of April
Public Works Department
The brush grapple for the Public Works Department had been received. The tree cutting project was reported as
mostly complete, with stump removal still pending.
Public Input
A resignation letter from Millie Rott was read, announcing their departure from the planning commission and other
village committees after over 40 years of service, including 15 years as a Richland County Board member. The board
discussed creating a plaque to recognize Millie's service and the need to fill the vacant position on the planning
commission.
Mary Litviak announced a kickoff meeting for the 4th of July celebration, with posters and online promotions in place
to set the event schedule for 2025.
Upcoming Meetings
● January 21st: Public Safety Committee meeting at 6 PM at the village office.
● January 22nd: Finance Committee meeting at 6 PM, followed by Planning and Zoning Committee meeting at
the village office.
Next Board Meeting
The next board meeting was scheduled for February 11, 2025, at 7 PM at the village office.
Review Check Register/Bills
The check register and bills were reviewed and approved, with Mary Litviak noting her approval despite not being
present to initial the documents.
