P.O. Box 338 - 314 E Forest St. - Lone Rock WI 53556 - (608) 583-0088. 2025-04-08 Board Minutes Roll Call Dan Quinn, Mary Litviak, Harry Pulvermacher, Brandon Bindl, Adam Reno, Corey Ewers, and Brad Seymour were present at the meeting. Also in attendance: Esther Marshall, Elizabeth Gieck, Chris Conner, Cameron Quinn, Christa Quinn, Theresa Jensen, Sandra Creasey, Shawn & Rachel Underwood, Jen Merrison, Steve Morgenson. ZOOM: Linda Schwanke (Independent Star News was HomeNews) and Valley Sentinels AI Notetaker. Approve Agenda Mary Litviak made a motion to approve the agenda. Harry Pulvermacher seconded it. The motion carried unanimously. Approval of 03/11/2025 Minutes Brad Seymour made a motion to approve March 11, 2025, minutes as presented. Brandon Bindl seconded the motion. The motion carried unanimously. Gratitude The board presented Esther with a plaque for over 26 years of dedicated service to Lone Rock. Esther expressed her gratitude. It was noted that another recognition was planned but postponed due to the recipient not feeling well. Installation of batting cage at Fireman's Park Adam Reno spoke on behalf of a group spearheading fundraising efforts for installing a batting cage at Fireman's Park. The estimated cost was around $7,000, with some donations already promised from local businesses. Adam requested permission for the village to manage the funds and potentially cover any shortfall. Board members discussed the proposal, suggesting that the village could contribute some funds from the park budget. They also considered maintenance aspects, such as using packed lime instead of concrete for easier upkeep. Corey Ewers made a motion for the village to manage the incoming funds for the batting cage project and potentially cover any remaining costs not funded by donations. Harry Pulvermacher seconded the motion. The motion carried, with one abstention. Transfer Alcohol License from Keg & Kettle to The Filling Station Bar & Grill LLC. 104 S Oak Street, Owner Shawn Underwood Adam Reno made a motion to transfer the alcohol license from Keg & Kettle to The Filling Station Bar & Grill LLC at 104 S Oak Street. Harry Pulvermacher seconded the motion. The motion carried unanimously. The board wished Shawn Underwood good luck with the new establishment. Farmers Market Checking Account Mary Litviak presented minutes from the first Farmers Market meeting, which included the election of a board of officers with Lisa Evans as the leader. The representative requested approval for the transfer of funds and establishment of a separate checking account for the Farmers Market. The board decided to postpone the final decision, pending a meeting with auditors scheduled for Thursday. Adam Reno made a motion to accept the minutes presented for the Farmers Market checking account, pending approval from the auditors. Harry Pulvermacher seconded the motion. The motion carried unanimously. Spring Clean-up The board announced the dates for the spring clean-up: Wednesday, May 7th from 2 PM to 6 PM, and Saturday, May 10th from 8 AM to 10 AM. They emphasized that the clean-up would not accept tires, appliances, electronics, light bulbs, batteries, waste oil, or hazardous materials. Signs would be posted to inform residents. Zoning Administrator Report The Zoning Administrator reported on several items: ● Chapter 13 ordinance revisions were still pending from the attorney, causing frustration in working with outdated zoning ordinances. ● A tentative zoning approval permit was issued to Joe and Sarah Carstensen for a 900 square foot garage/carport at 805 South Pine Street. The board's concurrence would be required. ● An addition to a building at 920 North Prairie Street for Egge Movers was paused due to lot line issues. The owner would need to combine properties and obtain a new CSM and plan commission approval. ● A sign approval permit was issued for JTL Welding/Jeff Lamont, with restrictions on excessive glare from solar lighting. Board approval would be required. ● The JTL Welding property was no longer in violation of zoning regulations. ● A new violation was reported for COBBRE Ventures LLC at 130 East Dr. B Reynolds Drive regarding a parked skid steer. If not removed by the 12th, the matter would be handed over to the county for enforcement. Zoning (B. Seymour) and/or Building (D. Butteris) Permit(s) Required secondary approval of Zoning Approval for 805 S Pine St. The board discussed the zoning approval for a structure at 805 South Pine Street. It was clarified that the building was on the primary lot, as the owners had moved onto their lot, leaving the other lot vacant. Brad Seymour made a motion for the board to give secondary approval of the zoning approval that had already been issued for a structure at 805 South Pine Street. Corey Ewers seconded the motion. The motion passed unanimously. Required secondary approval of Sign Permit Approval for 125 W Exchange St. The board discussed the sign permit approval for 125 West Exchange Street, which was identified as JTL Welding and Fabrication. Brad Seymour made a motion for the board to give secondary approval of a sign permit for 125 West Exchange Street. Harry Pulvermacher seconded the motion. The motion passed unanimously. Fire District Harry Pulvermacher reported on the recent Fire District meeting, which was described as short with little discussion. The backup chief was asked about the new truck, and it was reported that it would still be some time before it arrived. The next Fire District meeting was announced to be in May, where new officers would be elected. EMS – Mutual Aid Agreement Brad Seymour reported on the progress of the EMS Mutual Aid Agreement. Brad Seymour contacted Mike Jessen, but a meeting had not yet occurred due to scheduling conflicts. The newest agreement had been sent to Mike Jessen, who was waiting for their administrator's approval. Steve Morgenson reported on meetings with other municipalities: ● Muscoda would need to wait until June to take it to their village board. ● A meeting with Spring Green's service director was scheduled for Saturday. ● A meeting with Plain was hoped to be scheduled for Friday. ● Dodgeville EMS had been given a copy and was already on board. Another board member expressed hope that all EMS agencies would agree to the proposed agreement, which they felt was beneficial for the village. The EMS representative reported: ● 22 patient contacts in March, with no exceptionally busy days ● The chicken barbecue event had been tabled until the next meeting. ● A dashcam was being evaluated for potential use in the ambulance for safety purposes. ● The bank required meeting minutes naming the service director, assistant service director, secretary, treasurer, and board signee to add Dan as a signer on the bank accounts. Lone Rock Rescue ● Service Director - Jennifer Merrison; Assistant Service Director - Steve Morgenson; Secretary/Treasurer - Theresa Jensen; Signee - Dan Quinn Allocation of our accounts at Royal Bank. ● Checking – Miscellaneous; Savings 1 – Defibrillator; Savings 2 - Equipment Updating; CD - Ambulance Police A letter from Sheriff Plate Holder was read, reporting: ● An invoice for $4,160 for March 2nd through March 29th. ● During the billing period, 13 calls for service were managed, and 6 citations were issued. Library Brad Seymour reported on the library director's update: ● March had 135 visitors and 171 checkouts, an increase from previous months. ● New library hours, including some Saturdays, had been implemented with positive results so far. ● The library welcomed input for summer reading programs. ● Cameron Quinn was thanked for power washing the flower bed and Legion Post sign. ● New village board trustees and employees were invited for a library tour. ● A new policy for handling money collected from fees was being implemented. ● A new “Theft of Library Services” policy would go into effect on July 1, 2025 ● Library board meeting minutes would be posted on both the library and village websites in the future. The board briefly discussed the theft of library services policy, which covers all library materials and provides a way to recover costs for unreturned items. It was also noted that the rest of the gutters had been installed at the library. Public Works Department – Chris Conner & Cameron Quinn The Public Works Department reported two main issues: ● An incident of illegal dumping: On March 27th, an unmarked black dump truck dumped two loads of construction material by the brush pile. This resulted in 10,120 pounds of material that cost the village $1,032 to haul to Town & Country Sanitation, not including staff time and fuel. The board discussed the need for more cameras to prevent such incidents in the future. ● Opening of public bathrooms: The department announced that Fireman’s public bathrooms would be opened on Friday, April 11th, with Garrison to follow, at the end of April. Public Input The board was reminded that Johnson Block would be present on Thursday morning. EMS and library representatives were advised to be available to answer any questions the auditors might have. Board members were invited to meet the auditors if they wished. An update was provided on the monuments at Brace Park: ● Cement had been poured for the monuments. ● The following Monday, cement would be poured for the entire sidewalk area. ● The monuments will be set in May. ● The design had been slightly modified to prevent cracking, including rotating the octagon and adjusting the saw cuts. ● Three parking spaces, including one handicap space, would be added and blacktopped in May. Next Board Meeting – May 13, 2025 - 7:00 PM at the Village Office. Review Check Register/Bills The board reviewed the check register and bills. Adjourn The meeting was adjourned at 7:34 PM.
