PO BOX 338 – 314 E Forest St. – Lone Rock, WI 53556 – (608) 583-0088 Village Board Meeting Tuesday, September 9th, 2025 – 7:00 PM Roll Call President Dan Quinn called the Village Board meeting to order. Present were Dan Quinn, Brad Wilson, Brandon Bindl, Adam Reno, Corey Ewers, and Brad Seymour. Mary Litviak was absent. Also in attendance: Elizabeth Gieck, Chris Conner, Cameron Quinn, Peggy Adank, Pat Christianson, Sandra Creasey, Betty Creasey, Bruce Creasey, and Christa Quinn. ZOOM: Linda Schwanke (Independent Star News), Valley Sentinels AI Notetaker and Susan Malmanger. Approve Agenda Motion by Adam Reno to approve the agenda, seconded by Brad Seymour. Motion carried unanimously. Approval of 08/12/25 Meeting Minutes Motion by Corey Ewers to approve August 12, 2025, meeting minutes, seconded by Brandon Bindl. Motion carried unanimously. Office Security President Quinn explained that there have been issues with people coming into the office and verbally abusing the clerk and treasurer. He proposed having cameras installed to provide more security for the staff in the building. Clerk Tammy Christianson presented information from George “G4” Laubmeier, an IT person used by the village. The proposed system would be hardwired with 14 days of recording capability. It would include two cameras outside and one or two cameras inside the building. The cost would be approximately $3,000. The board discussed the benefits of a hardwired system versus other options like Ring or Blink cameras. Brad Seymour emphasized the importance of having a secure storage location for the recorded data for evidentiary purposes. Brad Wilson and Adam Reno confirmed that the system would connect to the village's existing server. The board also discussed the recording options, with Wilson noting that they could choose 24/7 recording or recording only when the building is occupied. President Quinn suggested getting additional quotes for similar systems, but the board decided to proceed with the proposal from George “G4” Laubmeier given the urgency of the security concerns. Motion by Adam Reno to approve the security camera system at the quoted price of approximately $3,000, seconded by Brad Wilson. Motion carried unanimously. Schedule Performance Reviews The board discussed scheduling performance reviews. Clerk Tammy Christianson mentioned that last year the reviews were conducted on September 30 by the Finance and Public Works committees separately. After discussion, the board agreed to have all board members present for the reviews this year. The board scheduled the performance reviews for Tuesday, September 30, 2025, starting at 6:00 PM with half-hour increments for each employee. The board noted that they would review 4-5 employees, with Cameron Quinn’s review to be managed separately. Schedule for 2026 Budget Meeting The board discussed scheduling the 2026 budget meeting. Brad Wilson mentioned that they needed to set a date so he could prepare all necessary information, including getting prices for assorted items like the CPA and tractor. Decision by the board to schedule the 2026 budget meeting for Tuesday, October 21, 2025, at 6:00 PM was recorded. Waive Zoning & Other Fees on Village Projects on Village Property The board discussed waiving zoning and other fees for village projects on village property. Adam Reno explained that it did not make sense to charge fees to the village for its own projects, writing a check to themselves. It was clarified that this would cover zoning approval, conditional use permits, and zoning board appeals, but would not include building permits, for which would still need to be paid. Motion by Adam Reno to waive zoning fees for village projects on village property only, seconded by Brad Wilson. Motion carried unanimously. Zoning Administrator Report Brad Seymour presented the zoning administrator report. He reported: • No updates on the new Chapter 13 zoning, which is still in progress. • No zoning approval permits issued or denied in the last month. • Nothing to report from the zoning board of appeals. • No new zoning code violations, still working on previously identified violations. • Received a call regarding a vacated alley for property on North Birch Street • Received a call regarding processes to allow for residences to be built on properties zoned for commercial use. • Worked with a property owner at 304 South Oak Street regarding a proposed structure or building addition. Zoning and/or Building Permit(s): Approved None. Tammy Christianson mentioned that one permit had been received that evening but was not ready for discussion. Fire District Brad Wilson reported that the next Fire District meeting would be on Tuesday, September 23. He also informed the board that the Fire Department's new brush truck was now in service. He described it as a white Chevy, 1-ton, four-door truck with red stripes. EMS Christa Quinn reported that since the last meeting, there had been approximately 12 patient contacts. She noted that they currently have around 8 members, with one member having moved out of the area. She mentioned that they would tentatively be doing a refresher class starting at the end of the month and continuing into October. She also reported that Cameron Quinn had driven the ambulance the previous day and did an incredibly job and thanked him for his assistance. Police No report was received from the police. Library Brad Seymour presented the library report from Troy Reinhart, the library director. The report indicated: • 247 visitors in August, a significant increase from normal • 169 checkouts • The summer reading program ran for 12 weeks with an event every Thursday morning, with a total of 205 people participating. • The library will host the Ithaca Lions Club on Thursday, October 30 at 10:30 AM for yearly eye screening services for homeschool families, with hopes to include hearing tests as well. President Quinn read a proclamation for Library Card Sign-Up Month 2025, which highlighted the importance of libraries in the community and encouraged all residents to sign up for a library card. Public Works Department – Chris Conner & Cameron Quinn Chris Conner reported on tractors as requested by the board. He stated that CH is currently running a special that would make it cheaper to lease a new tractor than they are currently paying. The new lease would be for 400 hours per year instead of 500 hours, which is sufficient since public works only puts 535 hours on the current tractor in three years. The new lease would save approximately $596 per year. The board discussed the tractor lease and agreed to have Chris firm up the agreement with Simpson's for the lease, with formal approval to follow at the October meeting. Chris also reported that MZ has started the sewer project, currently working on grading and laying pipe in the seepage cells, with the next step being the installation of auto septic tanks. Cameron Quinn mentioned that he had attended the Wisconsin Water Association meeting about three weeks ago and earned continuing education credits for his water certification. It was also noted that Chris and Cameron had selected colors for their new building. Public Input A community member asked about white planter boxes at the tractor shed. After discussion, it was determined they were unfamiliar items, donated, and the board suggested they could be offered to the Public Works Department. The community member also reported that they were organizing property in the building and had been able to secure shelves at a low cost. They then announced that they were planning a spaghetti dinner fundraiser for the splash pad, tentatively scheduled for either November 5 or 12, and requested that the village waive the rental fee for the community building basement. The board agreed to add this request to the next meeting's agenda for formal consideration. The community member also shared that 115-120 donation letters had been sent to businesses in Richland Center, Spring Green, and Lone Rock to raise funds for the splash pad. They discussed various splash pad features being considered, including crab, monkey, lion, and other options, with costs ranging from $5,200 to $10,000. The dinner would include displays of the potential features so attendees could vote on their preferences. Another community member asked about when the blacktopping would be done for various road intersections. Corey Ewers responded that the contractors had been marking the areas that day and expected the work to be completed between mid-September and the end of September, depending on weather and other project commitments. Susan from Town and Country Republic Trash and Recycling joined via Zoom to introduce herself as the village's sales representative. She mentioned that she would visit soon to provide new calendars for the next year and offered her contact information for any questions. She addressed concerns about recent pickup schedule changes, explaining that they were working through some routing adjustments and driver changes during the transition period since Republic took over in May. There was some discussion about the format of the documents, with some board members noting they were unable to open certain PDF files that had been scanned and distributed.
