Lorbeer, Marsha Jeffer and Present: Eric Forsberg Commissioners Samuel Lippke and Lisa Ramelow Excused: CHAIR REPORT Chair Lorbeer asked that discussion regarding agenda item number 6 be reserved for that time. 1) Tori Miller Busch Memorial Drinking Fountain. ·Nothing to report this month. 2) Green/Yellow Curb Repainting. ·Confirmed with David Roseman that work order was issued. ·Do not yet have schedule for work. 3) Parking Meter Replacement Project (Smart Meters). ·Confirmed IPS meters will be installed. ·City Manager’s office is still waiting for info from consultant. ·Do not have installation schedule contract details. PUBLIC PARTICIPATION Melinda Cotton spoke about parking challenge related to restaurants, and the commission need to agendize the subject. Ralph Lepre spoke about parking concerns. Jim Corbett spoke about alternate parking solutions. Al Zilecky spoke about alternate parking solutions. CONSENT CALENDAR 1. 14-008BS Recommendation to approve the minutes for hte meeting held January 16, 2014. Lorbeer informed of district boundaries, BSBA is addressing trash challenges. Commissioner Schneiter spoke about individual businesses addressing trash problems. Informed of meeting time constraints. Terrance Endersen spoke about residential history of opposition to demolishing homes for parking lots. Ron Banner spoke in opposition of lot proposal. Lorbeer spoke about the commission not “targeting” properties, and process timeline. Tula Tragonis spoke in support of the lot proposal. Dave Newell spoke in opposition of the lot proposal. Lorbeer spoke about the Mello-Roos 25-year history and purpose. Jim Lewis spoke about need for compromise and potential alternate solutions. Gail Mutke spoke in about a petition in opposition to the lot proposal, and the need for proper signage. Lorbeer spoke about the 2009 bond and use of proceeds, as well as remaining funds. Victoria spoke in opposition of the lot proposal, as well as consideration for demolishing commercial buildings. Unknown spoke about need to address zoning issues. Jeff Miller spoke about parking meter revenue and potential review by council to divert to general fund. Elizabeth (last name unknown) spoke in opposition to the lot proposal. Ralph Lepre spoke about residential garage usage. Lorbeer spoke about his interests and lack of conflict. Mike Sheldrake spoke in support of the lot proposal. Tarin Frances spoke in opposition of the lot proposal, especially safety concerns. Commissioner Schneiter spoke about parking structure on west end of 2nd Street, and desire to work with the residential community. Commissioner Jeffer spoke about the responsibility of the commission is parking and business improvement, there are other parking solution possibilities, and that a parking structure would also face opposition. Commissioner Forsberg spoke about commission advises council, appreciated community members attended this meeting, and his disinclination to support the lot project. Vice Chair Starr spoke about the need for the commission to accomplish some measure of parking mitigation. Schneiter spoke about potentially compensating 207 La Verne for negative impact and property devaluation. Lorbeer spoke about communication with commissioners Ramelow and Lippke and their support for the lot proposal. He also spoke about alternate solutions that were explored and the challenges related to each. In addition he spoke about opportunities to publicly express support or opposition at upcoming council and planning sessions. An additional motion was made by Commssioner Schneiter and seconded by Commissioner Jeffer: Page 6 of 8 CITY OF LONG BEACH THURSDAY, FEBRUARY 20, 2014 BELMONT SHORE PARKING BAY SHORE LIBRARY, 195 BAY SHORE AND BUSINESS AVENUE, THIRD THURSDAY, 9:00 AM IMPROVEMENT AREA ADVISORY COMMISSION MINUTES Recommendation for the BSPBIAAC to request that the City of Long Beach conduct an appraisal process to determine if the adjoining property (207 La Verne) is negatively impacted due to the installation of a surface level parking lot at 205 La Verne, and if so, the City Of Long Beach will compensate 207 La Verne for the impact based on appraised loss of value. The motion passed with the following vote: Yes – 5 No – 0 Lorbeer indicated on a poster the area of potential impact. Forsberg spoke about concern for compensating other owners. Lorbeer spoke about uncertainty of negative or neutral impact, and the difficulty of determining the impact. A motion was made by Schneiter, seconded by Commissioner Jeffer, to approve recommendation. The motion carried by the following vote: Yes: 4 - Kurt Schneiter, Joy Starr, William W. Lorbeer and Marsha Jeffer No: 1 - Eric Forsberg Excused: 2 - Samuel Lippke and Lisa Ramelow PUBLIC PARTICIPATION Melinda Cotton spoke about concern over the process of pursing the purchase of 205 La Verne. Lorbeer spoke about need for real estate negotiations processes to be completed in the fashion that this project was conducted. Lance Woods spoke about environmental considerations for parking solutions.
