Commissioner Jeffer spoke about dog waste policies. Forsberg asked if the City Traffic Engineer could address the BSRA in April. Lorbeer spoke about asking for BSBA comments regarding the sharrow, and he spoke about the new trees on 2nd Street needing new stakes. Jeffer asked about "bagging" the parking meters for Easter Sunday. Lorbeer reminded that the Commission cannot act on anything that is not on the agenda. Dede Rossi spoke about the difficulty of bagging the meters, especially with short notice. Lorbeer spoke about new meter technology that would make it considerably easier for special events. Melinda Cotton spoke about commercial parking lot usage, and potential for "guides" similar to those in Downtown Long Beach, and that sharrows keep cyclists off the sidewalk. Larry Goodhue compared the purchase of 205 La Verne to Vladimir Putin's recent actions, suggested reducing the number of businesses on 2nd Street through a random drawing selection, and that patrons at "skanky corner" need to tie up their dogs. Commissioner Lippke challenges and possible solutions to those challenges related to the sharrow. Attachments: 14-016BS BSBA Monthly Report February 2014.pdf Lorbeer spoke about the expected slight drop of number of bus riders due to new passes being distributed, and that the March numbers might also be slightly reduced. Forsberg asked if any surveys have been conducted. Lorbeer stated that surveys were conducted in order to establish the bus pass program. Forsberg spoke about promoting to all employees. Lorbeer informed that approximately 400 employees use the bus passes. Melinda Cotton asked about minimum requirements to qualify for a pass. Lorbeer stated that there are no full time or part time requirements to obtain a pass. Cotton asked about the report statistics. John Black introduced himself to the Commission. Forsberg asked about security cameras for Livingston and 2nd Street. Lorbeer asked about the eastern most location on 2nd Street. Black spoke about the Long Beach Police Department requirements for camera placement. Jeffer asked for staff to have a LBPD representative at the next BSPBIAAC meeting. Black spoke about the need to approve a design, then it will go out to bid. Lorbeer stated that the Commission has already approved the design. Black spoke about the range of camera viewing. Staff suggested convening the ad hoc subcommittee to discuss camera locations. Lorbeer agreed that the ad hoc committee should meet to set camera locations. Black spoke about the height of camera locations. Cotton asked about notifying residents of the camera surveillance range. Black stated that the City does not notice the public. Lorbeer suggested notifying the public via the Gazette publications. Goodhue spoke about Granada location for cameras, and the Rowing Center. Lorbeer spoke about alternative camera locations. Vice Commissioner Starr spoke about Officer Reyes' comments regarding locating a camera at the Granada location. Forsberg spoke about having City staff explain regulations to the Commission. Lorbeer explained that the challenge appears to be interpretation and implementation of regulations. Cotton asked about Baja Fish Taco, Tavern on the Two and Open Sesame parking requirement enforcement. She also spoke about changing the ordinance to limit the number of patrons allowed. Each speaker will be limited to two minutes unless that time is extended by the Chair. Lorbeer spoke about recent Quiet Zone sign requests, and possibility of installing more signs. Jeffer asked about putting signs on all side streets, suggested announcing it in the Gazette. Ramelow spoke about concern regarding too many signs. Forsberg spoke about the BSRA agendizing for April discussion about more Quiet Zone signs. Lorbeer spoke about need for input from residents near 2nd Street. Cotton questioned effectiveness of Quiet Zone signs. Lorbeer stated he felt the signs are effective. Forsberg spoke about privately owned parking lots accessibility to the public after hours. Lorbeer spoke about different issues related to private lot access, and discussed downtown parking issues differ from Belmont Shore.
