ROLL CALL Commissioners Joy Starr, William W. Lorbeer, Eric Forsberg and Lisa Ramelow Present: Commissioners Kurt Schneiter and Marsha Jeffer Excused: Commissioners Samuel Lippke Absent: Also present: Julie Maleki, CD3 Field Deputy; Dede Rossi, BSBA Exectutive Director; Suzie Price, CD3 Councilwoman Elect; Ricky Dockery, CD3 Business Liaison; Victor Grgas, AMB Manager; John Black, CLB Tech Services; Officer Eduardo Reyes, LBPD. CHAIR REPORT 1) Sidewalk Trees. • Dry and hot winter and spring have caused some problems – City Arborist has inspected and made recommendations • Sidewalk trees (new and old) have an Aphid infestation – and have been treated. • Sidewalk trees – especially new need some water during summer months. (Recommendation to agendize approval of summer watering program.) • Checking on need or recommendation to trim trees Page 1 of 7 CITY OF LONG BEACH THURSDAY, JUNE 19, 2014 BELMONT SHORE PARKING BAY SHORE LIBRARY AND BUSINESS 195 BAY SHORE AVENUE, 9:00 AM IMPROVEMENT AREA ADVISORY COMMISSION MINUTES 2) Median flagpole halyard and sign repair. • Wind storm knocked down median sign at east end and age has affected halyard. • See attached estimate for halyard repair - $190. • See attached estimate for sign repair - $1,200. • These will be on the agenda for next month for approval. 3) Big Belly Review Meeting. • Data indicates CCLB pick-ups are not as efficient as last year. 4) Bus Stop Removal and Inspection. • Bus stop at Bay Shore Library has been removed and is out of service (June 2013) – and creates an opportunity to install additional parking. • LBT is looking at length of bus stop east of Park Avenue – with thought of reducing size to enable additional parking. Will report back next month. 5) Council Item – Update Belmont Shore Parking Studies. • Attached City Council Agenda Item was approved as recommended. • City staff will bring separate items and recommendations to the Parking Commission. (Forsberg suggested start discussion w/private property owners to encourage metter use, potential financial incentives.) 6) Sidewalk Steam Cleaning Concerns – side streets between 2nd and alleys. (28 sidewalk cleanings annually, quarterly alley cleanings) • Sidewalks along side streets were not being cleaned with regular cleanings. • Special cleaning on Wednesday morning to address worse areas before Stroll & Savor. • Regular cleaning next will address entire area and resolve any remaining issues. (Parking lot sidewalks to be added to work scope.) 7) Auto Parkit Automated Parking System. • Automated stacked parking system saves space and is relatively cost effective. • Two facilities are now operating in Southern California. • Informational presentation or field trip to observe are potentials. 8) Announcements: • Stroll & Savor – June 18 & 19, 2014. (Also August 17 & 18) • Retirement Party for Gary DeLong – July 2, 2014. Ralph Lepre spoke about bus stops. Jeff Miller spoke about LB Transit alternative solutions for parking challenges. Melinda Cotton spoke about bus stops, especially the Library stop. Casey Allen spoke about commission makeup including residents, parking lot signage, residents using their garages. Don Kane spoke about bank parking lots. Barbara Newell soke about employee parking versus patron parking. Chair Lorbeer spoke about signage, transparent communication, Library bus stop, employee bus pass program. Dave Newell spoke about resident parking, as well as support for "stacked parking" facilities. Ralph Lepre spoke about residential garages.
