CHAIR REPORT
1) Library Bus Stop Removal and Reconfiguration.
• Bus stop at Bay Shore Library has been removed and is out of service (June 2013)
– and creates an opportunity to install additional parking.
• Red curb length is 70' from alley to Bay Shore Drive - enough for at least 2 or 3
metered parking stalls and typical red curb length at intersections.
• Several email inquiries to Dave Roseman have gone unanswered.
Chair Lorbeer commented about Citi Bank signage regarding public parking.
Dede Rossi agreed to speak with Citi Bank and the landlord.

Lorbeer spoke about private parking management opportunities.
Commissioner Ramelow spoke about her family owned parking lot experience.
2) Park Avenue Bus Stop - Potential Length Reduction.
• LBT is looking at length of bus stop east of Park Avenue – with thought of reducing
size to enable additional parking. Will report back next month.
• Committee reviewed information, but has not yet made a decision.
3) Council Item – Update Belmont Shore Parking Studies.
• Staff is preparing an RFP for parking study.
• Parking lot map and preliminary review of current private parking lots use.
4) Sidewalk Steam Cleaning Concerns – possible new water conservation rules.
• Sidewalk steam cleaning crew recycles/reclaims/reuses steam cleaning water.
• Understand this complies with any new or potential new rules.
Lorbeer spoke about Spectrum Facilities Maintenance complying with current
regulations.
5) Auto Parkit - Automated Parking System.
• Automated stacked parking system saves space and is relatively cost effective.
• Two facilities are now operating in Southern California.
• Informational presentation or field trip to observe are potentials.
• Will coordinate with Council Office and pending parking studies.
6) Security Cameras.
• Nothing to report.
Lorbeer commented that City Tech Services
7) Smart Meters - City Budget Documents.
• Proposed FY-15 budget includes $800,000 for downtown meters (not Belmont
Shore).
• Deputy CM has asked to meet and discuss proposed project terms

Lorbeer spoke about possibly meeting with Deputy City Manager Tom Modica, or
having him attend the next Commission meeting.
8) Announcements:
• Stroll & Savor – July 16 & 17, 2014 (Jim Fisk Jazz Band); August 13 & 14, 2014.
• Pop Up Shop Sale (sidewalk Sale) - July 26 & 27, 2014.
• Others.
Rossi spoke about the upcoming Pop Up Sale.

3. 14-041BS Recommendation to receive and file the Long Beach Transit
Employee Bus Pass Program Status Report for the period June 1,
2014 through June 30, 2014.
The June 2014 Status Report was not available from Long Beach
Transit at the time of the meeting.
A motion was made by Commissioner Starr, seconded by
Commissioner Ramelow, to laid over. The motion carried by the
following vote:

4. 14-042BS Recommendation to approve the agreement with Spectrum Facility
Maintenance to provide four (4) additional sidewalk steam cleanings at a
cost of $4,800.

busy summer months.
Commissioner Ramelow agreed about adding four additional

areas at a cost of $1,000.

Lorbeer spoke about driveway areas needing cleaning less frequent
than sidewalks on 2nd Street; add to quarterly alley cleaning.
Endersen asked about when is the next cleaning.
Rossi commented that cleaning was just done.
Lorbeer spoke about a cleaning demonstration offer from Waxie.
Commissioner Schneiter asked about cost/cleaning frequency.
Ralph Lepre spoke about alley grease cleaning.
Lorbeer spoke about addressing alley cleaning.

6. 14-044BS Recommendation to approve expenditure of $1,390 to repair and replace
the median welcome sign near Bay Shore Avenue, and the repair of
various flag pole halyards.

Lorbeer spoke about the halyards repair, and median sign repair
versus new sign cost differential.
Schneiter spoke about long time required for new signage.
Ramelow commented that she likes the old sign.

7. 14-045BS Recommendation to approve expenditure not to exceed $1,500 to
remove and replace three trees in Belmont Shore.

Lorbeer informed about necessary tree removal due to hazard.
Schneiter spoke about not replacing the median dead tree due to
drought and eventual median redesign.
Lorbeer agreed to not replace median dead tree at this time, also that
three estimates were received, the lowest cost most qualified will
perform the work.
Rossi spoke about some tree wells needing attention.

8. 14-046BS Recommendation to approve the Conservation Corps of Long Beach
Fiscal Year 2015 Trash, Litter, Graffiti and Landscaping Service Proposal
at a cost of $102,615.

Lorbeer spoke about FY 14 fees versus FY 15 proposed fees, as well
as various differences in services.
Joyce McDevitt spoke about increase in labor costs for FY 16.
Lorbeer commented about Big Belly pickup inefficiencies.
McDevitt spoke about pickup schedule.
Lorbeer spoke about potentially adding more Big Bellys in the future.
Schneiter asked about the benefit of the Big Belly trash compactors.
Rossi spoke about adjusting the trash pickup schedule.
Ramelow spoke about problem areas.
McDevitt reiterated the pickup schedule.
Rossi commented that Saturday and Sunday twice per day pickups
would be beneficial.
Lorbeer asked if extra Sunday pickup would be possible.

Ramelow spoke about adjusting days and times of pickup.
Rossi spoke about businesses needing to keep their respective areas
clean.
Lorbeer spoke about adding Saturday and Sunday pickups to
commence immediately, and what would be the cost?
McDevitt spoke about adding extra pickups immediately.
Rossi spoke about need to add extra cleaning due to drought and
health consequences.
Endersen asked about adding extra cleaning now.
Lorbeer commented about voting to add cleaning to FY 14 cycle.
Vice Chair Starr spoke about alley cleaning.
Rossi spoke about possibly adding weekly trash enclosure cleaning to
CCLB agreement.
Lorbeer spoke about property owners needing to keep trash
enclosures clean.
Lepre spoke about business owners needing to be responsible.
A substitute motion was made by Commissioner Ramelow,
seconded by Schneiter, to approve the Conservation Corps of
Long Beach Fiscal Year 2015 agreement to not exceed $105,115,
and to add Saturday afternoon trash pickup. The motion carried
by the following vote:

An additional motion was made by Lisa Ramelow and seconded by Kurt Schneiter to
add additional Saturday trash pickups commencing July 21, 2014 through September
30, 2014 at a cost to not exceed $1,500. The motion carried by the following vote:

Endersen spoke about the BSRA involvment regarding Tavern on 2 expansion
concerns.
